The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, December 1, 1975 at 8:00 o'clock P,M. in the
Council Chambers of the City Hall.
~embers present: Councilmen Kramer, Erickson, Novak, Latch,
Schnirring, Elliott, Hallberg, Fischer and
Mayor Petersen.
Members absent: None.
The ~~yor asked if there were any additions or corrections to
the ~tinutes of the meeting of November 17, 1975, hearing none, the ~myor
declared the ~tinutes approved as read.
A discussion by the Council continued in regard to the DISCUSSION ON
proposed expansion of the Water System in the Industrial Park and WATER SYSTEM
the southwest area of Hastings. The Mayor appointed Councilmen
Hallberg and Schnirring and Elliott as a Council Committee to work
with TKDA and the Staff in regard to the Water Report and the
various present and future problems that we may be facing in the
current water system in the City of Hastings. If it is at all
possible a report is to be submitted to the Council on January 5,
1976 which would report their findings and recommendations.
Moved by Councilman Latch, seconded by Councilman
Fischer to approve the Third and Final Reading of the Amendment
to the Taxicab Ordinance allowing the increase in Taxicab Fees.
Ayes, 8; Nayes, none.
Moved by Councilman Schnirring, seconded by Councilman
Elliott to table the Comprehensive Park Plan until the regular
Council meeting of December 15, 1975 in order to have more time
to study the Plan and prepare questions. Ayes, 8; Nayes, none.
The ~myor suggested that the Council }lave a special
meeting to discuss the future possible expenditures of Federal
Revenue Sharing Funds and declared that a 7:00 o'clock meeting
will be held in the Council Chambers on January 5, 1976 for
such purpose.
The City Planner presented a report to the Council in
regard to the location of the Industrial Park Sign. The Council
excepted the report and ordered it placed on file.
Moved by Councilman Latch, seconded by Councilman
Kramer to approve the response to David Tanner's Annexation
Letter as presented to us by the City Planner this evening.
Copies of this letter should be sent to Mr. Tanner as soon as
possible under the ~myor' s signature. Ayes, 8; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Erickson to table the Phase I Airport Study Report until Dec.
15th regular Council meeting to allow the Council more time to
study the report and prepare questions. Ayes, 8; Nayes, none.

Elliott to approve the First Reading to amend the Dog Ordinance
as presented to the Council. Said Amendments to Ord. #29, ~g
Regulations, refer to Section 9.21; Subd. 2 and 10. Ayes, ;

Moved by Councilman Elliott, seconded by Councilman
Fischer to authorize the drawing up of the necessary bids and
specifications for a 1976 Dump Truck for the Street Dept. which
was approved in the 1976 Budget. The Staff to advertise for
bids. Bids to be received and opened on December 30th at 5:00
P.M. and to be considered for award at the January 5th 1976
Council meeting. Ayes, 8; Nayes, none.
~bved by Councilman Kramer, seconded by Councilman
Fischer to approve the First Reading of the Amendment to the
Ordinance regarding Snomobile Traffic Control and Regulation,
Section 7.64; Subd. ll,to include the following listed areas
as restricted areas to Snomobile Traffic: Ayes, 8; Nayes, none.
Drainage Easement - From 19th to 21st Street. Between
Ridge Lane and Louis Lane.
Maple Street from 2nd Street to County Road #47.
Pleasant Drive - 23rd Street to 4th Street.
Hwy #55, South Frontage Road from Pleasant Dr. to
Prairie Street.
The Council's intent in approval of the First Reading
is with the understanding that the Ordinance will be drawn and
modified and changes made to reflect new areas before the
Second and Third Readings will take place.
Moved by Councilman Schnirring, seconded by Councilman
Kramer to approve Mr. Charles Keller as an individual authorized
to sign expense vouchers that are relevant to the Hastings
Bicentennial Commission. It now stands that Charles Keller,
Ida Mae Charles and Mike O'Connor are the three individuals who
are so authorized to sign expense vouchers for the Bicentennial
Commission. Ayes, 8; Nayes, none.
Moved by Councilman Latch, seconded by Councilman
Erickson to approve the partial payment to Pine Bend Paving for
the Ice Arena Parking Lot in the amount of $13,119.94.
Ayes, 7; Nayes, Councilman Kramer.
Moved by Councilman Schnirring, seconded by Councilman
Kramer to have the City of Hastings pursue the Pine Street
improvement project in order to take advantage of the Federal
Funds that would be available to defer the expenses of the proj ect.
Ayes, Sclmirring, Kramer, Hallberg; Nayes, Erickson, Elliott,
Latch, Novak; Abstained, Fischer. Motion failed.
Moved by Councilman Erickson, seconded by Councilman
Novak to approve the Gas Fitter License for Genz-Ryan Plumbing
& Heating. Ayes, 8; Nayes, none.
Moved by Councilman Novak, seconded by Councilman Hallberg
the bills as audited. Ayes, 8; Nayes, none.
