The City Council of the City of Hastings, Minnesota met in
a regular meeting on Tuesday, August 3, 1971 at 8:00 o'clock P.M. in
the Council Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
O'Connor, Wilson, Driscoll and Mayor Rotty.
Members absent:
Councilman Christenson.

Minutes of the last meeting were read and approved.
Moved by Councilman Wilson to pass the third reading to
rezone the Hy-De-Hy property from 1-2 to C-l in accordance with Sec-
tion 17 of the City Zoning Ordinance dated December 7, 1970.
Motion failed for lack of a second.

Moved by Councilman O'Connor, seconded by Councilman Kane
to pass the third reading to amend Section 6 of an Ordinance entitled
"AN ORDINANCE RELATING TO AND REGULATING THE LICENSE AND SALE OF NON-
INTOXICATING MALT LIQUORS, PROHIBITING THE SALE THEREOF AT WHOLESALE
OR RETAIL EXCEPT AS LICENSED BY THE ORDINANCE AND PROHIBITING THE
SALE TO ANY PERSONS UNDER THE AGE OF TWENTY-ONE YEARS, AND REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT HEREWITH" as
follows: Ayes, Councilmen Kane, Collins, Hallberg, O'Connor, Wilson
and Driscoll; Councilman Novak abstained. Motion carried.
The City Council of the City of Hastings does ordain:
Section 6. Fees "and the sum of $25.00 if the application
is for Off Sale License."
Adopted by the City Council this 3rd day of Aug1:1st, 1971.

The City Council of the City of Hastings does ordain:
Section C. The minimum charge for every sewer connection
shall be $5.00 per quarter.
Moved by Councilman Kane, seconded by Councilman Driscoll to
approve a Popcorn License for Allan Plaisted for use at the location
of the Dairy Queen from August 3, 1971 to August 3, 1972. Ayes, all;
Nays, none.
Moved by Councilman Kane, seconded by Councilman Hallberg
that the following abatements, as recommended by the County Assessor,

furnace, etc. Physical depreciation,
floor weak, floor joists bad, roof leaks.
Also lot size in error - overassessed
by 2 feet.

Moved by Councilman Collins, seconded by Councilman Wilson
to approve a Cigarette License for Urban Oehrlein, Eddies Cafe, 411
Vermillion Street from August 1, 1971 to December 31, 1971. Ayes,
all; Nays, none.

Moved by Councilman Driscoll, seconded by Councilman Kane
to approve a $15.00 per month wage increase for Richard Doffing and
Patrick Orman of the Water Department effective July 1, 1971 for the
completion of the requirement for a Class D Water Works Operator.
Ayes, all; Nays, none.
The Clerk read the following letter from Midland Cooperatives,
Incorporated, which was the low bidder on providing bulk gasoline to
the City for a period from July 1971 to July 1972 at a rate of 22.24~
per gallon:

obligation to supply gasoline to your town.

Midland Cooperative, Inc.
The Clerk also reported that the next low bidder was Local
Oil Company of Hastings at 22.9~ per gallon, and that the proposed
needs for the bid period is 21,000 gallons. The City Engineer and
Fire Chief reported that the low bidder, Midland Cooperatives, Inc.
had completely failed to deliver gasoline, pursuant to the contract,
although requested to do so numerous times, and Council action is
r~quired presently to acquire gasoline.
Moved by Councilman Dri~bdl'1-, 'seconded by Councilman Wilson
to award the bulk regular gasoline bid to Local Oil Company at 22.9~
and that inquiry be made iRto holding the original low bidder,
Midland Cooperatives, Inc. responsible for any damages. Ayes, all;
Nays, none.
Moved by Councilman Kane, seconded by Councilman Wilson
that the final plat of the Country Club Second Addition to the City
of Hastings, Dakota County, Minnesota descpibed as follows be re-
ferred to the Planning Commission: Ayes, all; Nays, none.
Lot 23 and that part of Lot 26 described as follows:
Beginning at a point 1321.63 feet west and 85.20 feet north of the
center of Section 33 Tl15N R17W, which point is also the northwest
corner of Lot 1, Block 7 of the plat of Country Club Addition; thence

that James Griebling, having satisfactorily completed the six month
probationary period, be appointed to the permanent rank of Patrolman
for the Police Department, effective August 1, 1971. Ayes, all;

