Mtg. 1894 Hastings, Minnesota March 29, 1976 The City Council of the City of Hastings, Minnesota met in a Special ~~eting on MOnday, March 29, 1976 at 7:30 o'clock P.M. in the City Council Chambers of the City Hall. Members present: Councilmen Novak, Latch, Sdmirring, Trautmann, Hallberg, Fischer, and Mayor Petersen. Members absent: Councilmen Erickson and Kramer. Moved by Councilman Latch, seconded by Councilman Schnirring to approve the polling places and the List of Judges for the County Special Election to be held on April 10, 1976 as follows: Ayes, 6; Nayes, none. Hanson Mrs. Jack Staiger Voter Registrar: Mrs. Lucy Ryan Moved by Councilman Schnirring, seconded by Councilman Novak to authorize the City Attorney to purchase the Kaiser property that is involved in the Vermillion Flood Control Project in the amount of $52,500.00 from the EPA refund money which the City has received. Ayes, 6; Nayes, none. Moved by Councilman Novak, seocnded by Councilman Hallberg to authorize the purchase of the property from Mr. MOen and that the vacation of Cannon Street be permitted in the agree- ment. The other conditions as recommended by the Attorney be considered in the agreement to include limiting the area to pedestrian traffic and to ban any forms of motorized traffic fram that area. Ayes, 6; Nayes, none. ~roved by Councilman Schnirring, seconded by Councilman Fischer to purchase the Kitzman property in reference to the Vermillion Flood Control Project and that the City Attorney should offer $7,000, to include a chain link fence to go around 2.31 acres and that the fence be put in at such time when the development takes place. The $7,000 shall come from EPA refund monies. Ayes, 6; Nayes, none. Moved by Councilman Latch, seconded by Councilman Hallberg to authorize the sale of Bonds for the Lake Rebecca Project in the amount of $50,000. Ayes, 6; Nayes, none. Moved by Councilman Novak, seconded by Councilman Schnirring to move that if the 2 Mill increase Referendum passed that the Council hereby goes on record stating that it is the Council's intent to allocate the 2 Mill increase for Park Improve- ent Projects.
