HomeMy WebLinkAbout11-15-71 852 Hastings, Minnesota November 15, 1971 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, November 15, 1971 at 7:00 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Kane, Collins, Hallberg, O'Connor, Wilson, Driscoll, Christenson and Mayor Rotty. Members absent: Councilman Novak. I Minutes of the last meeting were read and approved. The Mayor declared open the Public Hearing on the application of the Hastings Sewing Machine Company, 220 East Second Street for a variance to the Sign Ordinance. All persons present were given an opportunity to be heard. After a lengthy discussion, it was felt that the matter required more study. The applicant stated that he did not object to a delay for the purpose of further studying the matter. Moved by Councilman O'Connor, seconded by Councilman Christenson to continue the Public Hearing in this matter to the regular meeting of December 20, 1971 at 8:00 o'clock P.M. Ayes, all; Nays, none. r- The next item on the agenda was opening of bids for the 2~ Yard Capacity Articulated Front End Loader and the Two-Stage snow Loader for the Street Department. The City Attorney reported that in his opinion, upon reviewing the specifications, that there may be provisions contained in the specifications which were improper.. The Council discussed the matter. All persons who submitted bids were present. Moved by Council- man Kane, seconded by Councilman O'Connor to not open the bids, to return the unopened bids to the bidders, to revise the specifications and have the matter republished and rebid the matter with bids to be opened on December 6, 1971 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Ayes, all; Nays, none. Moved by Councilman Driscoll, seconded by Councilman Novak to authorize the City Clerk to advertise for one (1) 2~ Yard Capacity Articu- lated Front End Loader and one (1) Two-Stage Snow Loader for the Street Department. Bids to be opened Monday, December 6, 1971 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Ayes, all; Nays, none. Moved by Councilman Hallberg, seconded by Councilman Driscoll to grant a Special Use Permit to Kenneth Angerman to construct a base- ment apartment in the dwelling on Lot 151, Westwood 4th Section Replat in the City of Hastings, Dakota County, Minnesota. Ayes, all; Nays, none. The City Clerk reported that the following described property: Part of the SE 1/4 of SW 1/4 beginning 420 feet North of SW corner N 541.71 feet E 156 feet S 15 feet curve left 280.65 feet S 420 16' 16" E 15 feet S 450 22' 50" W 370 feet to beginning containing 2.01 acres ~ had heretofore, on April 20, 1970, been conveyed to the City for park purposes, but that it had not been removed from the rolls of taxable real property. Moved by Councilman Driscoll, seconded by Councilman Kane that the property be declared exempt from real estate taxes as municipally owned property used for park purposes, and that a copy of this resolution be forwarded to appropriate taxing authorities requesting that the property be declared exempt from real estate taxes. Ayes, all; Nays, none. :ye- The Mayor recommended thel.appointment of Millett O'Connell to the Police Civil Service Commission for a term of three years beginning November 1, 1971. Moved by Councilman Christenson, seconded by Councilman Driscoll to ratify the Mayor's appointment. Ayes, all; Nays, none. Moved by Councilman Kane, seconded by Councilman Christenson to refer to the Planning Commission the request of Michael B. Rother for a Special Use Permit to build a duplex or a 3-plex on Lot 5 of Auditor's 853 Subdivision No. 10, excepting therefrom the South seventy feet thereof. Ayes, all; Nays, none. Moved by Councilman Christenson, seconded by Councilman O'Connor-that "Yield'"signs be placed on Fourth Street at the intersection of Fourth and Prairie Streets. Ayes,.all; Nays, none. Moved by Councilman Kane, seconded by Councilman Collins that a Public Hearing be held on Monday, December 20, 1971 at 8:00 o'clock P.M. in the Council Chambers of the City Hall and that the following notice be published, mailed and posted as required by the City Zoning Ordinance. Ayes, all; Nays, none. NOTICE OF PUBLIC HEARING ON APPLICATION FOR SPECIAL USE PERMIT Notice is hereby given that the City Council of the City of Hastings will meet in a Public Hearing on Monday, December 20, 1971 at 8:00 o'clock P.M. in the Council Chambers of the City Hall to consider the following: Special Use Permit to construct an addition to the existing structure on the following described property for the purpose of auto repair: The Worth 23 feet of Lot 16, All of Lots 17 & 18 and the South 1/2 of Lot 19, Block 4, Tripps Addition to the City of Hast;Lngs., ',Dakota County, Minnesota.
