Hastings, Minnesota
The City Council of the City of Hastings, Minnesota met in a
Public Hearing on Thursday, February 5, 1976 at 7:35 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Fischer, Elliott, Erickson, Kramer,
Latch, Hallberg, Novak and Mayor Petersen.
Members absent: Councilman Schnirring.
The Public Hearing was called to order by Mayor Petersen at
7:35 P.M.
The Planning Director made reference to the Notice of Public
Hearing and the Affidavit of Publication, and informed the Council that
the Public Hearing had been properly called.
Mayor Petersen explained to the audience that the purpose of the
meeting was to receive community input on how the Council should spend
Revenue Sharing Funds, and to receive input on what the residents of the
Community feel the Council should apply for in regards to the Community
Development Block Land.

Peter Mitzuk
The number one priority for community devel-
opment funds should be a sewer and water
project for East Hastings. TIle State shore-
land regulations will have to be implemented
by all municipalities within the State by the
summer of 1976, and these regulations indicate
that within 5 years of adoption, all private
sewage systems must be eliminated within the
area regulated by the Ordinance.
Bill Johnston
TIle downtown area in Hastings has long paid
more than their fair share of taxes. The City
should contribute funds to help revitalize the
downtown area.
Tom Trutna
East Hastings has long been neglected and it
would be appropriate to make the sewer and
water project in that area a number one
priority for Community Development Funds. Also,
there is a need for the City to help the down-
town area and in order to accomplish this there
should be some overall plan to accomplish the
goals.
Elizabeth Hjermstad
The sewer and water project in East Hastings
should be the communities number one priority
for Community Development Funds.
Judy Sivek
TIlere is definitely a need for elderly housing
in Hastings. The City owes its elderly residents
an opportunity to have safe and decent housing at
a reasonable rent.
Dawn Sheridan
As a representative of the Hastings Family
Services, support should be given for the
Community Health and Service Center as proposed
by the County.

Randy Wilhite
The Youth Action Council feels that there is
the need for a building in Hastings where many
human services can be provided under one roof,
as provided for in the County's human services
community center proposal.
Skip Soleim
The City should construct a greenway (parkway)
around the City. This would help tie together
the various amenities within the area and pro-
vide a recreational facility for bikers, hikers,
etc. In addition the City should make an effort
to improve roads within the City. There is
congestion on Vermillion Street which could be
improved wi th the upgrading of the 4th St. and
Vermillion intersection, and improvements
should be made on Ramsey and Tyler Streets.
Ermnett Plan
It should be recorded in the minutes that 17
people from East Hastings were in attendance
at the meeting to express the need for the
proposed sewer and water project.

County Planning Department
Plans were reviewed for a Community Health and
Service Center which would be approzimately
5,000 to 10,000 square feet. Sites for the
proposed Center were reviewed with the Council.

The City should investigate the property that
they own on 7th and Tyler for a Community
Health and Service Center.
Moved by Councilman Novak, seconded by Councilman Latch to approve
the prel" " application for a sewer and water project in East Hastings.
