Mtg. 1920 Hastings, Minnesota May 13, 1976 Pursuant to due call and notice thereof, a Special Meeting of the City Council of the City of Hastings, Minnesota was held at the City Hall on the 13th day of May, 1976.,at 5:00 o'clock P.M. The following members were present: Councilmen Erickson, Trautmann, Schnirring, Latch, Hallberg and Mayor Petersen. The following members were absent: Councilmen Fischer, Kramer, and Novak. The Clerk presented affidavits of posting and publica- tion of notice of Special Election held in accordance with the Resolution adopted on March 29, 1976, authorizing said election to vote on the questions of: borrowing money and issuing General Obligation Bonds in an amount not to exceed $550,000 for the purpose of financing acquisition of lands for flood control and park purposes, and improvements of same by construction of flood control ~orks and recreational park facilities, and, may the levy limit be increased by two mills, said funds be used for park, recreational and open space uses, and also presented the official returns of the Judges of Election. Said affidavits and returns were duly examined, approved and ordered placed on file in the Office of the Clerk. Councilman Trautmann introduced the following resolution and moved its adoption: RESOLUTION CANVASSING RETURNS OF ELECTION BE IT RESOLVED by the City Council of the City of Hastings, Minnesota of Dakota County, Minnesota, that it is hereby found, de- termined, and declared that the Special Election held in and for said City on May 11, 1976 was in all respects duly and legally called and held and the returns thereof have been duly canvassed and the votes cast at said election for and against the following questions were as follows: "Shall the City be authorized to borrow money by issuing its general obligation bonds for an amount not to exceed $550,000 for the acquisition of lands along the Vermillion River in the City of Hastings and betterment of said lands and other existing park lands in the City, for park, recreational and flood control purposes." Votes Yes Votes No Total Votes 633 939 1,572 "Shall the City of Hastings be authorized to exceed its overall levy limitation pursuant to Minnesota Statutes, Section 275.50 to 275.56 as amended, for the present levy year, by an amount not to exceed 2 Mills, which may be levied on the taxable property within its boundaries in addition to all other taxes voted by it. It shall be exempt from penalty pro- visions of Minnesota Statutes, Section 275.51, Sub- division 4. Such additional levy shall be used for purposes of park, open space and recreational uses. In the next succeeding levy year and levy years thereafter, such amount shall become a a permanent adjustment to the levy limit base per capita of the City of Hastings." Votes Yes . 617 952 Votes Total Votes No 1,569 1921 and said propositio$having not received the approval of the majority of the votes cast hereon is hereby declared to have failed. The motion for the adoption of the foregoing resolu- tion was duly seconded by Councilman Erickson and upon a vote being taken thereon, the following voted in favor thereof: Ayes, all; Nayes, none. said resolution was declared duly passed Councilman Latch, seconded by Councilman meeting be adjourned. Ayes, all; Nayes, none.
