HomeMy WebLinkAbout06-01-76 Spec. Mtg. 1928 Hastings, Minnesota June 1, 1976 The City Council of the City of Hastings, Minnesota met In a Special Meeting on Tuesday, June 1, 1976 at 7:30 A.M. In the Council Chambers of the City Hall. Members present: Councilmen Kramer, Erickson, Novak, Schnirring, Trautmann, Hallberg, Fischer and Mayor Petersen. Members absent: Councilman Latch. The Mayor opened the meeting with the announcement that this was a special meeting called by him, pursuant to City Charter, and that the required notices had been hand delivered to all members of the Council. The purpose of this meeting was to discuss the latest Corp of Engineers request concerning whether or not the City of Hastings wanted to go ahead with the bypass channel for the flood control project for the Vermillion River, or consider some other alternatives at a later date. The Mayor related that the Corp has to have a firm committment to either proceed with the by- pass channel, or not, by June 1, 1976. A memo dated May 28, 1976 previously distributed to the Council was reviewed. An extended discussion took place~ Persons in the audience representing property owners, and representatives of the Natural Resources Commission were present. All persons present were given an opportunity to be heard. Whereupon a motion was made by Councilman Kramer, seconded by Councilman Schnirring, as follows: 1. That the City of Hastings notify the United States Corp of Engineers that the City is desirous of proceeding with the "bypass channel" project (officially, as specified in "detailed project report for flood control, Vermillion River at Hastings, Minnesota" dated October, 1973.) 2. That the City of Hastings forthwith proceed with eminent domain proceedings to acquire lands necessary for the completion of said project. 3. That the City forthwith undertake to establish the geographic area of the City benefited by the construction of said flood control project, being particularly those areas indicated in the flood plain area by reports previously received from the Corps of Engineers and the Dep?rtment of Natural Resources. 4. That the Council determine to assess to the benefited properties not less than 20% of the cost of the land acquisition nor more than 80% of the cost of the land acquisition necessary for said project. S. Further that the City forthwith apply for LAWCON Grants in hopes of being able to obtain funds for the purchase of the property. 6. That LAWCON funds and, possibly Federal Revenue Sharing Funds if possible, be used to defray a portion of the cost of the land acquisition,incident to said project with the balance assessed as and in accordance with the foregoing limitations, namely at least 20% but not more than 80% of the remaining cost of the project, with the unassessed portion being paid for by a general levy. Upon being put to a vote the following vote was recorded: Ayes, Kr er, chnirring, Trautmann, Hallberg and Fischer.
