JlUle 16, 1975
The City COlUlcil of the City of Hastings, Minnesota met in a
regular meeting on Monday, JlUle 16, 1975 at 8:00 o'clock P.M. in the
COlUlcil Chambers of the City Hall.
Members present: Councilmen Erickson, Novak, Latch, Elliott,
Schnirring, Hallberg and Mayor Petersen.
Members absent: COlUlcilmen Kramer and Fischer
The ~~yor asked the Council if there were any corrections to be made
to the Minutes of the meeting of JlUle 2, 1975 concerning the Bond Sale for
the 1975 Construction Project in the City of Hastings. Hearing no objections
the Mayor annolUlced the Minutes approved as read. The Mayor then asked the
COlUlcil if there were any corrections to be made to the Minutes of the regular
COlUlcil meeting of JlUle 2, 1975. Upon hearing none, the Minutes were approved
as read.
COlUlcilman Latch introduced the following resolution and
moved its adoption:

RESOLUTION NO. 28-75
BID FOR ONE SQUAD CAR
WHEREAS, pursuant to an advertisement for bids for fur-
nishing the City with one (1) Squad Car for the Police Department
the following bid was received complying with the advertisement.

re-zoning of East Hastings Area in the City of Hastings at
8:05 P.M. The Administrator noted the publication of the
notice of the Hearing. The Mayor called for comments from
the Audience, after opportlUlity had been made available for
all individuals present to make comments in regard to the
Public Hearing, the Mayor closed the Hearing at 8: 08 P.M.

to approve the Third and final Reading of the Amendment to the
Zoning Ordinance concerning the Archdiocese of the Twin Cities,
Copy of this Amendment is on file in the Administrator's office

TABLE DOWNTOWN Moved by Councilman Hallberg, seconded by Councilman
SIGN ISSUE 7-7-75 Erickson to table the Downtown Sign Regulation Issue until the

Moved by Councilman Latch, seconded by Councilman
Schnirring to approve the expenditure of $268, which was a gift
from the Hudson Corporation employees, to be spent in the North-
west Park for playground equipment. Ayes, 6; Nayes, none.
Moved by Councilman Hallberg, seconded by Councilman Latch
to approve the re-appointment of Keith Rosch as a full time city
employee as the Street Department Superintendent. He is to return
to work July 1, 1975 on a half-day basis until such time as he is
able to resume his full-time duties. Ayes, 6; Nayes, none.
Moved by Councilman Latch, seconded by Councilman Hallberg
to approve the First Reading of the Dog Ordinance. Ayes, 6;
Nayes, none.
Councilman Schnirring moved, Councilman Hallberg seconded
to approve the Contract between the City of Hastings and the City
Administrator for the year beginning July 1, 1975 and ending
June 30, 1976. A salary increase in the amount of $700 will be-
come effective January 1, 1976. Ayes, 5; Nayes, Councilman Latch.
Councilman Schnirring moved, Councilman Elliott seconded
to approve the appointment of Thomas Simmons as Administrative
Assistant for the City of Hastings until December 31, 1976 at
which time the position will be eliminated from the City Roster.
Salary for the remainder of 1975 to be $791.66 per month.

Moved by Councilman Latch, seconded by Councilman Hallberg
to approve the First Reading of the Ordinance for the creation of
a twenty year Franchise with Northern States Power. Ayes, 6;
Nayes, none.
The City Administrator reported to the Council concerning the
meeting held with the Downtowners Association in regard to the
various parking problems. The City Council agreed to remove the
"Do not enter" sign which exists on the alley way located between
the Parking Lot and the backs of the stores on Second Street. The
purpose of taking the sign out at this time is to experiment to
see if a traffic problem would later develop. If such a problem
does develop, it would be re-examined for other action. The City
Council is not going to take action concerning the two hour parking
limitation in the Downtown Parking Lot itself and further felt that
the twice-a week random check by the City Police Department for
violators of the two hour parking on Second Street and side streets
was a sufficient check and seemed to be working quite effectively.
It was further expressed by some members of the Council that if the
Downtown store owners had difficulty with their employees parking
on Second Street, they certainly have the responsibility to encourage
their employees to park in other sections of the area and not in
front of the stores themselves on Second Street. It was felt the
shopowners had the responsibility in this area as well.
CANCEL UNCOLLECTIBLE Moved by Councilman Hallberg, seconded by Councilman Novak
MvlBULANCE ACCOUNTS to determine that the list before them, dated June 16, 1975, listing
the names, dollar amounts and reasons as to why Ambulance bills are
not collected from these individuals are hereby determined as
uncollectible and that these bills be written off. Ayes, 6; Nayes, none.

Moved by Councilman Latch, seconded by Councilman Novak R. HILLMER &
to approve the promotion of Ronald Hillmer and Gordon Anderson to G. ANDERSON PERMA-
the permanent rank of Sergeant in the Hastings Police Department. NENT RANK SERGEANT
Ayes, 6; Nayes, none.
Moved by Councilman Schnirring, seconded by Councilman
Elliott, to approve the American Legion's request to use Wilson
Park July 8 & 9, 1975 for their annual carnival. Ayes, 6;
Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Hallberg, to have the City Council go on record stating they
are not in support of the Dakota County Board's action last week,
to put up for sale the Pioneer Park area which is in the City of
Hastings. This Park currently provides a great recreational
service in the community of Hastings. In view of the fact that
the County Board is in the process of buying other lands in
Dakota County for the purpose of park use, to then have the County
turn around and attempt to sell a Park land area seems to be
somewhat contradictory in their overall attempts to provide park
facilities for everyone. Ayes, 6; Nayes, none.
Councilman Novak moved, Councilman Erickson seconded,
that the Council go on record as informing the County that the
Parking lot that is also being put up for sale, East of the old
County Courthouse in downtown Hastings, is a parking lot that
under the current City Zoning Codes, is required off-street
parking for the County Courthouse facility. Such sale of re-
quired off-street space constitutes a violation of the City of
Hastings Zoning Code. Ayes, 6; Nayes, none.
Moved by Councilman Schnirring, seconded by Councilman
Elliott to approve the transfer of the Off-Sale Liquor License
for "Colonial Liquors" 1516 Vermillion Street, Hastings, Minn.
from Robert G. jvlatsch to Michael Woxland. Ayes, 6; Nayes, none.
Moved by Councilman Elliott, seconded by Councilman
Erickson to refer the study on stop signs at 11th and Maple
streets to the Police department and the Engineer for review
and comments and a report from them be forthcoming by the
July 7th Council meeting. Ayes, 6; Nayes, none.
Councilman Elliott moved, Councilman Schnirring seconded
to approve the First Reading of the Amendment to the Ordinance,
Number 21, "Renaming Certain Streets in the City of Hastings"
and that a Public Hearing be called for July 7, 19 75 at 8:00
P.M. in the Council Chambers for the purpose of this street
renaming ordinance. Ayes, 6; Nayes, none.
Moved by Councilman Latch, seconded by Councilman
Erickson to approve the partial payment to the Pine Bend Paving
Company in the amount of $15,275.42 for 1975 Construction on
6th Street and Westview Drive. Ayes, 6; Nayes, none.
