The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, June 7, 1971 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
Wilson, Driscoll, Christenson and
Mayor Rotty.

Minutes of the last meeting were read and approved.
Councilman Hallberg introduced the following resolution and
moved its adoption:
RESOLUTION ACCEPTING BID - DELIVERY OF GASOLINE
WHEREAS, pursuant to an advertisement for bids for tank wagon
and station delivery of regular and premium gasoline, bids were received,
opened and tabulated according to law and the following bids were
received complying with the advertisement:

NOW THEREFORE BE IT RESOLVED By the City Council of Hastings:
1. That Erickson Oil Products be awarded the contract for Station
Delivery of Premium Gasoline and Midland Cooperatives, Inc. be awarded
the contract for Bulk Delivery of Regular Gasoline for one year beginning
July 1, 1971, as being the lowest bidders.
2. The Mayor and City Clerk are hereby authorized and directed
to enter into a contract with Erickson Oil Products and Midland Coopera-
tives, Inc. for Premium Station Delivery and Regular Bulk Delivery, re-
spectively, according to the specifications therefore approved by the City
Council and on file in the office of the City Clerk.
Adopted by the City Council this 7th day of June, 1971.

The Mayor declared open the public hearing on t~e application
of the First Federal Savings and Loan, owner of Lot 1, Block 13, Original
Town Addition to the City of Hastings to grant a variance from Section
7.3.6 "Signs prohibited within public right-of-way". The Clerk reported
that notice had been given as required by Section 12.3.2 of the Zoning
Ordinance. All persons present were given an opportunity to be heard.
Whereupon the following resolution was offered by Councilman Novak:
ATTEST:
WHEREAS, a written application for a variance has been sub-
mitted; the conditions and requirements of Section 12.3.1 are hereby
found to exist; that notice of public hearing has been given as required
by Section 12.3.2; a Public Hearing held and all persons present given an
opportunity to be heard; further that the applicant has set forth reasons

justifying the granting of a variance and the granting of the variance
is in harmony with the general purposes and intent of the Ordinance and
will not be injurious to the neighborhood or detrimental to the public
welfare.
THEREFORE, the requested variance should be and hereby is
granted, subject to the plans as presented and approved by the Council.
Adopted by the City Council this 7th day of June, 1971.

Moved by Councilman Hallberg, seconded by Councilman Wilson
that the City enter into the following agreement with The Calder Corpor-
ation: Ayes, all; Nays, none.
AGREEMENT
THIS AGREEMENT, made and entered into this 7th day of June,
1971, by and between The City of Hastings, a Municipal Corporation in
the State of Minnesota, hereinafter referred to as "Hastings". and The
Calder Corporation, a Minnesota Corporation, hereinafter referred to as
"Calder".
For and in consideration of the mutual covenants herein contained
and other good and valuable considerations, the parties hereby agree as
follows:
1. Hastings hereby employs Calder, and Calder hereby accepts
employment by Hastings, said employment to be as exclusive agent and
developer in charge of the total sale and promotion of bke Hastings
Industrial Park, a more particular description of which is attached
hereto and incorporated herein as Exhibit I to this agreement. The
principal function of Calder shall be to devote its best efforts to
obtaining industry for location in the Industrial Park. Said function
shall include, but is not limited to platting, engineering assistance,
complete charge of the promotional effort to obtain industry, and the
offering to "such industry or industries of its assistance for the pur-
pose of accomplishing the design, planning, construction and financi~g
of any proposed construction.

2. The Term of this agreement shall be for a period of three (3)
years from the date of execution and delivery hereof, and payment shall
be made to Calder by Hastings as follows:
a. $24,009.00 per year, payable in quarterly installments

b. In addition, all promotional travel and entertainment
expenses to obtain prospects and customers shall be
determined by a prior estimated budget, and shall re-
ceive a prior approval by Hastings or its agents before
any expenditures are incurred.
c. In addition, a lO% land sale commission on all land
sold at prices agreed upon by Hastings, shall be paid
by Hastings upon the closing of any such land sale.
As to any other arrangement concerning the disposition
of land, there shall be a commission to be agreed upon
by Hastings and Calder. (Such as on a land lease where
Hastings is the principal involved) This provision for
land sale or rental commissions shall not apply on any
sale, lease, or other transaction with the H. D. Hudson
Manufacturing Company.

3. Hastings shall set-up and appoint a liaison committee of at

least three persons assigned to work with Calder's representative on
this project. Calder will provide a qualified project manager who will
work on this project on a full time basis. .

