February 1, 1971
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, February 1, 1971 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
O'Connor, Wilson, Driscoll, Christenson
and Mayor Rotty.

Minutes of the last meeting were read and approved.
Councilman Hallberg introduced the following resolution and
moved its adoption:
BIDS ON 1/2 TON PICK-UP TRUCK

WHEREAS, pursuant to an advertisement for bids for furnishing
the City with one (1) new 1/2 ton pick-up truck for the Water Department,
the following bids were received complying with the advertisement:

WHEREAS, it appears that Schneider Motor & Implement is the
lowest responsible bidder,

1. The Mayor and City Clerk are hereby authorized and directed
to enter into a contract with Schneider Motor & Implement for the pur-
chase of one (1) 1/2 ton pick-up truck according to the specifications
therefore approved by the City Council and on file in the office of the
City Clerk.
2. The City Clerk is hereby authorized and directed to return
forthwith to all bidders the deposits made with their bids, after a
contract has been signed.

two (2) Squad Cars for the Police Department, bids to be opened on
Tuesday, February 16, 1971 at 8:00 o'clock P.M. in the Council Chambers

Moved by Councilman Driscoll, seconded by Councilman Kane that
the City Clerk be authadzed and directed to advertise for the following
equipment for various departments, bids to be opened Tuesday, February
16, 1971 at 8:00 0'c10ck P.M. in the Council Chambers of the City Hall.

Moved by Councilman Hallberg, seconded by Councilman Wilson
that an advertisement be placed in the official newspaper for one (1)
Light Equipment Operator for the Street Department. Applications
must be in the City Clerk's office by noon on February 8, 1971. Ayes,
all; Nays, none.

NOW THEREFORE, BE IT RESOLVED, by the City Council of the
City of Hastings that the roads described as follows, to wit:
MSA 30-l29 - Extension of Pleasant Drive from
T.H. 55 to C.S.A.H. 42
MSA 30-132 - T.H. 55, South Frontage Road
from Pine Street (122) to Pleasant
Drive (129)
be, and hereby is established, located, and designated a Municipal
State Aid Street of said City, subject to the approval of the Commis-
sioner of Highways of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby author-
ized and directed to forward two certified copies of this resolution
to the Commissioner of Highways for his consideration, and that upon
his approval of the designation of said road or portion thereof, that
same be constructed, improved and maintained as a Municipal State Aid
Street of the City of Hastings, to be numbered and known as Municipal
State Aid Streets 30-l29 and 30-132 respectively.

Councilman Driscoll seconded the motion to adopt said resolu-
tion and the same was passed by the following vote: Ayes, all; Nays,

Moved by Councilman Hallberg, seconded by Councilman O'Connor
to approve the Recreational Survey as presented by the Natural Resource
Committee, and that the Council go on record supporting the efforts
of this committee in the area of City recreation. Ayes, all; Nays,
none.
NOTICE OF HEARING
Notice is hereby given that the City Council of the City of
Hastings will meet in a Public Hearing in the Council Chambers of the
City Hall on Monday, March 1, 1971 at 8:00 o'clock P.M. to consider
the following variance request from the City Zoning Ordinance:

Moved by Councilman Hallberg, seconded by Councilman Wilson
that the request for variance from the City Zoning Ordinance by James
Bzoskie, 1905 Eddy Street to operate a small engine repair shop at
that address be denied under Section 2.2.2 "Home Occupation" - "No
equipment or process shall be used in such home occupation which
creates noise, vibration, glare, fumes, odors or electrical interfer-
ence detectable to the normal senses off the lot, if the occupation
is conducted in a single-family residence, or outside the dwelling
unit if conducted in other than a single-family dwelling". Ayes, all;
Nays, none.

that an ordinance entitled "AN ORDINANCE FOR THE PURPOSE OF PROMOTING
HEALTH, SAFETY, ORDER, CONVENIENCE, AND GENERAL WELFARE BY REGULATING
THE USE OF LAND, THE LOCATION, SIZE, USE AND HEIGHT OF BUILDINGS,
"!'HE ARRANGEMENT OF BUILDINGS ON LOTS, THE DENS ITY OF POPULATION AND
DESIGNATING THE BOUNDARIES OF DISTRICTS FOR SAID PURPOSES WITHIN THE
CITY OF HASTINGS, MINNESOTA, ALL IN ACCORDANCE WITH A COMPREHENSIVE
PLAN, dated December 7, 1970 pass the first reading to be amended by
the zoning of the following property in accordance with an error
made upon the Original Zoning Map, designating an "A" Agricultural

Hastings, Minnesota will meet in a public hearing in the Council
Chambers of the City Hall on March 1, 1971 at 8:00 o'clock P.M. to
consider an amendment to the Zoning Ordinance to correct an error made
upon the Original Zoning Map, designating an "A" Agricultural Zone
which should be shown as "R-3" Residential Zone.

RESOLUTION RECEIVING PRELIMINARY REPORT AND
SETTING PUBLIC HEARING ON PROPOSED IMPROVEMENTS
WHEREAS, a preliminary report has been prepared by the City
Engineer with respect tofue improvements described in the Notice of
Hearing hereinafter set forth, and
WHEREAS, said Engineer has advised this Council that the
aforesaid improvement is feasible and should be made as proposed in the
Notice of Hearing thereon, and

WHEREAS, the Council considers it expedient to make the
following listed improvements,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Hastings, Minnesota, as follows:
1. Said feasibility reports are hereby accepted and approved.
2. Said improvements are hereby combined and designated 1971
Improvements and shall be undertaken pursuant to the pro-
visions of Chapter 429, Minnesota Statutes 1961.
3. A Public Hearing relative to said improvements will be
held on February 16, 1971 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall for the consideration
of said improvements, the nature of which, the estimated cost

Persons desiring to be heard in reference to the proposed
improvements may be heard at said time and place.

The City Clerk is hereby authorized and directed to cause
said notice to be given two publications in the official newspaper and
to give mailed notice to every property owner whose property is bene-
fited by said improvements. Such publications shall be one week apart
and at least three days shall elapse between the last publication and
the date of hearing. Mailed notice shall be given not less than 10
days before the hearing, pursuant to provisions of Section 429.031,
Minnesota Statutes.
