The City Council of the City of Hastings met in a Public
Hearing on Thursday, January 29, 1976 at 7:30 P.M. in the Council Chambers
of the City Hall.
Members present: Councilmen Erickson, Novak, Latch, Schnirring,
Elliott, Hallberg, Fischer and ~lliyor Petersen.
Members absent: Councilman Kramer.
The I'vfayor opened the Public Hearing at 7: 30 P.M. concerning the
use of Federal Revenue Sharing Funds and Community Grant Application monies.
These Hearings were held for the purpose of determining priorities that the
Citizens have for the use of Federal Revenue Sharing Funds as well as local
projects which applications should be submitted for in order to obtain grant
monies out of the Community Development Act of 1974.
The City Administrator read into the record that he was in receipt
of a certified copy of the publication of the Public Hearing notice in the
City's legal newspaper. It was further noted that in compliance with the
Community Development Act of 1974, two Public Hearings are required to be
held, this being the first one, the second Hearing has been called for
February 5, 1976 in the Council Chambers at 7:30 P.M.
The City Administrator gave a general review of the Redevelopment
Act of 1974 to include the various catagories which will be under this Act
and also delivered a list of items which the Council may wish to consider,
along with the Citizens, as projects which would be applicable for this act.
TIle I'vfayor opened the meeting to the general public and asked for
any and all comments the public may have in regard to various projects under
consideration.
Mr. Jerry Hoeschen stood up and requested that the Council give
favorable consideration for a Sanitary Sewer and Water Project in the East
Hastings area and that this be the only project considered this year for
funding under the Community Development Act.
Jim Waring, the Dakota County Planner, gave a presentation to
the City Council and the audience in regard to the County's interest and
concerns under the Community Development Act and what their particular
roles are.
The Council had a discussion among itself and the audience in
regard to the possible uses of Federal Revenue Sharing Funds and the follow-
Ing areas of concern were expressed: Street Improvement, Parks Improvement,
Street Lighting Improvement, Improvement of the 6th Street Sanitary Storm
Sewer in the area of the Northwest Ponding Basin.
The ~1ayor asked if there were any additional comments from anyone
in the audience concerning the subject of tonight's meeting and hearing none
the ~yor reminded the audience again of the second Public Hearing to be
held on February 5, 1976 at 7:30 P.M. and thereby declared the Public Hearing
closed at. .M.