Moved by Councilman Hallberg, seconded by Councilman Kane
that a Public Hearing be held on Tuesday, September 7; 1971 at 8:00
o'clock P.M. in the Council Chambers of the City Hall regarding the
following application for a Special Use Permit, and that the follow-
ing notice be published, mailed and posted as required by Ordinance:

NOTICE OF PUBLIC HEARING ON
APPLICATION FOR SPECIAL USE PERMIT
I
Application has been made to the Hastings City Council,
sitting as a Board of Adjustment, to grant a Special Use Permit to
allow construction of an apartment in the basement of the residence
at 418 West 12th Street, Lot 5, Block 82, Original Town Addition to
the City of Hastings allowing a two family dwelling in an R-2 Zone
in accordance with Section 9.4.2 of the City Zoning Ordinance dated
December 7, 1970.
A Public Hearing on the application for a Special Use
Permit will be held by the City Council sitting as a Board of Adjust-
ment at a regular meeting of the City Council scheduled for Tuesday,
September 7, 1971 at 8:00 o'clock P.M. in the Council Chambers of
the City Hal,l.
Any person may be present at this hearing.

Driscoll to hire Eugene Tix as a full time Fireman for the Hastings
Fire Department effective August 16, 1971 at a monthly salary of
$681.00. Ayes, all; Nays, none.

Moved by Councilman Hallberg, seconded by Councilman
O'Connor to remove from the table the motion regarding the estab-
lishment of a Housing Authority for the City of Hastings that was
tabled at the regular meeting of the City Council of July 19, 1971.
Ayes, all; Nays, none.
The Clerk reported that pursuant to a resolution of the
Hastings City Council adopted April 5, 1971, the notice of hearing
on the establishment of a Housing and Redevelopment Authority in
Hastings, Minnesota, was duly published in the Hastings Gazette
June 10, 1971. The Clerk submitted proof of publication of said
notice which was placed on file. It was further reported that the
notice scheduled a public hearing June 21, 1971 at 8:00 o'clock P.M.
The public hearing was duly held June 21, 1971 at 8:00
o'clock P.M. At the hearing a full opportunity to be heard on the
questions was granted to all residents of Hastings and its environs
and to all other interested persons; witness and evidence were examined
and testimony was heard at the hearing. At the conclusion of the hear-
ing, June 21, 1971, the Council requested further time to review the
matter before taking action thereon. The Clerk stated that this con-
cluded his report of action to date on this matter.

The eouncil further discussed the matter of the Housing and
Redevelopment Authority at this time. At the conclusion of the dis-
cussion the following resolution was 1ntroduced by Councilman Hallberg,
who moved its adoption:
A RESOLUTION DECLARING THE NEED FOR A HOUSING AND
REDEVELO~NT AUTHORITY IN HASTINGS. MINNESOTA
Pursuant to a resolution of the City Council adopted by this
body on the 5th day of April, 1971, a hearing has been held by the City
Council at Hastings, Minnesota, June 21, 1971 to determine the need

for a Housing and Redevelopment Authority to function in Hastings,
Minnesota.
Whereas, facts have been submitted to this body showing
that there is a need for a Housing and Redevelopment Authority to
function in the City of Hastings, Minnesota;
The City Council of the City of Hastings, Minnesota, pursuant
to the "Municipal Housing and Redevelopment Act" of the State of Minne-
sota, hereby finds, determines, and declares:
1. That there exists in Hastings, Minnesota, substandard
or blighted areas which cannot be redeveloped without the assistance
of government;
2. Adequate housing accomodations are not available to
veterans and servicemen and their families;
3. There is a shortage of decent, safe, and sanitary
dwelling accomodations available to persons of low income and their
families at rentals they can afford.
4. It is hereby declared that there is a need for a
Housing and Redevelopment Authority to function in Hastings, Minnesota,
and said need continues to exist.
The motion to adopt such resolution was seconded by Council-
man O'Connor and upon roll call the following voted:
Ayes: Councilmen Kane, Collins, Hallberg, O'Connor,
Wilson and Driscoll.
Nays: None.
Abstained: Councilman Novak.
Thereupon the Mayor declared said resolution duly adopted
and passed. this 3rd day of August, 1971.
