The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, November 16, 1970 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Kane, Driscoll,
Mayer and Mayor Rotty.
Members absent: Councilmen Hallberg, Christenson and Fischer

Pursuant to an advertisement for bids for furnishing the City
with one (1) New Ambulance, the following bids were received complying
with the advertisement:

hold over the award of this bid until the meeting of December 7, 1970
to allow the Public Safety Committee to examine the bids before awarding.

Moved by Councilman Driscoll, seconded by Councilman Kane to
recess for 10 minutes at 8:10 P.M. Reconvened at 8:20 P.M. Ayes, all;
Nays, none.
Councilman Driscoll introduced the following resolution and
moved its adoption:
BIDS FOR ONE (1) USED CRAWLER TRACTOR & SCRAPER
I
WHEREAS, pursuant to an advertisement for bids for furnishing
the City with One (1) Used Crawler Tractor and Scraper for the Sanitary
Land Fill, the following bids were received complying with the advertise-
ment:
Ziegler, Inc., Minneapolis
Hall Equipment Co., Minneapolis
$19,000.00

WHEREAS, it appears that Ziegler, Inc. is the lowest responsible
bidder,
NOW THEREFORE, BE IT RESOLVED By the City Council of the City
of Hastings, Minnesota:
1. The Mayor and City Clerk are hereby authorized and directed
to enter into a contract 'with Ziegler, Inc. for the purchase of One (1)
Used Crawler Tractor and Scraper, according to the specifications therefore
approved by the City Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return
forewith to all bidders the deposits made with their bids, after a contract
has been signed.
Adopted by the City Council this 16th day of November, 1970.

Councilman Mayer seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, all; Nays, none.
Moved by Councilman Soleim, seconded by Councilman Novak that the
following amendment to the Ordinance entitled "AN ORDINANCE PROVIDING FOR
SEWAGE SERVICE CHARGES AGAINST THE OWNERS OR OCCUPANTS OF PROPERTY NOW OR
HEREAFTER CONNECTED WITH THE SEWERAGE SYS']EMOF THE CITY OF HASTINGS" pass
its second reading amending Section C to read: The minimum charge for
every sewer connection shall be $8.00 per quarter. Ayes, all; Nays, none.

the second reading of an amendment to an ()rdinance entitled "AN ORDINANCE
FIXING THE NET RATES TO BE CHARGED FOR GAS IN THE CITY OF HASTINGS, MINN-
ESOTA AND DETERMINING SAID RATES TO BE FAIR, REASONABLE AND JUST". Ayes,
all; Nays, none. '

the following abatements, as recommended by the County Assessor, be
approved: Ayes, all; Nays, none.

Reduce assessed valuation from $603 to $222
for taxes payble in 1970. Assessee did not
file his personal property form so an arbi-
trary assessment was made. After talking
with the assessee and making a visual
appraisal, I find the assessee to be over-
assessed.

Reduce assessed valuation from $100 to $50.
The assessee did not file personal property
form so an arbitrary ass~~s~ent was 'made.
After reviewing the property I find that
the property was over-valued.

TING AND CONTROLLING THE USE OF SNOWMOBILES IN THE CITY OF HASTINGS".

vacate all of the utility easements as shown on the plat of Valley Manor
Addition within the West 1/2 of the Southwest 1/4 of Section 28, Tl15N,
