January 11, 1971
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, January 11, 1971 at 7:30 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Kane, Hallberg,
Driscoll and Fischer, and Mayor Rotty.
Members absent: Councilmen Christenson and Mayer.
Minutes of the last meeting were read and approved.
Moved by Councilman Hallberg, seconded by Councilman Fischer
that an ordinance entitled "AN ORDINANCE ESTABLISHING A COMMISSION TO
vi PLAN FOR THE DEVELOPMENT OF THE CITY OF HASTINGS" be amended in the
following particulars pass the third reading to finally read as follows:
Ayes, all; Nays, none.
The City Council of the City of Hastings does ordain:
Section 2 (a) Composition shall read as follows:
"The membership shall consist of nine persons, two of whom
shall be Council members, and seven of whom shall be non-Council citizens.
The non-Council members shall be selected as follows: The Planning
Commisaon of the previous year shall in January of each current year,
submit to the Council for approval the names of nominees to fill any
vacancies occuring on the Commission. The Council shall then pass upon
the nominees. Should the Council reject any nominee, the Commission
shall be notified and shall submit the name of an alternative nominee or
nominees to fill the vacancy or vacancies. The City Engineer shall
serve as an advisor to the Commission on engineering matters."
Adopted by the City Council this 11th day'of January, 1971.

Moved by Councilman Hallberg, seconded by Councilman Novak to
.,pass the second reading to amend an ordinance entitled "AN ORDINANCE
REGULATING AND CONTROLLING THE USE OF SNOWMOBILES" in the following
particular: Ayes, all; Nays, none:
Section 2, Subdivision 5 be amended to read as follows:
"5. On any other public place except as may be specifically
permitted by resolution of the City Council."
Councilman Novak introduced the following resolution and moved
its adoption:

BE IT RESOLVED By the City Council of Hastings, Minnesota,

That the books of the calendar year of 1970 have been closed
and all transactions of bills contracted have to be paid and completed;
NOW THEREFORE BE IT RESOLVED, that the new Council pay all
bills as audited and comphete all contracts and transactions not yet
completed.
Adopted by the City Council this 11th day of January, 1971.

Moved by Councilman Fischer, seconded by Councilman Novak that
Change Order #1 extending the completion date with the Lee Richert
Plumbing & Heating Company for the construction of Well No. 5 Pump House
from December 31, 1970 to June 1, 1971, at no change to original contract
price, be approved, Ayes, all; Nays, none.
Moved by Councilman Soleim, seconded by Councilman Fischer to
approve the following partial payment for work performed on the Well
No. 5 Pump House being constructed under Water Revenue Bonds of 1970.

the Council Chambers of the City Hall.
Members present: Councilmen Novak, Kane, Collins, Hallberg,
O'Connor, Wilson, Driscoll and Mayor Rotty.
Members absent: Councilman Christenson.
Moved by Councilman Driscoll, seconded by Councilman Kane
that Wallace H. Erickson be appointed Administrator, Clerk-Treasurer.
Ayes, all; Nays, none.

The City Clerk administered the Oath of Office to the new City
Council members and the Mayor.
Moved by Councilman Novak, seconded by Councilman Kane that the
following employees of the City of Hastings be appointed for a two year
term. Ayes, all; Nays, none.

approve the Mayor's appointment of Gerald Kruger as Civil Defense
Director. Ayes, all; Nays, none.
Election was called for nominations for Acting Mayor. Council-
man Driscoll nominated Councilman Novak, seconded by Councilman Kane.
No further nominations were made. The motion nominating Councilman Novak

was then voted upon resulting in the following vote: Ayes, all; Nays,
none.
Moveq by Councilman Kane, seconded by Councilman Wilson that
the First National Bank of Hastings and the Northwestern National Bank
of Hastings be designated as depositories for City funds. Ayes, all;
Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Collins
that the Hastings Gazette be designated the official City newspaper.

Moved by Councilman Hallberg, seconded by Councilman Driscoll
that the firm of Toltz, King, Duvall, Anderson & Associates, Inc., be
appointed consulting engineers for the City. Ayes, all; Nays, none.
Councilman Wilson introduced the following resolution and

Work based on l73 hours per month.
Department heads will receive time and one~ha1f for time worked
over 40 hours per week, except the Oh~ef of Police who will receive no
compensation for time worked over 40 hours per week. The Fire Chief
will receive no compensation for time worked over 40 hours per week,
except he will be paid the regular fees for off duty ambulance and fire
calls. The City Clerk and Engineer will attend the regular Council
meetings and will receive no compensating time for the same or time
worked over 40 hours per week.

Insurance Benefits
All employees will continue to be covered under the hospital-
medical-surgical insurance plan adopted by the City. Full cost of
employee coverage to be paid by the City. Cost of dependent coverage
to be paid by the employee. All regular employees will also receive a
$5,000 life insurance policy with the full cost of the premiums to be
paid by the City.
Sick Leave
All employees of the City shall be entitled to accumulate
one day of sick leave for each month of employment and allowed accumu-
lation of sick leave up to one hundred twenty (l20) days. Employees
shall bank an additional one-half (1/2) day per month after the accumu-
lation of the 120 days to be used only in cases of very prolonged
illnesses. Sick leave will be granted for actural sickness, temporary
physical disability, quarantine and death in the immediate family.
The City may require a doctor's certificate on sick leave claims of
three days or more.

Severance Pay
If an employee retires at age 65, or as otherwise provided by
law, or is forced to retire due to physical condition not allowing him
to continue gainful employment, but not if discharged or resigns by the
request of the City, after ten (10) years of service, they will receive
35% of unused sick leave, based on their then current hourly rate, as
severance pay. The one-half day per month accumulated after the 120
days, will not be considered for severance pay purposes.
Holidays
Holiday schedule will be as set down by Public Law 90-363
as follows:
New Year's Day - January 1st
Washington's Birthday - the third Monday in February
Memorial Day- the last Monday in May
Independence Day - Ju~y 4th
Labor Day - the first Monday in September
Columbus Day - the second Monday in October
Veterans' Day - the fourth Monday in October
Thanksgiving Day - the fourth Thursday in November
Christmas Day - December 25th

When New Year's Day, Independence Day or Christmas Day fall
on Saturday or Sunday, employees will be granted the Friday before or
the Monday following as a paid holiday.

to approve expenses for Richard Collins, James O'Connor and Patrick
Wilson to attend the League of Minnesota Municipalities school at

that Thomas Donahue be hired as an Engineering Aid at a monthly rate
of $660., six month probationary period, effective Jan~ary ll, 1971.

approve the Mayor's appointment of Councilmen Hallberg and Wilson to
the Planning Commission, as Council representatives. Ayes, all;
