HomeMy WebLinkAbout11-16-70 627 Hastings, Minnesota November 16, 1970 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, November 16, 1970 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Soleim, Novak, Kane, Driscoll, Mayer and Mayor Rotty. Members absent: Councilmen Hallberg, Christenson and Fischer 1 l Pursuant to an advertisement for bids for furnishing the City with one (1) New Ambulance, the following bids were received complying with the advertisement: Northern S & S sales, Inc., Minneapolis Freed Chevrolet, Hastings Bahls Motor & Implement, Hastings {$ 9 ,429 . 00 9,328.63 9,450.00 10,088.45 Chevrolet GMC Moved by Councilman Soleim, seconded by Councilman Fischer to hold over the award of this bid until the meeting of December 7, 1970 to allow the Public Safety Committee to examine the bids before awarding. Ayes, all; Nays, none. Moved by Councilman Driscoll, seconded by Councilman Kane to recess for 10 minutes at 8:10 P.M. Reconvened at 8:20 P.M. Ayes, all; Nays, none. Councilman Driscoll introduced the following resolution and moved its adoption: BIDS FOR ONE (1) USED CRAWLER TRACTOR & SCRAPER I WHEREAS, pursuant to an advertisement for bids for furnishing the City with One (1) Used Crawler Tractor and Scraper for the Sanitary Land Fill, the following bids were received complying with the advertise- ment: Ziegler, Inc., Minneapolis Hall Equipment Co., Minneapolis $19,000.00 19,700.00 WHEREAS, it appears that Ziegler, Inc. is the lowest responsible bidder, NOW THEREFORE, BE IT RESOLVED By the City Council of the City of Hastings, Minnesota: 1. The Mayor and City Clerk are hereby authorized and directed to enter into a contract 'with Ziegler, Inc. for the purchase of One (1) Used Crawler Tractor and Scraper, according to the specifications therefore approved by the City Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forewith to all bidders the deposits made with their bids, after a contract has been signed. Adopted by the City Council this 16th day of November, 1970. Moved by Councilman Soleim, seconded by Councilman Novak that the following amendment to the Ordinance entitled "AN ORDINANCE PROVIDING FOR SEWAGE SERVICE CHARGES AGAINST THE OWNERS OR OCCUPANTS OF PROPERTY NOW OR HEREAFTER CONNECTED WITH THE SEWERAGE SYS']EMOF THE CITY OF HASTINGS" pass its second reading amending Section C to read: The minimum charge for every sewer connection shall be $8.00 per quarter. Ayes, all; Nays, none. 628 Councilman Fischer came in at this time. Moved by Councilman Kane, 'seconded by Councilman Mayer to pass the second reading of an amendment to an ()rdinance entitled "AN ORDINANCE FIXING THE NET RATES TO BE CHARGED FOR GAS IN THE CITY OF HASTINGS, MINN- ESOTA AND DETERMINING SAID RATES TO BE FAIR, REASONABLE AND JUST". Ayes, all; Nays, none. Sontag Parcel #10268, Wl/2 of Lt. 2 & E 18ft. of Lt. 3; Blk. 32, Town of Hastings Addition Reduce assessed valuation from $1,408 to $198 for taxes payable in 1970. The house was condemned and unoccupied and of no value on assessment date. City of Hastings' Parcel #10653-56, Lts. 1, 2 & 3, Blk. 107, Town of Hastings Addition & SO. 10 ft. of Blk. 106, Town of Hastings Addition. Reduce assessed valuation from $3718 to nil for taxes payable in 1968. This property was purchased by the City of Hastings on Feb. 15, 1967 for establishment of sanitary sewer disposal plant and should be exempt for taxes payable in 1968. Angie Hetherington Parcel #10101, Mid 1/3 of Lt. 3, B1k. 13, Town of Hastings Addition. Reduce assessed valuation from $2874 to $2068 for taxes payable in 1969 & 1970. The building value of $15,500 should be correct as building was torn down wit~out wrecking permit. lJ St. Johnts Evangelical Lutheran Church Parcel #10469, Lts. 3 & 4, B1k. 64, Town of Hastings Addition Reduce assessed valuation from $548 to nil for taxes payable in 1970. Property purchased for church purposes on unrecorded contract for deed in November 1968 and should be exempt for taxes payable in 1970. PERSONAL PROPERTY Johnson's Jewelry, Inc. Reduce assessed valuation from $603 to $222 for taxes payble in 1970. Assessee did not file his personal property form so an arbi- trary assessment was made. After talking with the assessee and making a visual appraisal, I find the assessee to be over- assessed. Ben Case dba/ Case Iron Works Reduce assessed valuation from $100 to $50. The assessee did not file personal property form so an arbitrary ass~~s~ent was 'made. After reviewing the property I find that the property was over-valued. r-l l~ Moved by Councilman Fischer, seconded by Councilman Soleim to pass the first reading of an ordinance entitled"AN ORDINANCE REGULA- TING AND CONTROLLING THE USE OF SNOWMOBILES IN THE CITY OF HASTINGS". Ayes, all; Nays, none. Moved by Councilman Fischer, seconded by Councilman Mayer to vacate all of the utility easements as shown on the plat of Valley Manor Addition within the West 1/2 of the Southwest 1/4 of Section 28, Tl15N, R17W.
