Hastings, Minnesota
January 18, 1971
The City Council of the City of Hastings, Minnesota met in
a regular meeting on January 18, 1971 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
O'Connor, Wilson, Driscoll, Christenson,
and Mayor Rotty.

Members absent:
None.
Minutes of the last meeting were read and approved.
Moved by Councilman Hallberg, seconded by Councilman Wilson
to pass the third reading to amend an Ordinance entitled "AN ORDIN-
v ANCE REGULATING AND CONTROLLING THE USE OF SNOWMOBILES" in the follow-
ing particular: Ayes, all; Nays, none.
The City Council of the City of Hastings does ordain:
Section 2, Subdivision 5 be amended to read as follows:
"5. On any other public place except as may be specifically
permitted by resolution of the City Council."
Moved by Councilman Christenson, seconded by Councilman
Driscoll to appoint the following as Volunteer Firemen: Ayes, all;
Nays, none.
Eugene A. Tix
LeRoy W. Finke, Jr.
Moved by Councilman Novak, seconded by Councilman Hallberg
that an accumulation of uncollectible ambulance bills over a period of
several years totaling $891.00 be cancelled. All means to collect
these bills have been exhausted. A complete file on these accounts
is on file in the City Clerk's office. Ayes, all; Nays, none.
Mayor Rotty recommended to the Council the hiring of James
Griebling as Police Patrolman effective February 1, 1971. He further
recommended that Mr. Griebling start at the two year salary level of
$785.00 per month for the following reasons:
1. Member of the thirty man Mason City, Iowa Police
Department since May of 1965.
2. Has had experience and training in the following areas:
Traffic Control
Accident Investigation
Criminal Scene Investigation
Juvenile Violators
Criminal Investigation
Court and Trial Testimony and Other Police
Related Matters.
Moved by Councilman Christenson, seconded by Councilman
Wilson to approve the Mayor's recommendation regarding James Griebling.
Ayes, all; Nays, none.

The property owners of Lots 15 and 16, Block 6, William
LeDuc Addition presented a petition for a variance from the Building
Ordinance which requires 125 front feet for a service station. Moved
by Councilman Hallberg, seconded by Councilman Kane to refer this
matter to the Planning Commission. Ayes, all; Nays, none.
Moved by Councilman Kane, seconded by Councilman Driscoll
that the City Clerk be authorized and directed to advertise for bids
of a One-half Ton Pick-Up Truck for the Water Department, bids to be
opened at 8:00 o'clock P.M. on Monday, February 1, 1971 in the Council
Chambers of the City Hall. Ayes, all; Nays, none.

Moved by Councilman Collins, seconded by Councilman Kane that
Robert Neujahr be appointed to the Planning Commission for a one year
term beginning January 18, 1971. Ayes, all; Nays, none.
Moved by Councilman Novak, seconded by Councilman Kane that
the bills as audited be approved and the City Clerk be instructed to
issue warrants for the same. Ayes, all; Nays, none.
