The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, January 19, 1976 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
~~mbers present: Councilmen Erickson, Novak, Latch, Schnirring,
Elliott, Hallberg, Fischer and ~fuyor Petersen.
Members absent: Councilman Kramer.
The ~~yor asked if there were any additions or corrections to the
Minutes of the regular Council meeting of January 5, 1976 and hearing none
declared the Minutes approved as read.
Moved by Councilman Novak, seconded by Councilman
Latch to adopt the Hastings Civil Defense ~fuster Plan and to
instruct the Staff to forward the necessary copies to Dakota
County so it may be integrated with the overall Dakota County
Civil Defense Plan. Ayes, 7; Nayes, none.
~bved by Councilman Fischer, seconded by Councilman
Hallberg to approve the Third and Final Reading of the Amend-
ment to the Off-Street Parking Ordinance, Section 10.08;
Subd. 2-B, General Parking Provisions. Ayes, 7; Nayes, none.
Copy of said Ordinance on file in City Ordinance file.
Councilman Novak introduced the following resolution
and moved its adoption:

Councilman Erickson seconded thtmotion to adopt said
resolution and the same was passed by the following vote:
Ayes, 7; Nayes, none. Copy of Resolution on file in City Admin-
istrator office.
Moved by Councilman Schnirring, seconded by Councilman
Latch to accept the resignation of Michael Gegen from the HRA,
and requests that a letter of appreciation be sent to him for
the fine work that he has done on the Commission. Ayes, 7;
Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Elliott to accept the letter of resignation from Paul Kranz
from the HRA and that a letter of appreciation be sent to him to
express our appreciation for the fine work he has done on the
Commission. Ayes, 7; Nayes, none.
The City Planner presented an update on the Compre-
hensive Plan. The Council had a general discussion on the item.
~~. Guntzberger appeared before the City Council and
made a request for $3,049 from the City to make a final payment
on the Zamboni. ~10ved by Councilman Latch, seconded by Council-
man Elliott to authorize the expenditure of $3,049 out of Federal
Revenue Sharing Funds to make the final payment on the purchase
of the Zamboni for the Hastings Civic Arena. Ayes, 7; Nayes, none.
Moved by Councilman Elliott, seconded by Councilman
Schnirring to pass the Second Reading of the Sidewalk Fee
removal Ordinance. Ayes, 7; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Novak to adopt the Resolution appointing James Cosby, City
Administrator as the Director, Wally Erickson as the alternate
Director, to the Suburban Rate Authority. Copy on file in
City office. Ayes, 7; Nayes, none.

WASTEWATER DEPT
Moved by COWlcilman Novak, seconded by COWlcilman
Hallberg to authorize the advertisement for one (1) Power
Sewer Rodder for the Wastewater Department and that the open-
ing of the bids be conducted on February 2, 1976 at 10:00 a.m.
and the bids to be considered by the COWlcil during the regular
COWlcil meeting of February 2, 1976. The Power Sewer Rodder is
a budgeted item in the 1976 budget. Ayes, 7; Nayes, none.
ICE ARENA PROGRESS There was no action taken on the Ice Arena Progress
REPORT TO FEB. 2nd report, it will be carried over to the Agenda of February 2nd
COWlcil meeting.

Moved by COWlcilrnan Schnirring, seconded by COWlcilrnan
Novak that the City should adopt a policy whereby any educational
incentive pay that is given to an employee of the City of
Hastings for successful completion of schooling or other academic
endeavor be paid as a separate item at all times and not be added
to the base pay of the individual. The increased payment to the
individual for educational incentive awards will not affect the
base wage rate of the position that the individual currently
occupies. Ayes, 4; Nayes, Elliott, Latch and Hallberg. Carried.
A discussion was conducted among members of the COWlcil
in regard to an educational incentive program which the City
should consider adopting for the non-Wlion employees. Moved by
COWlcilrnan Fischer, seconded by COWlcilrnan Latch to table this
discussion Wltil the next regular scheduled COWlcil meeting so
that the COWlcil would have more time to think about the con-
cepts itself, and the Staff would have more detailed information
ready for the COWlcil at the next COWlcil meeting.
RETROACTIVE PAY FOR ~bved by COWlcilman Elliott, seconded by COWlcilrnan
COLLEGE CREDITS TO Schnirring to pay to the Chief of Police, a one-time payment of
D. PLATH $350.00 for the purpose of making a retroactive payment for the
college credits the Chief had obtained for himself since he has
been employed by the City of Hastings. Ayes, 7; Nayes, none.

Hallberg to appoint Donald Louden, Parks Superintendent, as the
Tree Inspector for the year 1976. Ayes, 7; Nayes, none.
Moved by Councilman Latal, seconded by Councilman
Hallberg to recognize Albert Herrmann as having successfully
completed the Class "D" License for the Water and Wastewater
Department and that his salary be increased by $15.00 retro-
active to December 1, 1975. Congratulations are also to be
offered to ~~. Herrmann for his successful achievement of the
Class "D" License. Ayes, 7; Nayes, none.
Councilman Hallberg introduced the following
resolution and moved its adoption:

Councilman Latch seconded the motion to adopt said
resolution and the same was passed by the following vote:
Ayes, 7; Nayes, none. Copy of resolution on file in office of
City Administrator.
The City Attorney informed the Council that the
demolition of the Peck property will begin very soon and felt
that at this time no further action by the Council was required.
The City Attorney went on to explain to the City
Council that the Prano property has been set up for demolition,
to begin on April 1, 1976 and to be completed by June 1, 1976.
In view of the fact this action is being taken the City Attorney
recorronended that the Council not take any further action at this
time.

The City Attorney discussed briefly the Vermillion
River Flood Project with the Council and reminded the Council
that on the next evenings' meeting a very detailed report on
the Flood Control Project would be presented and members of
the Corps of Engineers will be present. It was also pointed
out that on the February 2nd Agenda the Attorney will be coming
before the Council to ask that condemnation procedures be
initiated so that we can obtain the necessary property for the
project.
Councilman Hallberg introduced the following
resolution and moved its adoption:
