HomeMy WebLinkAbout03-15-76 1883 Hastings, Minnesota March 15, 1976 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 15, 1976 at 7:30 P.M. in the City Council Chambers of the City Hall. Members present: Councilmen Kramer, Erickson, Novak, Latch, Schnirring, Elliott, Hallberg, Fischer and Mayor Petersen. Members absent: None. The ~ayor asked if there were any additions or corrections to the Minutes of ~~rch 1, 1976 and hearing none the ~~yor declared the Minutes approved as read. The Mayor opened the Public Hearing concerning the 1976 Improvements at 7:36 P.M. Such plans and specificationsAa copy of which is on file in the City Clerk's Office are made a part hereof are hereby approved. 3~ The City Clerk shall prepare and cause to be insetted in the official paper an advertisement for bids upon the making of such approved plans and specifications. The following Project, by previous motion is carried over to HELD OVER TO the Council meeting of April 5, 1976. 4/5/76 17th Street from Ramsey Street to T.H. #61 - Street Grading, Gravel Base, Surfacing, and Curb and Gutter. 1888 Councilman Schnirring introduced the following resolution and moved its adoption: BIDS FOR CRUSHING GRAVEL RESOLUTION #14-76 AWARD BID FOR CRUSHING GRAVEL STREET DEPARTMENT WHEREAS, pursuant to an advertisement for bids for furnishing the City of Hastings 10,000 yards of Crushed and Screened Gravel for the Street Department, the following bids were received complying with the advertisement: Jager Gravel & Construction Co. Solberg Aggregate Company Davies Excavating Company Fischer Sand & Agreegate Co. Alexander Construction Company $10,000 $10,000 $15,500 $15,500 $22,800 WHEREAS, Jager Construction Co. bid is one of the two low bids and the process to be employed by Jager would make available to the City additional rock (besides the 10,000 yards of 3/8" screened rock) which the City deems desirable for other uses; and WHEREAS, the bid of Jager Construction Company although involving screening alone, not both crushing and screening, would meet the intent of the Citys' needs, and provide an additional benefit to the City and also comply with the specifications; NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Hastings, Minnesota: The Mayor and City Clerk are hereby authorized and directed to enter into a contract with Jager Gravel and Const. Moved by Councilman Novak, seconded by Councilman Elliott to adopt the Resolution concerning the reorganization efforts of Dakota County and support the recommendations. Moved by Councilman Hallberg, seconded by Councilman Latch for the City to reconsider negotiations with the Four Diamonds people in regard to the ballfields on their property for the 1976 Softball Season. Gulsvig and Mr. Embretson to continue negotiations with the Four Diamond people in regard to conditions which would be involved in the use of the ballfields by Softball Leagues this year. EMBRETSON TO NEGOTIATE WITH FOUR DIAMONDS Moved by Councilman Novak, seconded by Councilman ACCEPT RESIGNATION Hallberg to accept the letter of resignation from William Elliott WILLIAM ELLIOTT AS and that his resignation be effective immediately after the COUNCILMAN adjournment of the Council meeting tonight and therefore a vacancy on the Council is hereby declared. APPOINT FRED TRAUTMANN TO FILL COUNCIL VACANCY Moved by Councilman Hallberg, seconded by Councilman Novak to have the Council instruct the Housing and Redevelop- ment Authority to proceed with the necessary work to develop information regarding the needs for and possible location of Senior Citizen Housing within the City of Hastings. It is the Council's desire that the HRA become involved in site selection within the Redevelopment District if at all possi ble. Further, that contact be made with the Archdiocese and their considered project to see whether or not it would be feasible for them to consider a site for Elderly Housing in the Downtown Redevelop- ment District. The HRA should take what steps it feels necessary in order to develop a complete and thorough packet of information on Senior Citizen Housing which would cover all aspects that would be involved in such an undertaking of the City of Hastings. Moved by Councilman Fischer, seconded by Councilman Hallberg to approve the Agreement between the City of Hastings and the U.S. Corps of Engineers in regard to the Vermillion Flood Control Project. This Agreement to be properly executed. Ayes, 8; Nayes, none. Moved by Councilman Fischer, seconded by Councilman Hallberg to approve the reappointment of John MCKane, Erwin Schnirring and Patricia Schultz, each for a three year term beginning in January 1976, to the Hastings Public Library Board. Moved by Councilman Kramer, seconded by Councilman Hallberg to approve as an experimental program, for a one year period of time, the installation of signs which would restrict parking on Second Street from the bridge of Hwy. 61 East to the Grain Elevator, from the hours of 2 A.M. to 6 A.M. for 7 days a week. Hopefully, this will enable the Street Department to effectively clean up the downtown area prior to the opening of the business day as well as clear snow from the area without being hindered by automobiles being parked in the area. REQUEST The City Adminis tra tor explained the reques t from WAIVE PENALTY DENIEDMaster Industries asking for the Council to forgive the late payment and void the need to pay the penalty on a late utility bill. The Council discussed the matter with the Administra~or and decided to take no action which means that the penalty and its need to be paid still stands. The Ordinance is to be main- tained in effect. TRANSFER LICENSE JAMES PETERS TO KENNETH DENN ACCEPT POLICE ANNUAL REPORT Moved by Councilman Latch, seconded by Councilman Novak to approve the transfer of the trash haulers license from James Peters to Kenneth J. Denn, 609 W. 13th Street, Hastings. Mr. Denn has purchased the "Waste Masters Roll Off Container Service" on March 4, 1-76 from the former owner, James Peters, 1570 Bailey Street, Hastings. Further, that Mr. Denn be informed that his license expires August 21, 1976 and at that time Mr. Denn will have to come to City Hall and renew his license for a fee of $10.00. Ayes, 8; Nayes, none. Ayes, 7; Nayes, Kramer. ~ -- 'o- f\: WATER AVAILABILITY CHARGE ORDINANCE DEFERRED SPECIAL MEETING OF COUNCIL 3/29/76 The City Engineer suggested that no action be taken at this time due to the fact that he received information from the Metropolitan Council people today in regard to the proposed Water Availability Charge Ordinance. The general method is being considered for change and we should wait for more infor- mation. Council took no action. Moved by Councilman Novak, seconded by Councilman Erickson to call a Special Meeting of the City Council for 7:30 P.M. on ~~rch 29, 1976 at the City Hall for the purposes of discussing Item 8 on tonight's Agenda which would be the Referendum Items. Moved by COlillcilman Novak, seconded by COlillcilman Schnirring to encourage the COlillcil to adopt a policy of rotating th~checking accolillt that the City currently has, between the First National Bank and the Northwestern National Bank of the City of Hastings on an annual basis. The rotation of these accolillts be confined to these two State Chartered Banks. Staff is instructed to make a determination regarding the best time in which to make the change concerning the beginning of the alternation policy. Ayes, 8; Nayes, none.
