Mtg. 1751 Hastings, Minnesota Jillle 23, 1975 Pursuant to due call and notice thereof, a special meeting of the City COilllcil of the City of Hastings, Minnesota, was duly called and held at the City Hall in said City on the 23rd day of Jillle, 1975 at 5:00 o'clock P.M. Members present: COilllcilmen Erickson, Schnirring, Latch, Novak, Hallberg and Mayor Petersen. Members absent: Councilmen Fischer, Elliott and Kramer. COilllcilman Schnirring introduced the following resolution and moved its adoption: RESOLUTION CALLING FOR REHFARING ON RESOLUTION NO. 29-75 1975 IMPROVEMENTS PROPOSAL I, PROPOSAL II, AND STATE AID PROJECT WHEREAS : A. A public hearing was held on 1975 Improvements for the City; B. The notice of said hearing was defective because it was not in technical compliance with Minnesota Statutes, Chapter 429; C. Said defect with respect to those improvements in the notice ordered made by the City COilllcil (the "1975 Improvements") can only be cured by calling a new public hearing pursuant to proper notice thereof; NOW TIIEREFORE, BE IT RESOLVED by the City COilllcil of the Ci ty of Hastings, Minnesota, as follows: 1. A public hearing will be held at the time and place set forth in the Notice of Rehearing hereto attached to consider 1975 Improvements for the City. 2. The nature of the 1975 Improvements, the estimated cost thereof, and the areas proposed to be assessed therefor are described in the form of Notice of Rehearing hereto attached. 3. The notice of said public rehearing shall be in substantially the form of notice attached hereto. 4. The City Clerk is hereby authorized and directed to cause notice of said rehearing to be given two publications in the official news- paper. Said publications shall be one week apart, and at least three days shall elapse between the last publication and the hearing. Not less than ten days before the hearing the Clerk shall mail notice of the hearing to the owner of each parcel of land within the area proposed to be assessed. The motion for the adoption of the foregoing resolution was duly seconded~y cilman Hallberg and upon a vote being taken thereon, was recorde as Ayes 5; Nayes, none. 23rd day 0 Whereu on said resolution was declared duly passed and adopted. the City of Hastings, Minnesota this ATTEST: ~''6~ Clty. er 1752 NOTICE OF REHEARING ON 1975 IMPROVEMENTS (Due to Technical Error) Notice is hereby given that the City Council of the City of Hastings, Minnesota will meeL in the Council Chambers of the City Hall at 7: 30 P.M. on July 7, 1975 to conduct a rehearing on the following improvements designated "Improvements 1975". PROPOSAL I 1. Oak Street from 12th Street to 13th - Street Construction, Storm Drainage, Bituminous Surfacing, and Concrete Curb and Gutter Construction. 2. Westview Drive from Trunk Highway 55 to Pleasant Drive - ,Bituminous Surfacing, Concrete Curb and Gutter and Storm Drainage ',Construction 3. 15th Street from Pleasant Drive to Brittany Road - Bituminous Surfacing, Concrete Curb and Gutter, and Concrete Side alk Const. ~h Street from Forest Street to Pine Street - Bituminous Surfacing and Concrete Curb and Gutter Construction. 5. 12th Street from Eddy Street to Vermillion Street - Bituminous Surfacing, Concrete Curb and Gutter Construction, & Storm Drainage The estimated cost total of the above surfacing projects is $91,700.00 PROPOSAL I I 1. South Frontage Road from Westview Drive to Pleasant Drive - Sanitary Sewer and Watermain Construction. 2. 23rd Street from Trunk Highway 61 to Cannon Street - Sanitary Sewer, Sewer and Water Services, Street Grading & Gravel Base. The estimated total cost of the above utility projects 1S $106,900.00 STATE AID PROJECTS 1. Pleasant Drive from Trunk Highway 55 to 4th Street - Bituminous Surfacing, Concrete Curb and Gutter and Concrete Sidewalk Const. 2. South Frontage Road from Westview Drive to Pleasant Drive - Street Grading, Gravel Base, and Storm Sewer Construction. The estimated cost total of the above State Aid Projects is $162,000.00 DESCRIPTION FOR AREAS BENEFITED BY STORM SEWER Part or all of the following described areas are to be assessed fromSanitary Sewer, Storm Sewer or Watermain Facilities: 1. All of Blocks 1 and 2 of the Plat of Westview Shopping Center 1st Addition. The total estimated cost for all of the above improvements is $360,600.00 The City Council proposes to assess all or part of the cost for such improve- ments against every lot, piece or parcel of land within the Corporate Limits that abuts upon or is benefited by said improvements according to the special benefits received without regard to cash valuation.
