April 5, 1971
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, April 5, 1971 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
O'Connor, Wilson and Mayor Rotty.
Members absent:
Councilmen Driscoll and Christenson.

Minutes of the last meeting were read and approved.
Councilman O'Connor introduced the following resolution and
moved its adoption:
BIDS ON REMODELING COUNCIL CHAMBERS
WHEREAS, pursuant to an advertisement for bids for remodeling
the Council Chambers of the City Hall, the following bids were received
complying with the advertisement:

Gerard Denn
Graus Construction Co.
Conrad Construction Co.
E1view Construction Co.
Perry A. Swenson Co.
Berglund-Johnson Const. Co.
Nordling Construction Co.

A discussion took place regarding the bids. It was stated
that Reiling Construction Co. had indicated that it would be unable to
complete construction by the completion date in the specifications, but
that the second low bidder, Gerard Denn indicated ability to meet the
completion date. It was further noted that the second low bidder was
local and would be more responsive to City requests during construction
and thereafter if problems developed; that there were no absolutes in
this type of work and much variance in quality of work is possible, and
the high quality of work performed by the second low bidder is known.

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL:
The Mayor and City Clerk are hereby authorized and directed
to enter into a contract with Gerard Denn for the remodeling of the
Council Chambers according to the specifications therefore approved
by the City Council and on file in the office of the City Clerk.
The City Clerk is hereby authorized and directed to return
forthwith to all bidders the deposits made with their bids, after a
contract has been signed.
Adopted by the City Council this 5th day of April, 1971.

The Mayor declared open the public hearing on the application
of David Fasbender, owner of Lots 8 thru 11, Block 16, Addition No. 13
to the City of Hastings, Dakota County, Minnesota to grant a Special
Use Permit as provided for in the Zoning Ordinance to allow construction
of a multiple dwelling on this property.
The Clerk reported that notice had been given as required by
the Zoning Ordinance. All persons present were given an opportunity to
be heard.

Pursuant to Chapter IV of the City Charter, Mayor Evarist Rotty
called a Special Meeting of the City Council of the City of Hastings,
Minnesota on'Monday, March 29, 1971 at 8:00 o'clock P.M. in the Council
Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
O'Connor, Wilson, Driscoll and Mayor Rotty.

Councilman Christenson.
Councilman Hallberg introduced thefu110wing resolution and
moved its adoption:
RESOLUTION ON HASTINGS S TATE HOSPITAL
BE IT RESOLVED: That the City Council of the City of Hastings,
Dakota County, Minnesota, hereby goes on record as supporting the contin-
ued opertion of the Hastings State Hospital upon the following basis:
WHEREAS, the Hastings State Hospital has, through the years,
established excellent programs for the care of the mentally ill, the
mentally retarded, geriatrics, alcohol and drug victims, and disturbed
adolescents; and
WHEREAS, it is the oh1y State Hospital to perform all of these
services in the east metropolitan ares; and
WHEREAS, Hastings St~te Hospital coordinates the treatment of
the various patients with approximately 90 different State, County and
National Agencies over a three-county area, and is currently deeply
involved in the care of approximately 350 patients; and

WHEREAS, the discontinuanee ~ of the aforedescribed treatment
programs would substantially curtail. vital services to those in need and
.inf1ict extreme hardship and mental anguish upon these residents; and
WHEREAS, there is available in this area and already employed
98 phychiatric techicians, hospital service assistanmand senior psychia-
, tric technicians, 25 registered nurses, 5 practical nurses, 16 trained
clerical personnel, 58 other clinical services including social workers,
physicians, psychologists, and rehabilitation workers, 95 administrative
serviees personnel trained in laundry, dietary, maintenance and the like;
and
WHEREAS, the geographic location of the Hastings State Hospital
is such that it is much easier for individuals with relatives and friends
in the hospital to visit the Hastings State Hospital than it would be to
go to more remote areas of the State of Minnesota, considering the sub-
stantial population of the metro1po1itan area;
NOW, THEREFORE, the City Council of the City of Hastings hereby
unanimously goes on record to strongly support the continuing operation
of all of the foregoing described programs at the Hastings State Hospital.
Adopted by the City Council this 29th day of March, 1971.

deny the request for a Special Use Permit as applied for by David
Fasbender to construct a multiple dwelling. Ayes, Councilmen Novak,
Kane, Co11ines, Hallberg, O'Connor; Nays, Councilman Wilson. Motion
carried.
Preliminary Plat - Country Club 2nd.Addition
Moved by Councilman Kane, seconded by Councilman Novak to
approve the preliminary plat of Country Club 2nd Addition to the City
of Hastings subject to dedication of 19th Street from Country Club 2nd
Addition to Pine Street and the dedication of public lands. The prelim-
inary plat is described as follows:
Beginning at a point 1321.63 feet west and 85.20 feet north
of the center of Section 33, Tl15N, R17W, which point is
the northwest corner of Lot 1, Block 7; thence N 000 00'
40" E 722.13 feet; thence N 890 41' E 323.63 feet; thence
S 000 00' 20" W 688 feet; thence S 890 41' W 127.63 feet;
thence S 000 02' E 35.35 feet; thence N 890 58' W 196
feet to the point of beginning. Together with Lot 23 of
Auditor's Subdivision No. 11 of the City of Hastings,
County of Dakota, State of Minnesota.
Ayes, Councilmen Novak, Kane, Collins and O'Connor; Nays, Councilmen
Hallberg and Wilson. Motion carried.

Moved by Councilman Hallberg, seconded by Councilman Wilson
to set June 21, 1971 at 8:00 o'clock P.M. in the Council Chambers of
the City Hall for a Public Hearing pursuant to due notice in the
official newspaper on the question of whether or not the City should
establish its own Housing and Redevelopment Authority. Ayes, all;
Nays, none.
Councilman Kane left at this time.

Moved by Councilman Novak, seconded by Councilman Collins to
approve expenses for not more than four firemen to attend the State
Fire School in Minneapolis on April 26 thru 29 and Firemenship Training
Education Program in So. St. Paul beginning April 14, 1971. Ayes, all;
Nays, none.
Moved by Councilman Wilson, seconded by Councilman Hallberg
to authorize the City Engineer to contract with Harry S. Johnson Land
Surveyors, Inc. to proceed with platting and necessary surveys to
develop the Hastings Industrial Park at an hourly rate with the total
cost not to exceed $1,550. Ayes, all; Nays, none.
Moved by Councilman Novak, seconded by Councilman Collins
that the bills as audited be approved and the City Clerk be instructed
to issue warrants for the same. Ayes, all; Nays, none.