4. Calder hereby guarantees Hastings that within a period of
one year from the date of the execution and delivery of this contract it
shall either have obtained a tenant or customer for a portion of the
proposed premises and having a building under construction for said
customer, or it shall on its own account build a speculation building
upon land to be furnished by Hastings on a lease basis of $l.OO. In
the event that Calder shall be required to build the speculation build-
ing because of the failure to obtain any such customer as indicated
herein, then said lease shall run for a period until such time as the
building is rented or sold. Said lease of land shall contain sufficient
land to accomodate under municipal regulations the proposed speculation
building containing approximately l2,000 square feet with 2,000 square
feet set aside as office space. The building shall be in shell form and
will not contain the mechanical and electrical, (such as the heating
plant or all of the electrical work that may be required by any prospec-
tive tenant).
5. After the expiration of one year, as herein set forth, then
Hastings shall have the right to terminate this contract without cause
at any time upon three months notice to'Ca1der. Upon any such termination
Calder shall be protected as to any pending sales or prospects obtained
by it for the period of one year after the termination of the contract,
and Calder shall submit to Hastings the names of all prospects interviewed.
6. Calder agrees not to act as an agent for any other industrial
park development within a 25 mile radius. It is to be noted, however,
that if a prospective client obtained at Hastings' expense rejects the
Hastings location, Calder may place said client elsewhere and reimburse
Hastings for any expenses paid by Hastings for the purpose of obtaining
the prospect to locate that prospect in the Hastings Park.
,7. Each party agrees to furnish to the other its full coopera-
tion and effort in the development and promotion of the Industrial Park.
8. It is the understanding of the parties that by the terms of
this agreement, Calder is receiving exclusive sales rights, but not the
exclusive control of the development which includes the. construction
and/or design of the, park or of any proposed buildings therein. It is
understood that-said industrial park, shall be ,exposed to other developers
and firms who may wish to build on their own account and employ their own
architects, designers, engineers and/or contractors. Calder agrees to
cooperate with real estate brokers.

PUBLIC HEARING ON REZONING
The Mayor declared open the Public Hearing on the application
to rezone the following described property from 1,..2 to C-2 in accordance
with Section 17 of the City Zoning Ordinance dated December 7, 1970:

The Clerk reported that notice had been given as required by
Section 12.3.2 of the Zoning Ordinance. Persons present were given an
opportunity to be heard. Whereupon Councilman Wilson offered the
following resolution:
WHEREAS, a written application for a rezoning has been sub-
mitted; the conditions and requirements of Section 12.3.1 are hereby
found to exist; that notice of public hearing has been given as required
by Section l2.3.2; a public hearing held and all persons present given
an opportunity to be heard; further that the applicant has set forth
reasons justifying the granting of the rezoning and the granting of the
rezoning is in harmony with the general purposes and intent of the
Ordinance and will not be injurious to the neighborhood or detrimental
to the public welfare.
THEREFORE, the requested rezoning of the above described
property shall pass its first reading amending the City Zoning Ordin-
ance that the property be rezoned from 1-2 to C-2 in accordance with
Section 17 of the City Zoning Ordinance dated December 7, 1970.

to attend the Minnesota Police and Peace Officers Convention in
Minneapolis on June 19 thru 21, 1971. Ayes, all; Nays, none.

refer to the Planning Commission for recommendation the question of
whether Special Use Permits should be required for uses allowed by
Section 9.4.2.3 of the City Zoning Ordinance Uses Permitted: "Fire

center, old age home, library, gift or craft shops and similar uses of

The Clerk presented affidavits showing publication of
notice of call for bids on $410,000 General Obligation Bonds of 1971,
Series A of the City, for which bids were received at the meeting of
the Finance Committee of the City Council held at the office of the
City Clerk on the 24th day of May, 1971 at 5:00 o'clock P.M., in accor-
dance with the resolution adopted py the City Council on April 19,
1971. Said affidavits were examined, found to comply with the provi-
sions of Minnesota Statutes, Chapter 475, and we~e approved and ordered
placed on file.

