HomeMy WebLinkAbout09-20-71 814 Hastings, Minnesota September 20, 1971 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, September 20, 1971 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Novak, Kane, Hallberg, Collins, O'Connor, Wilson, Driscoll, Christenson and Mayor Rotty. ---- Members absent: None. Minutes of the last meeting were read and approved. The Public Hearing on the application for Special Use Permit to allow construction of an apartment in the basement at 418 West 12th Street was continued from the meeting of September 7, 1971. The persons requesting the Special Use Permit were not in attendance. It was moved by Councilman Kane, seconded by Councilman O'Connor to close the Public Hearing and table any action on the application for a Special Use Permit. Ayes, all; Nays, none. Councilman Driscoll introduced the following resolution and moved its adoption: BIDS FOR WATER WELL IN INDUSTRIAL PARK WHEREAS, pursuant to an advertisement for bids for the construc- tion of a Water Well in the Industrial Park, the following bids were re- ceived complying with the advertisement: ---- Keys Well Drilling Co. Bergerson-Caswell, Inc. McCarthy Well Co. Layne-Minnesota Co. Tri-State Drilling & Equipment Co. $21,840. 26,940. 31,350. 28,920. 27,740. AND WHEREAS it appears that Keys Well Drilling Company is the lowest responsible bidder, NOW THEREFOR BE IT RESOLVED by the City Council of Hastings: The Mayor and City Clerk are hereby authorized and directed to enter into a contract with Keys Well Drilling Company for the construction of a Water Well in Industrial Park according to the specifications there- for approved by the City Council and on file in the office of the City Clerk. The City Clerk is hereby authorized and directed to return forth- with to all bidders the deposits made with their bids, after a contract has been signed. Adopted by the City Council this 20th day of September, 1971. Moved by Councilman Christenson, seconded by Councilman Collins to approve the following Taxi Cab licenses for one year beginning October 1, 1971: Ayes, all; Nays, none. Hastings Cab Co. Richard Holzemer 4 Cabs 2 Cabs Moved by Councilman Wilson, seconded by Councilman Driscoll to pass the second reading of an Ordinance entitled "AN ORDINANCE ESTABLISHING A NATURAL RESOURCES AND RECREATION ADVISORY COMMISSION". Ayes, all; Nays, none. 815 Moved by Councilman Hallberg, seconded by Councilman Kane to approve a Cigarette License for the balance of the ca1andar year 1971 for the Clark Oil Station, 15th & Vermillion Streets. Ayes, Councilmen Kane, Collins, Hallberg, O'Connor, Wilson, Driscoll, Christenson. Councilman Novak abstained. Motion carried. Moved by Councilman Christenson, seconded by Councilman DrisQoll to approve expenses for Chief Clarence Lat~h" to attend the Fire Chief Convention at Albert Lea on September 26 & 27, 1971. Ayes, all; Nays, none. Mayor Rotty made the following replacement appointments to the Human Relations Commission: I~ I I L Mrs. Gerald Zuzek to replace Mrs. Norman Olson (1 year term) Mrs. John Sanstead to replace Rev. Harold Freeman (3 year term) Mr. Donald May to replace Mr. Wendell Buckley (3 year term) Moved by Councilman Kane, seconded by Councilman Hallberg to ratify the Mayor's appointments to the above named commission. Ayes, all; Nays, none. Moved by Councilman Driscoll, seconded by Councilman Christenson to approve the following partial payment to Austin P. Keller for work performed under the 1971 Improvement Program: Ayes, all; Nays, none. Austin P. Keller $132,935.37 Moved by Councilman Wilson, seconded by Councilman Christenson to refer to the Planning Commission the request of Fred Larson, Hastings Sewing Machine Companyfor a variance to the Zoning Ordinance in reference to signs, Section 7.3 for his establishment at 200 East Second Street. Ayes, all; Nays, none. Moved by Councilman Hallberg, seconded by Councilman Wilson to refer to the Planning Commission the request for variance from Section 9.15 of the Zoning Ordinance by Larry Yanz for construction of an addi- tion to the existing building now occupied by the Bierstube, Inc. located on Part of Lots 3 & 4, Block 79, Original Town Addition. NOTICE OF PUBLIC HEARING ON APPLICATION FOR VARIANCE Notice is hereby given that the City Council of the City of Hastings, Minnesota will meet in a Public Hearing in the Council Chambers of the City Hall on Monday, October 18, 1971 at 8:00 o'clock P.M. to con- sider the following variaIlc~ request from the City Zoning Ordinance: Variance from Section 9.15 "District Lot Regulations" C-3 Rear Yard Set-Backs.
