The City Council of the City of rfustings, ~tinnesota met in a
regular meeting on Monday, January 6, 1975 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Novak, Driscoll, O'Connor, Hallberg
Schnirring, Kramer and ~~yor Petersen.

Members absent:
Councilmen Collins and Fiscller.
The Minutes of the regular meeting of December 16, 1974 and the
~tinutes of the Special meeting of December 30, 1974 were approved as read.
Councilman Novak moved, Councilman Driscoll seconded,
to delay until the January 13, 1975 meeting the following num-
bered items on the Agenda: #3 (Second reading of Amendment to
Zoning Ordinance-Special Uses C-3 Zones) #7 (Resolve question
of publishing ~nutes in official paper) #8 (Discussion of
Sewer Rates) #9 (Future of Council Committees) #11 (Renaming
Streets) and #12 (Assessment Policies). Ayes, Councilmen Novak,
and Driscoll; Nayes, Councilmen Schnirring, Kramer and Hallberg.
Councilman O'Connor abstained. Mbtion failed.
Councilman Hallberg moved, Councilman Kramer seconded,
to move the Second Reading for the~~endment fo the Zoning
Ordinance concerning the Special Us-es' in a C- 3 Zone which con-
cerns the Co-op Creamery. Ayes, 6; Nayes, none.

Councilman O'Connor moved, Councilman Schnirring
seconded, to approve the City Administrator, J. Cosby, to attend
a Conference at the Hopkins House January 14 & 15, 1975 concern-
ing the new Federal Housing Legislation, and that the fee of
$10.00 be paid by the City. Ayes, 6; Nayes, none.
A discussion was held concerning a fire alarm system
for the Ice Arena. After the comments were made by the Council,
the Council instructed the Administrator that this item will be
tabled until the January 13, 1975 meeting and that the item be
referred to the City Attorney for the purpose of investigating
the various building codes to determine if the fire alarm system
is a specific requirement of either building codes or fire codes.
Councilman Driscoll moved, Councilman Schnirring
seconded, to instruct the City Attorney to draw up the necessary
documents in which the City can present a legislative proposal
before the 1975 ~nnesota State Legislature concerning the cost
of Industrial Park land in the Industrial Park in the City of
Hastings. Ayes, 6; Nayes, none.
Councilman Novak moved, Councilman Driscoll seconded,
to have the City of Hastings continue publishing the Minutes of
the Council meetings in the official ne~aper. Ayes, Council-
men Hallberg, Driscoll and Novak; Nayes, Councilmen Kramer,
Schnirring and O'Connor. Being a tie vote, ~fuyor Petersen
voted naye. ~btion defeated.
Councilman Schnirring moved, Councilman Hallberg
seconded, to approve the Second Reading of the Ordinance on the
new Sewer Rates for the City of Hastings at the 45~ per 1,000
gallons rate. Ayes, Councilmen Schnirring, Kramer, Hallberg
and 0' Connor; Nayes, Councilmen Driscoll and Novak.
Councilman Kramer moved, Councilman Novak seconded,
to table until the January 13, 1975 meeting any discussion
concerning Council Committees. Ayes, 6; Nayes, none.

contract for the Airport Study with the Consultants which the

ACCEPTING adopt the Resolution accepting the Planning Grant offered by

Councilman Schnirring moved, Councilman Kramer seconded to
table, until the January 20, 1975 Council meeting, the Assessment
proposals from the Engineer's Off ice, Ayes, 6; Nayes, none.

Councilman Novak moved, Councilman Drsicoll seconded
to approve the installation of a street light at the Ice Arena
entrance if feasible, and to put another light at the entrance
to the Indus trial Park. Ayes, 6; Nayes, none.

Councilman Driscoll moved, Councilman Hallberg seconded,
to approve the partial payment to Arcon Construction for the 1974
Construction project, Proposal #2 in the amount of $17,837.11

Councilman Schnirring moved, Councilman Kramer seconded,
to approve the partial payment to B-TU Mix for 1974 Construction
Proposal #1 in the amount of $7,204.03 Ayes, 6; Nayes, none.
A discussion was held with the Council in regllrd to
the status of the old County Courthouse. The report from the Mayor
was accepted and filed. The Council instructed the Administrator
to contact Mr. Art Baumeister and request him to secure a minimum
of three quotations from qualified firms to inspect the old
Courthouse to determine its physical status to include both the
good points of the building and the major repair and maintenance
issues that may be involved. The Council wants a recommendation from
the firms as to possible uses of the Courthouse.

to approve the Cigarette Licenses for the year 1975 as follows:

Hastings, Minnesota, be changed to read: The Hastings Gardner,
Inc. 201 East 2nd. Street, Hastings, ~finnesota. Ayes, 6;
Nayes, none.
Councilman Driscoll moved, Councilman Hallberg
seconded, to refer to the Housing and Redevelopment Authority
the letter from Master inc. dated December 13, 1974, said letter
relating to the City purchasing the Erickson property and re-
selling it to Master, Inc. for development into a Park. Ayes, 5;
Nayes, Councilman Kramer. Motion carried.