The Finance Committee approved the bid submitted by the
First National Bank of St. Paul and recommended that said bid be accepted
by the City Council.
The Council proceeded to consider all bids. After the bids
had been considered and discussed, Councilman Novak introduced the
following resolution and moved its adoption:

PROVIDING FOR THEIR ISSUANCE AND LEVYING
A TAX FOR THE PAYMENT THEREOF
WHEREAS:

A. The City Council of the City of Hastinga adopted a
resolution on October 5, 1970 calling for an election of $775,000
General Obligation Bonds of 1970, and in said resolution made certain
findings of fact as to the acquisition and improvement of lands
authorized to be sold to the City by the state legislature pursuant
to Chapter X of the City Charter; .
B. Pursuant to an election held on November 3, 1970 the
City Council was authorized to issue said $775,000 General Obligation
Bonds of 1970;
C. The City Council adopted a resolution on April 19, 1971
providing for the public sale of $410,000 General Obligation Bonds
of 1971, Series A, as well as $280,000 Improvement Bonds of 1971,
Series A, and $385,000 General Obligation Water and Sanitary Sewer
Revenue Bonds of 1971, Series A, of which bond issues the $410,000
General Obligation Bonds of 1971, Series A, constitute a part of the
$775,000 General Obligation Bonds authorized at said November 3,
1970 election;

NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Hastings, Minnesota, as follows:
1. The City Council hereby ratifies, approves and affirms
the findings made by the Council pursuant to its resolution of
October 5, 1970 calling for an election on $775,bOO General Obliga-
tion Bonds of 1971 and its resolution of April 19, 1971 providing for
the public sale of a portion of said bonds insofar as such findings
relate to the acquisition and development of certain property author-
ized to be sold to the City by the state legislature pursuann to Chap-
ter X of the City Charter, and the City Council hereby further deter-
mines and declares that it is necessary and expedient tb borrow
money by issuing said $410,000 General Obligation Bonds of 1971,
Series A, as well as $385,000 General Obligation Water and Sewer
Revenue Bonds of 1971, Series A to hel~ finance the acquisition and
development of said state land consistent with the purposes set
forth in said findings.

2. That the bid df The First National Bank of St. Paul to
purchase $410,000 General Obligation Bonds of 1971, Series A of the
City, in accordance with the notice of bond sale, at the rates of
interest hereinafter set forth, and to pay therefore the sum of
$404,465,00 (plus a premium of -0-) is hereby found, determined and
declared to be the most favorable bid received, and is hereby accepted
and said bonds are hereby awarded to said bidder, The City Clerk
is directed to retain the deposit of said bidder and to forthwith
return the good faith checks or drafts to the unsuccessful bidders,
Said bonds shall be payable as to principal and interest at the First
National Bank of St. Paul, in St. Paul, Minnesota.
3. The $410,000 negotiable coupon general obligation bonds
of the City shall be dated June 1, 1971 and shall be issued forthwith.
Said bonds shall be 82 in number and numbered from 1 to 82, both
inclusive, in the denomination of $5,000 each. Said bonds shall
mature serially, lowest numbers first, on March 1, in the years and
amounts as follows:
$10,000 in each of the years 1974 to 1976 both inclusive;
$15,000 in each of the years 1977 to 1979 both inclusive;
$20,000 in each of the years 1980 to 1983 both inclusive;
$25,000 in each of the years 1984 to 1986 both inclusive;
$30,000 in each of the years 1987 to 1989 both inclusive;
$35,000 in each of the years 1990 and 1991;
$20,000 in the year 1992.

4. Said bonds shall provide funds to acquire and improve
property for economic development in the City. The total cost of
said project including the cost of construction under the terms of
the lowest bid received for each phase thereof, engineering, legal
and other professional charges, publication and printing costs,
interest accruing on money borrowed for the improvements before the
collections of taxes levied therefor, and all other costs necessarily
incurred and to be incurred from the inception to the completion of

to and in full conformity with the Constitution and Laws of the State

including the costs of construction contracts heretofore let and all
other costs incurred and to be incurred and the moneys in said account
shall be used for no other purpose, provided that the bond proceeds
may also be used to pay interest on said bonds due prior to the anti-
cipated date of commencement of the collection of taxes herein levied.
There is hereby pledged and there shall be credited to the Sinking
Fund Account, all collections of taxes herein levied, all accrued
interest received upon delivery of said bonds, all funds paid for the
bonds in excess of $404,110, and all funds remaining in said Capital
Account after completion of the improvements and payment of the costs
thereof. The Sinking Fund Account shall be used solely to pay princi-
pal and interest on the bonds issued hereunder.

