HomeMy WebLinkAbout04-05-76 Hastings, Minnesota AprilS, 1976 1901 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, AprilS, 1976 at 7:30 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Erickson, Kramer, Novak, Latch, Schnirring, Trautmann, Hallberg, Fischer and Mayor Petersen. Members absent: None. Mr. Hallberg pointed out that a typographical error in the motion concerning the 23rd Street from T.H. #61 to Cannon Street Project. It was moved by Councilman Hallberg, seconded by Councilman Novak. The Mayor asked if there were any other additions or corrections to the Minutes, hearing none the Minutes were approved as amended. Moved by Councilman Schnirring, seconded by Councilman DENY SPECIAL USE Kramer to deny the Special Use Permit request of Greg Jablonski, GREG JABLONSKI 1501 Brittany Road. Ayes, 8; Nayes, none. Moved by Councilman Hallberg, seconded by Councilman APPROVE FINAL PLAT Kramer to approve the final Plat of the Sisters of Charity, 1st SISTERS OF CHARITY and Farm Street with the condition that they pay the fees re- quired by the Platting process. Ayes, 8; Nayes, none. The City Council considered the letter from the BRA. to NO ACTION ON BRA. the County, after discussion of this matter the City Council LETTER TO COUNTY decided to take no action on it whatsoever. Moved by Councilman Schnirring, seconded by Councilman Trautmann to approve the Resolution concerning the St. Paul discharge into the Mississippi River. Ayes, 8; Nayes, none. Copy of Resolution on file in City Hall. Moved by Councilman Hallberg, seconded by Councilman Novak to approve the 3.2 Beer On-Sale and Wine License for Wm. Caturia, dba: "Mr. C'S" 2108 Vermillion Street, Hastings, Mn. Ayes, 8; Nayes, none. The Mayor opened the Public Hearing concerning the proposed Charter Amendments at 8:01 P.M. The ~hyor asked if anyone in the Audience wished to address the issue. Having given everyone an opportunity to be heard on the issue the Mayor closed the Public Hearing at 8:02 P.M. Moved by Councilman Kramer, seconded by Councilman Fischer to approve the Charter change of Section 1.03 to be amended in accordance with the recommendation of the Charter Comnission. Ayes, 8; Nayes, none. Moved by Councilman Schnirring, seconded by Councilman Hallberg to approve the First Reading of the Amendment of Sec. 3.08 of the City Charter as recommended by the Charter Commission. Ayes, 8; Nayes, none. Moved by Councilman Hallberg, seconded by Councilman Kramer to approve the First Reading of the Amendments of Sections 3.06 and 4.02 as recommended by the Charter Commission. Ayes,S; Nayes, Erickson, Latch and Novak. Motion defeated. Moved by Councilman Trautmann, seconded by Councilman Schnirring to approve the First Reading of the Amendment to Section 3.10 as proposed by the Charter Commission. Ayes, 8; Nayes, none. RESOLUTION #21-76 APPOSE ST. PAUL DISCHARGE INTO RIVER APPROVE BEER & WINE LICENSE-J. CATURIA MR. "C'S" PUBLIC HEARING ON CHARTER AMENDMENTS FIRST READING OF AMENDMENTS TO CHARTER ORDINANCE (1) Sec. 1. 03 (2) Sec. 3.08 (3) Sec. 3.06 & 4.02 M)TION DEFEATED ( 4) Sec. 3.10 1902 APPROVE FOUR DIAMONDS AGREEMENT ORDER FEASIBILITY STIJDY-STREET LIGI-ITS HWY #61 Moved by Councilman Schnirring, seconded by Councilman Novak to approve the terms and condi tions between the City of Hastings, the Corrnnunity School Program and the Four Diamonds people in regard to the use of the Four Diamonds Ballfields in the division of responsibilities and duties as follows: Ayes, 8; Nayes, none. AGREEMENT 1) The City will maintain the fields and surrounding area; i.e. cut the grass, chalk the fields and have ready for league games. 2) The City will provide bags for league games. 3) The City and Four Diamonds will jointly purchase new pitchers plates and home plates each paying half. 4. Four Diamonds will provide insurance coverage for league play. 5. Four Diamonds will negotiate with individual leagues regarding a fee to use the facility. 