HomeMy WebLinkAbout09-21-70 574 Hastings, Minnesota September 21, 1970 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, September 21, 1970 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Soleim, Novak, Kane, Hallberg, Christenson, Driscoll, Fischer, Mayer and Mayor Rotty. Members absent: None. Minutes of the last meeting were read and approved. Councilman Hallberg introduced the following resolution and moved its adoption: BE IT RESOLVED by the City Council of the City of Hastings, Minnesota that the following hours, fees and regulations be established for the City Sanitary Land-Fill Dump, effective October 19, 1970: Dump will be open as follows: Monday thru Thursday and Saturday Friday Sundays and Holidays 8:00 A.M. to 5:00 P.M. 8:00 A.M. to 8:00 P.M. Closed Resident Fees: $1.00 for Windshield Sticker (Good for calendar year) $1.00 per load for pick-up trucks and trailers Up to $6.00 for large trucks Dumping Permits must be purchased for trailers & trucks. Non-Resident Fees: $1.00 per load for a car $2.00 per load for pick-up trucks and trailers Collectors and industry will be charged and billed monthly at $6.00 per load. Councilman Fischer seconded the motion to adopt said resolution and the same-was passed by the following vote: Ayes, all; Nays, none. Moved by Councilman Fischer seconded by Councilman Novak that the City enter into an agreement with Mr. Roger Jensen of Municipal Ordin- ance Codifiers, Inc., Minneapolis to codify the City Ordinances for a fee of $7,900. This does not include printing costs. Ayes, all; Nays, none. Moved by Councilman Hallberg, seconded by Councilman Mayer to pass the first reading to amend an ordinance entitled"AN ORDINANCE CONCERN- ING THE COLLECTION AND DISPOSAL OF GARBAGE AND RUBBISH"as follows: Ayes, Councilmen Soleim, Novak, Kane, Hallberg, Christenson, Driscoll and Mayer; Nays, Councilman Fischer. Section 9: For single dwelling - $3.00 per month Moved by Councilman Soleim, seconded by Councilman Mayer to pass the third reading to amend Section 35 of an Ordinance entitled "AN ORDIN- ANCE REGULATING THE OPERATION OF VEHICULAR AND PEDES TRIAL TRAFFIC WITHIN THE CITY OF HASTINGS" to finally read as follows: Ayes, all; Nays, none. ---- The City Council of the City of Hastings does ordain: Section 35. Alleys. No person shall park a vehicle within an alley in such a manner or under such conditions as to leave available less than 10 feet of the width of the alley tr&veling aurface for free movement of vehicular traffic, except that persons loading or unloading merchandise to stores or other business establishments and like facilitites may, if necessary 575 to such loading or unloading, occupy a greater portion of the alley so long as the operator of the vehicle is in the immediate presence of the vehicle to allow moving of the vehicle when necessary for passage of other vehicles using the alley. Councilman Soleim introduced the following resolution and moved its adoption: WHEREAS, The City of Hastings has obtained the Commissioner's approval of the plans for the following Municipal State-Aid Street Projects: S.A.P. 30-129-02, located on Pleasant Drive from 23rd Street to Station 28 + 50 South consisting of Street Grading, Gravel Base, and Storm Sewer S.A.P. 30-129-03, located on Pleasant Drive from 19th Street to 15th Street, consisting of bituminous surfacing, concrete curb and gutter and concrete sidewalks AND WHEREAS, said City is prepared to proceed with the construc- tion of said projects by providing local funds to supplement the available funds in its Municipal State-Aid Street Account. ,---. AND WHEREAS, repayment of the funds so advanced by the Municipal- ity is desired in accordance with the provisions of Chapter 309, Laws of 1963. NOW THEREFORE BE IT RESOLVED That the Commissioner of Highways be and is hereby requested to approve this basis for financing said con- struction projects and to authorize repayments from the subsequent accruals to the Construction Account of Municipal State-Aid Street Fund for said City, within the limitations provided by law and at the times and in the amounts as herein indicated. Moved by Councilman Driscoll, seconded by Councilman Christenson to approve expenses for Joanne Proehl to attend -the University of Minne- sota course on Legal Education on October 6, 12, 20 & 27 and November 3, 10, 17 & 24, 1970. Ayes, all; Nays, none. Councilman Soleim introduced the following resolution and moved its adoption: RESOLUTION ACCEPTING WORK & ORDERING FINAL PAYMENT WHEREAS, pursuant to a written contract signed with the City of Hastings on the 20th day of April, 1970, Keys Well Drilling Company, having satisfactorily completed their share of the 1970 Improvement Program, 576 NOW THEREFORE BE IT RESOLVED by the City Council of the City of Hastings, Minnesota: The work completed under said contract is hereby accepted and approved, and BE IT FURTHER RESOLVED, that the City Clerk and Mayor are hereby directed to issue a proper order for final payment of $7,437.00 on such contract, taking the contractor's receipt in full. Adopted by the City Council this 21st day of September, 1970. Councilman Driscoll introduced the following resolution and moved its adoption: RESOLUTION ACCEPTING WORK & ORDERING FINAL PAYMENT WHEREAS, pursuant to a written contract signed ~ith the City of Hastings on the 20th day of April, 1970, Alexander Construction Co. having satisfactorily completed their share of the 1970 Improvement Program, NOW THEREFORE, BE IT RESOLVED By the City Council of the City of Hastings, Minnesota: The work completed under said contract is hereby accepted and approved, and BE IT FURTHER RESOLVED, that the City Clerk and Mayor are hereby directed to issue a proper order for final payment of $9,152.59 on such contract, taking the contractor's receipt in full. n Adopted by the City Council this 2lst day of September, 1970. D. McLean Construction Co. having satisfactorily completed their share of the 1970 Improvement Program, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL of the City of Hastings, Minnesota: [J The work completed under said contract is hereby accepted and approved, and BE IT FURTHER RESOLVED, that the City Clerk and Mayor are hereby directed to issue a proper order for the final payment of $71,135.72 on such contract, taking the contractor's receipt in full.