Said tax levies are such that if collected in full they will
produce at least five per cent in excess of the amount needed to meet
when due the principal and interest payments on the bonds.
Said tax levies shall be irrepealable so long as any of said
bonds are outstanding and unpaid, provided that the City reserves the

pursuant to Chapter X of the City Charter;

B. Pursuant to. an election held on November 3, 1970 the
City Council was authorized to issue said $775,000 General Obligation
Bonds of 1970;

providing for the public sale of $385,000 General Obligation Water
and Sewer Revenue Bonds of 1971, Series A, as well as $280,000
Improvement Bonds of 1971, Series A, and $410,000 General Obligation
Bonds of 1971, Series A, of which bond issues the $410,000 General
Obligation Bonds of 1971, Series A, constitute a part of the $775,000
General Obligation Bonds authorized at said November 3, 1970 election;
D. The City owns and operates a municipal water and sani-
tary sewer system as a revenue producing public utility and there
are outstanding Water Revenue Bonds of 1953, 1960, 1961 and General
Obligation Water Revenue Bonds of 1968 and 1970, the interest and
principal of which consfitute liens upon the net.revenues of the
water utility and General Obligation Revenue Sewer Bonds of 1967,
the interest and principal of which constitute liens upon the net
revenues of the sewer utility;
E. The City Council has heretofore determined that it is
necessary and expedient to issue $385,000 General Obligation Water
and Sewer Revenue Bonds of 1971, Series A, pursuant to M.S.A. 475 and
M.S.A. 444.075 and Chapter X of the City Charter to finance improve-
ments to said water and sanitary sewer system;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Hastings, Minnesota, as follows:
1. That the bid of the First National Bank of St. Paul to
purchase $385,000 General Obligation Water and Sewer Revenue Bonds
of 1971 Series A of the City, in accordance with the notice of bond
sale, at the rates of interest hereinafter set forth, and to pay
therefor the sum of $379,071. (plus a premium of -0-) is hereby
found, determined and declared to be the most favorable bid received,
and is hereby accepted and said bonds are hereby awarded to said
bidder. The City Clerk is directed to retain the deposit of said
bidder and to forthwith return the good faith checks or drafts to
the unsuccessful bidders. Said bonds shall be payable as to prin-
cipal and interest at the First National Bank of St. Paul in St.
Paul, Minnesota.
2. The $385,000 negotiable coupon general obligation
water and sewer revenue bonds of the City shall be dated June 1,
1971 and shall be issued forthwith. Said bonds shall be 77 in num-
ber and numbered from 1 to 77, both inclusive, in the denomination
of $5,000 each. Saidbando shall matur~ serially, lowest numbers

(a) A "Construction Account" into which there shall
be paid the money derived from the sale of the bonds authorized
hereunder less any accrued interest received thereon and less any
amount paid for said bonds in excess of $378,951. From the Con-
struction Account shall be paid all costs' and expenses of making the
improvements to said water -and sanitary sewer system, including
legal, engineering and financing expenses.' Any rba1ance remaining
in said account after completion of said costs shall be transferred
to the Sinking Fund Account.
(b) A "Sinking Fund Account'!, for the payment of
principal and interest on the bonds herein authorized. There shall
be credited to said account the net revenues of the water utility
and the net revenues of the sanitary sewer utility not otherwise
pledged to the payment of other obligations of the City. There
shall be credited to the Sinking Fund Account accrued interest
payable at the time of delivery of said bonds, all 'funds paid for
said bonds in excess of $378,951, and all collections of taxes
which may hereafter be levied for the payment of the principal and
interest of the bonds of this issue, togeth~r with other funds
which may from time. to time be credited to said account to meet the
princ4pal and interest requirements of this issue. No money shall
be paid out of the Sinking Fund Account except to pay such princi-
pal and interest.

(c) Net revenues in excess of those required for the

the net revenues of the water and sanitary sewer facilities in

bonds herein authorized and said excess net revenues are hereby
pledged for the payment of the bonds of this issue, but solely to
the extent required to produce five percent in excess of the prin-
cipal and interest requirements of this issue as the same become
due. Nothing contained her~in shall be deemed to preclude the City
from making further pledges and appropriations of said excess net
revenues for the payment of other or additional obligations of the
City provided that it has first been determined by the City Council
that said estimated excess net revenues of said utilities will be
sufficient in addition to all other sources, for the payment of the
bonds herein authorized and such additional obligations and any
such pledge and appropriation of said excess net revenues may be
made superior or subordinate to, or on a parity with the pledge
and appropriation herein.

