HomeMy WebLinkAbout05-03-76 1911 Hastings, Minnesota May 3, 1976 The City Council of the City of Hastings, Minnesota met ln a regular meeting on Monday, May 3, 1976 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Kramer, Erickson, Novak, Latch, Schnirring, Trautmann, Hallberg, Fischer and Mayor Petersen. Members absent: None. The Minutes of the regular Meeting of March 10, 1976 were approved as read. The Minutes of the regular Meeting of April 19; 1976 were approved as read. Moved by Councilman Novak, seconded by CouncilAPPROVE TRANSFER man Erickson to approve the transfer of the On & Off LIQUOR LICENSE Sale & Sunday Liquor License from: Kenneth Loesch, THE BAR 2101 Vermillion St., dba The Bar to: Stephen Benowitz, 2101 Vermillion St., dba same. Ayes, 8; Nayes, none. Councilman Latch introduced the following resolution and moved its adoption: RESOLUTION #29-76 AWARD BID PANEL TRUCK BID FOR ONE PANEL TRUCK WHEREAS, pursuant to an advertisement for bids for furnishing the City with one (1) One-half Ton Panel Truck for the Engineering Department the following bid was received complying with the advertisement. Bidder Bid Price $5,258.00 Joe O'Brien Chevrolet- Cadillac, Inc. WHEREAS, One bid (1) was received from Joe O'Brien Chevrolet-Cadillac, Inc. and no other bidders appeared, or submitted bids; NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Hastings, Minnesota: The Mayor and City Clerk are hereby authorized and directed to enter into a contract with Joe O'Brien Chevrolet Cadillac, Inc. for the purchase of one (1) One-half ton Survey Panel Truck cording to the specifications therefore approved by the City Coun "I and on file in the office of the City Clerk. y the City Council of the City of Hastings, d day of May, 1976. Moved by Councilman Schnirring seconded by Councilman Fischer to award the 1976 Utility Construc- tion Contract to Austin P. Keller Company for a total bid of $99,159.25. Ayes, 8; Nayes, none. RESOLUTION NO. 30 AWARD BID UTILITY IMPROVEMENTS 1976 1912 RESOLUTION #31-76 Moved by Councilman Trautmann, seconded by AWARD BID STREET Councilman Erickson to award the 1976 Street Construction CONSTRUCTION Contract to the B-Tu Mix Company at a total bid of CONTRACT 1976 $397,416.44. Ayes, 8; Nayes, none. Copy of Resolution on file in office of City Hall. MEETING TO AUTHORIZE SALE OF BONDS At this time it was announced that on Wednesday May 3, 1976 at 5:00 o'clock P.M. the Council will meet to authorize the sale of Bonds and that a representative from Springsted Company will be present to conduct the meeting. RESOLUTION #26-76 Moved by Councilman Hallberg, seconded by Councilman Schnirring to adopt the following Resolution. RESOLUTION WITH THE STATE HIGHWAY DEPARTMENT CONCERNING THE MAIN LINE STORM SEWER PROGRAM be and ment. BE IT RESOLVED that the City enter into an agreement with the State of Minnesota, Department of Highways for the following purposes, to wit; to provide for the City of Hastings to construct, under contract and in accordance with State approved City plans, specifications and special provisions therefor, cooperative joint-use mainline storm sewer facilities extending easterly from Trunk Highway No. 61 alond East 10th Street and new and replacement concrete walk and associated concrete driveway pavement and concrete curb and gutter along portions of both sides of Trunk Highway No. 61 between a point south of 12th Street and 6th Street; and also, to provide for pay- ment by the State to the City of the State's cost shares of said storm sewer, concrete walk and related construction which has been designated by the State as State Project No. 1913-34 (T.H. 61-3) IT FURTHER RESOLVED that the Mayor and Clerk ey rby are authorized to execute such agree- per tive Construction Agreement No. 58250) d by the City Council of the City of 3rd day of May, 1976. Hastings ATTEST: ~r ~lnlstrator Upon being put to a vote the same was recorded: Nayes, none. ~ Ayes, 8; SITE PLAN REVIEW BURNS & ENSTAD Moved by Councilman Novak, and seconded by Council- man Fischer to waive the parking requirements for the Burns and Enstad on file which says that they will be will- ing to provide additional parking area when the City deems it necessary at some time in the future. This waiver basic- ally is being granted to reduce the parking stall require- ments from 85 to 59 for the present, but should the time arise in the future, additional parking will be required. The City at that time will exercise its perogative in the matter and expect Burns Enstad to comply. Ayes, 8; Nayes, none. SPECIAL USE DR. DAYTON PERMIT Moved by Councilman Hallberg and seconded by Councilman Kramer to approve the continued Special Use Permit for Dr. Dayton's operation at 220 East 2nd. St., with the understanding that at any time in the future when a change of ownership should occur that the Special Use Permit must then again come before the City Council for approval. Ayes, 8; Nayes, none. 1913 Moved by Coun~ilman Novak, 5e~onded by Coun~il-RESOLUTION H3Z-76 man Hallberg to approve the Resolution to certify the SALE OF INDUSTRIAL City's recognition of the Legislature's approval of PARK PROPERTY Provisions Laws 1976, Chapter 171 removing certain land restrictions and allowing the City of Hastings to sell Industrial Park Land for any purpose that the governing body may deem as fit and proper. Ayes, 8; Nayes, none. Copy of Resolution on file at City Hall. Mr. John Lightbourn, Ice Arena Manager, pre- sented a Financial Report to the Council, and after a discussion on the report and the various summertime uses of the Arena the Council ordered the report accepted and placed on file at City Hall. Moved by Councilman Hallberg, seconded by Councilman Schnirring to approve the Third and Final Reading of the Water Availability Charge Ordinance. Ayes, 6; Nayes, Erickson and Novak. Copy of said Ordinance on file at City Hall. ARENA FINANCIAL REPORT ACCEPTED ORDINANCE #41- SECOND SERIES WATER AVAIL. CHARGE Moved by Councilman Schnirring, seconded by Councilman Fischer to approve the Third and Final Reading of the Amendments to the City Charter of Sections 1.03; 3.08; and 3.10.
