The City Council of the City of Hastings, Minnesota met in a
Special ~~eting on MOnday, March 29, 1976 at 7:30 o'clock P.M. in the
City Council Chambers of the City Hall.
Members present:
Councilmen Novak, Latch, Sdmirring, Trautmann,
Hallberg, Fischer, and Mayor Petersen.
Members absent:
Councilmen Erickson and Kramer.
Moved by Councilman Latch, seconded by Councilman
Schnirring to approve the polling places and the List of Judges
for the County Special Election to be held on April 10, 1976 as
follows: Ayes, 6; Nayes, none.

Moved by Councilman Schnirring, seconded by Councilman
Novak to authorize the City Attorney to purchase the Kaiser
property that is involved in the Vermillion Flood Control Project
in the amount of $52,500.00 from the EPA refund money which the
City has received. Ayes, 6; Nayes, none.
Moved by Councilman Novak, seocnded by Councilman
Hallberg to authorize the purchase of the property from Mr. MOen
and that the vacation of Cannon Street be permitted in the agree-
ment. The other conditions as recommended by the Attorney be
considered in the agreement to include limiting the area to
pedestrian traffic and to ban any forms of motorized traffic fram
that area. Ayes, 6; Nayes, none.
~roved by Councilman Schnirring, seconded by Councilman
Fischer to purchase the Kitzman property in reference to the
Vermillion Flood Control Project and that the City Attorney
should offer $7,000, to include a chain link fence to go around
2.31 acres and that the fence be put in at such time when the
development takes place. The $7,000 shall come from EPA refund
monies. Ayes, 6; Nayes, none.

Novak to adopt the Resolution for authorizing a Referendum for
$550,000 for the Vermillion River Flood Control Project. The
date be set for the Referendum for May 11, 1976. Ayes, 6;

Moved by Councilman Hallberg, seconded by Councilman
Fischer to approve for Referendum before the citizens of Hastings,
a Resolution which will increase the mill levy by 2 Mills by
Referendum, May 11, 1976. Ayes, 6; Nayes, none. Copy of Resolution
on file in City Hall.
Moved by Councilman Latch, seconded by Councilman
Hallberg to authorize the sale of Bonds for the Lake Rebecca
Project in the amount of $50,000. Ayes, 6; Nayes, none.

Moved by Councilman Novak, seconded by Councilman
Schnirring to move that if the 2 Mill increase Referendum passed
that the Council hereby goes on record stating that it is the
Council's intent to allocate the 2 Mill increase for Park Improve-
ent Projects. Ayes, 6; Nayes, none.

RESOLtITION CALLING FOR AN
ELECTION ON $550,000 GENERAL OBLIGATION
BO~'1)S FOR FLOOD CONTROL, OPEN SPACE & PARK
REQUIREMENTS OF THE CITY.
WHEREAS, the City Charter and State Statutes authorize the City of
Hestings to issue General Obligation bonds to finance acquisition of lands for
flood control and park purposes, and improvements of same by construction of
fJood control ~orks and recreational park facilities, and
VrtERZ}S, the City Council is resolved to issue General Obligation
Bonds in an amount not exceeding $550,000 for the above specified purposes,
subject to appro~a1 of the electorate at a special election on said matter,
and
\8ERLAS, the Cou~cil ~ishes to provide for a special election on said

2. The entire City shall constitute one election district. Tne
sole polling place shall be the Ha9tings Junior High School located on 10th and

ELECTION ON INCREASING THE CITY'S
LEVY LIMIT BY TWO }IILLS.
\ffiEREAS, the laws of the State of Minnesota provide for a procedure
whe~eby the levy limit of the City IToay be increased if said increase is
approved by the electors of the City at a special or general ele~tion; and
\,TREREAS. the City Council is resolved to submit said question to the
electors at a special electio~. at which election it shall be determined
~.Jhether the levy B..mit may be increased by t",o mills. it being the intention
of the City that said funds be used for park, recreational and open space
~ses, including acquisitior. and better~ent of same;

RESOLUTIO~ CALLING FOR ISSUA~CE
OF $50,000 GENERAL OBLIGATION
BONDS FOR LAKE REBECCA PARK IMPROVEHENTS.
\~IEREAS, the United States Government through the Corps of Engineers
has advised the City of Hastings that it intends to undert2ke the improve-
ment of the Lake Rebecca park area by dredging and installation of recrea-
tional facilities and other open space and park i~prov2ments; and
~rlEREAS, the participation by the City of Hastings appears to require
expe~diture of not to exceed $50,000 City funds for the City's ffiare of
said project; and
WHEREAS, the City Council desires said improve~ent to occur and
deter~in2s the same to be a public purpose; and
'.JHEREAS, the City Council wishes to issue its general obligation
bonds in an ~mount not to exc~ed $50,000 for said purpose, without election
or referendu;n.
NOH, Tr:ERE.:FORE, be it resol,,'ed by the City Council of the City of
Hastings as follows:
1. That the City Council does hereby resolve to issue general
obligation bonds in an amount not to exceed $50,000 for the above speci-
fied purposes.
2. That a copy of this resolution shall be published in the legal
newspaper of the City of Hastings for two consecutive weeks.
3. That the City Council shall' be authorized to issue Dot to exceed
$50,000 general obligation bonds of the City of Hastings with the funds
thereby received to be used for the improve~ent of Lake Rebecca and the Lake
Rebecca park area.
4. That said bonds may be sold unJess within ten days after the
second pt.:'Jlication of this resolution in the official ne"'y)spaper of the City,
? petition signed by voters of the City equalling not less than 57. of the
number voting at the last general election held in the City shall be filed
with the City Clerk requesting an eJection.