Hastings hereby covenants and agrees with the holders of the bonds
herein authorized .that it will impose and collect. charges for the
service, use, availability and connection to said water and sanitary

12. For the purpose of complying with Minnesota
Statutes 1969, Section 475.54, the maturity schedule of the $385,000
General Obligation Water and Sewer Revenue Bonds of 1971, Series A
shall be and is hereby combined with the maturity schedules of the
following bond issues of the City:
(a) General Obligation Sewage Disposal Plant
Bonds of 1954.
(b) General Obligation Revenue Sewer Bonds
of 1967.
(c) General Obligation Water Revenue Bonds
of 1968.
(d) General Obligation Water Revenue Bonds
of 1970.
13. The City Clerk is hereby directed to file a
certified copy of this resolution with the County Auditor of
Dakota County, Minnesota, together with such other information as
he shall require, and to obtain from said Auditor his certificate
that said bonds have been entered in the said Auditor's Bond Register.
14. The City Council hereby ratifie~, approves and
affirms the findings made by the Council pursuant to its resolution
of October 5, 1970 calling for an election of $775,000 General
Obligation Bonds of 1971 and its resolution of April 19, 1971 pro-
viding for the public sale of $385,000 General Obligation Water
and Sewer Revenue Bonds of 1971, Series A, insofar as such findings
relate to. the acq~isition and development of certain property
authoriz~d to. be sQld,~~:the~ City by the state legislature, and the
City Council hereby further ratified and affirms that it is necessary
and expedient to borrow money by issuing said $385,000 General Obli-
gation Wate~ and Sewer Revenue Bonds of 1971, Series A, to defray
the cost of water and sewer improvements to said land in order to
advance the purposes set forth in said findings.
15. The officers of the City are hereby authorized
and directed to prepare and furnish to the purchaser of said bonds,
and to the attorneys approving the legality of the issuance thereof,
certified copies of all proceedings and records of the City relating
to said bonds and to the financial condition and affairs of the
City, and such other affidavits, certificates and information as are
required to show the facts relating to the legality and marketa-
bility of said bonds as the same appear from the books and records
under their custody and control or as otherwise known to them, and
all such certified copies, certificates and affidavits, including
any heretofore furnished, shall be deemed representations of the
City as to the facts recited therein.

The motion for the adoption of the foregoing resolution
was duly seconded by Councilman Novak and upon vote being taken
thereon, the following voted in favor thereof: All; and the follow-
ing voted against the same: None.
Whereupon said resolution was declared duly passed
and adopted.
The Clerk presented affidavits showing publication of
notice of call for bids on $280,000 Improvement Bonds of 1971,
Series A of the City, for which bids were received at the meeting
of the Finance Committee of the City Council held at the office of
the City Clerk on the 24th day of May, 1971 at 5:00 o'clock P.M.,

The Finance Committee approved the bid submitted by the
First National Bank of St. Paul and recommended tbat said bid be
accepted by the City Council.
The Council proceeded to consider all bids. After the
bids had been considered and discussed, Councilman Novak intro-
duced the following resolution and moved its adoption:

BE IT RESOLVED by the Council of the City of Hastings,
Minnesota, as follows:

1. That the bid of the First National Bank of St. Paul to
purchase $280,000 Dnprovement Bonds of 1971, Series A of the City,
in accordance with the notice of bond sale, at the rates of interest
hereinafter set forth, and to pay therefor the sum of $277,592.00
(plus a premium of -0-) is hereby found, determined and declared to
be the most favorable bid received, and is hereby accepted and said
bonds are hereby awarded to said bidder. The City Clerk is directed
to retain the deposit of said bidder and to forthwith return the good
faith checks or drafts to the unsuccessful bidders. Said bonds shall
be payable as to principal and interest at the First National Bank
of St. Paul in St. Paul, Minnesota.
2. The $280,000 negotiable coupon general obligation bonds
of the City shall be dated June 1, 1971 and shall be issued forthwith.
Said bonds shall be 56 in number and numbered from 1 to 56, both in-
clusive, in the denomination of $ each. Said bonds shall
mature serially, lowest numbers first, without option of prepayment,
on March 1 in the years and amounts as follows:
$30,000 in each of the years 1973 and 1975 both inclusive;
$25,000 in each of the years 1976 to 1979, both inclusive;
$30,000 in each of the years 1980 to 1982, both inclusive.
3. Said bonds shall provide funds for the construction of
various improvements in the City. The total cost of said improve-
ments, including the cost of construction under the terms of the
lowest bid received for each phase thereof, engineering, legal and
other professional charges, publication and printing costs, interest
accruing on money borrowed for the improvements before the collection
of special assessments levied therefor, and all other costs necessar-
i1V incurred and to be incurred from the inception to the completion
of the improvements, is estimated to be at least equal to the amount
of the bonds herein authorized.
4. The bonds of said issue maturing iA the'ye&~s and bear-