6) Four Diamonds will negotiate with the leagues regarding satellites. 7) This Agreement will be on a year to year basis. MOved by Councilman Novak, seconded by Councilman Fischer to authorize the Staff to do a Feasibility Study on the Street Lighting on Hwy #61, the entire length of it as it runs through the City. POLLING PLACE STATED No action was taken on Item #9 (Polling Place for May 11th IN RESOLUTION FOR Referendum) due to the fact that the Polling Place had been pre- REFERENDUM viously designated in the Resolution for Referendum. HIRE WATER BILLING CLERK INCREASE IN SALARY HAROLD WELCH CITY AIMINISTRATOR CONTRACT APPROVED ORDINANCE # 40 SECOND SERIES FIRE CODE AS AMENDED THIRD READING ORDINANCE # -.11 SECOND SERIES CIVIL DEFENSE THIRD READING Moved by Councilman Erickson, seconded by Councilman Novak to approve the appointment of Mrs. Jan Jorgenson as the Water and Sewer Billing Clerk at an annual salary of $6,000, the starting date to be April 21, 1976. Ayes, 8; Nayes, none. Moved by Councilman Latch, seconded by Councilman Trautmann to approve the salary increase for Harold Welch, the Assistant Ice Arena Manager, in accordance with the letter from John Lightbourn. The increase to be $500.00 annually as of April 1, 1976. Ayes, 8; Nayes, none. Moved by Councilman Novak, seconded by Councilman Schnirring to approve the contract for the City Administrator to continue as an employee for the City of Hastings for another year and that a salary increase of $700.00 be allowed, effective as of January 1, 1977. All of the terms and conditions of the contract as existed in 1975-1976 will remain in force. Ayes, 8; Nayes, none. - t::: ...-. Further, the Board of Appeals that is currently acting for the Building Code Department will be hereby designated as the Board of Appeals for the Fire Code as well. Ayes, 8; Nayes, none. Moved by Councilman Novak, seconded by Councilman Latch to approve the Third and Final Reading of the Fire Code Ordinance as amended. Ayes, 8; Nayes, none. MOved by Councilman Erickson, seconded by Councilman Trautmann to approve the Third and Final Reading of the Civil Defense Ordinance. Ayes, 8; Nayes, none. CHANGE IN RESOLUTION Moved by Councilman Schnirring, seconded by Councilman RE: 2 MILL INCREASE Fischer to approve the change in the Resolution of the last Council meeting to hereby designate that the 2 Mill increase will be spent for Park purposes. Ayes, 8; Nayes, none. Moved by Councilman Erickson, seconded by Councilman Novak that the Project: 17th Street from Ramsey Street to T.H. #61 (Street Grading, Gravel Base, Surfacing, and Curb and Gutter) be deleted from the proposed 1976 Improvements and that the existing Street be restored to its original state and that the cost of such work will be borne by the Polka Dot Industry. Ayes, 7; Nayes, Schnirring. Motion passed. Moved by Councilman Latch, seconded by Councilman Kramer to authorize the Advertisements for Bids for a Panel Survey Truck for the Engineering Dept. Bids to be opened April 30, 1976 at 11:00 A.M. in the City Hall and considered for Award at the Council Meeting of May 3, 1976 at 8:00 P.M. Ayes, 8; Nayes, none. 1903 DELETE 17th ST. PROJECT FOR 1976 IMPROVEMENTS ADVERTISE FOR BIDS SURVEY TRUCK FOR ENGINEERING Moved by Councilman Hallberg, seconded by Councilman Trautmann to call for a Public Hearing for the re-division of the Assessments for Lot 1, Block 6 of Whispering Oaks Addition on May 17, 1976 at 8:00 P.M. Ayes, 8; Nayes, none. The Council, after discussion of the location of the SPIRAL BRIDGE Spiral Bridge Monument, verbally agreed that it should be located MONUMENT LOCATION on the West end of the Middle Divider in the Downtown Parking Lot.