March 1, 1972 and semi-annually thereafter on September 1 and March 1

8. There is hereby created a special fund to be desig-
nated "Improvement Bonds of 1971, Series A Fund" to be held and
administered by the City Treasurer separate and apart from all other
funds of the City. Said fund shall be maintained in the manner herein
specified until all of the bonds herein authorized and the interest
thereon have been fully paid. In said fund there shall be maintained
two separate accounts, to be designated as the "Construction Account"
and the "Sinking Fund Account", respectively. The proceeds of the
sale of the bonds herein authorized, less accrued interest received
thereon and less any amount paid for said bonds in excess of $274,510,

shall be credited to the Construction Account';; from which there
shall be paid all costs and expenses of making said improvements,
including the costs of construction contracts heretofore let and
all other costs incurred and to be incurred and the moneys in said
account shall be used for no other purpose, provided that the bond
proceeds may also be used to pay interest on said bonds due prior
to the anticipated date of commencement of the collection of taxes
or special assessments herein levied, and provided further that if
upon completion of said improvements there shall remain any un-
expended balance in said Construction Account, said balance may be
transferred by the Council to the fund of any other improvement
instituted pursuant to Chapter 429 M.S.A. There is hereby pledged
and there shall be credited to the Sinking Fund Account, all collec-
tions of special assessments and taxes herein levied, all accrued
interest received upon delivery of said bonds, all funds paid for
the bonds in excess of $274,510, and all funds remaining in said
Construction Account after completion of the improvements and pay-
ment of the costs thereof, not so transferred to the fund of an-
other improvement. The Sinking Fund Account shall be used solely
to pay principal and interest on the bonds issued hereunder.
9. It is hereby determined that no less than $280,000
of the cost of improvements shall be paid by special assessments to
be levied against every assessable lot, piece and parcel of land
benefited by said improvements. The City hereby covenants and agrees
that it will do and perform as soo~ as they may be done, all acts
and things necessary for the final and valid levy of such special
assessments, and in the event that any such assessment be at any
time held invalid with respect to any lot, piece, or parcel of land
due to any error, defect, or irregularity, in any action or proceed-
ings taken or to be taken by the City or this Councilor any of the
City officers or employees, wether in the making of such assessments
or in the ~erformance of any condition precedent thereto, the City
and this ~ounci1 will forthwith do all such further acts and take
all such further proceedings as may be required by law to make such
assessments a valid and binding lien upon such property. Said
assessments shall be payable in equal, consecutive, annual install-
ments, with general taxes for the years shown below and with interest
on the deferred balance of all such assessments at the rate of 8%

Said tax 1eV'ies are such that if collected in full they,
together with estimated collections of special assessments for the

Hastings, Minnesota
June 21, 1971
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, June 2l, 1971 at 7:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Kane, Collins, Hallberg,
O'Connor, Wilson, Driscoll, Christenson,
and Mayor Rotty.
Members absent: Councilman Novak.
The Public Hearing on the application for variance to allow
construction of an addition to the Bierstube property, Midtown Shopping
Center, was commenced at 7:00 o'clock P.M. pursuant to notice. The
Clerk reported that notices had been mailed and posted as required by
the Zoning Ordinance. He further reported that since the agenda for
this meeting had been set, the owner of the Midtown Shopping Center had
submitted a request in writing that the request for variance be with-
drawn as the owner would not add onto the property as requested. It
was moved by Councilman Hallberg, seconde~ by Councilman Wi1s?n that
the variance request be withdrawn. Ayes; "all; Nays, none. '
The Mayor declared open the Public Hearing on the Establisment
of a Housing Authority for the City of Hastings. The City Clerk pre-
sented affidavits of publication of Notice of Hearing as required by
law. This hearing commenced at 8:00 o'clock P.M. as advertised.
Mr. James Dag1ish representing the Housing Director of the
State Planning Agency and Mr. Gunner Isberg, Dakota County Planner
appeared and discussed the need for a Housing Authority in the City.
All other persons were given an opportunity to be heard. A
further report will be presented at the next Council meeting.
Minutes of the last meeting were read and approved.
Mo~ed by Councilman Kane, seconded by Councilman Driscoll
that the next regular Council meeting be scheduled for Tuesday,
July 6, 1971, as the regular scheduled meeting date of July 5, 1971 is
a legal holiday. Ayes, all; Nays, none.
