The City Council of the City of Hastings, Minnesota met in a
regular meeting on Tuesday, September 8, 197Q at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Kane, Hallberg,
Christenson, Driscoll, Fischer, Mayer and
Mayor Rotty.

Minutes of the last meeting were read and approved.
Moved by Councilman Hallberg, seconded by Councilman Fischer
that an Ordinance entitled "AN ORDINANCE GOVERNING ZONING AND LAND USE
IN THE CITY OF HASTINGS, MINNESOTA" pass its first reading. Ayes, all;
Nays, none.
Councilman Hallberg introduced the following resolution and moved
it s adoption:
NOTICE OF PUBLIC HEARINGS
NEW HASTINGS ZONING ORDINANCE
The Hastings City Council is considering the passage of an en-
tirely new Hastings Zoning Ordinance which includes a Zoning Map. This
proposed Ordinance with Map has been recommended by the City Planning
Commission.
Passage of the proposed Ordinance and Map will affect all pro-
perty in the City.

The City Council and the City Planning Commission will hold a
Public Hearing on three evenings to allow all interested persons an oppor-
tunity tQ qe hear4. .
The text of the Ordinance and its applications to property EAST
of Vermillion Street will be discussed at Public Hearing September 28, 1970
at 7:30 o'clock P.M. at the City Hall.
The text of the Ordinance and its application to property WEST
of Vermill~on ~treet will be discussed at Public Hearing September 30, 1970
at 7:30 o'clock P.M. at the Hastings City Hall.
Further Public Hearing to review the entire Ordinance and Map
will be held at the Hastings City Hall October.7,. 1970 at 7:30 o'clock P.M.

Moved by Councilman Fischer, seconded by Councilman Driscoll to
pass the second reading to amend Section 35 of an Ordinance entitled "AN
ORDINANCE REGULATING THE OPERATION OF VEHICULAR AND PEDES TRIAL TRAFFIC
WITHIN THE CITY OF HASTINGS" as follows: Ayes, all; Nays, none.
Section 35. Alleys.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than 10 feet of the
width of the alley traveling surface for free movement of vehicular
traffic, except that persons loading or unloading merchandise to stores
or other business establishments and like facilities may, if necessary
to such loading or unloading, occupy a greater portion of the alley so
~ong as the operator of the vehicle is in the immediate presence of the
vehicle to allow moving of the vehicle when necessary for passage of

other vehicles using.~he alley.

Moved by Councilman Fischer, seconded by Councilman Mayer to
pass the third reading to amend an Ordinance entitled "AN ORDINANCE OF
THE CI',fY. OF HASTINGS, MINNESOTA ESTABLISHING REGULATIONS GOVERNING USE
OF THE HASTINGS CITY DUMP AND PROVIDING A PENALTY FOR VIOLATION THEREOF"
dated November 4, 1968 by amending Section 3 to finally read as follows:
Ayes, all; Nays, none.
"All persons, firms, a1;ld corporations, who are residents of the
City of Hastings, or who have permission to use said dump shall observe
any and all reasonable regulations which may be:prescribed from time to [
time by the City Council, by resolution, including but not limited to fees
for use of said facilities, hours of use, and kinds and amounts of refuse _,
material which may be deposited in said dump. Regulations adopted by the
City Council, by resolution, from time to time, shall be available at the
office of the City Clerk."
Moved by Councilman Hallberg, seconded 'by Councilma~ Mayer to
hold over the consideration of setting hours, fees and regulation for the
City Sanitary Land-Fill Dump. Ayes, all; Nays, none.
APPROVAL OF PRELIMINARY PLAT OF BEN SONTAG
Moved by Councilman Hallberg, seconded by Councilman Fischer to
give final approval of the preliminary plat of Mr. Ben Sontag for the
property described as follows, and that the plat be accepted and placed
on file in the City Clerk's office. Ayes, all; Nays, none.

Section 29, Tl15N, R17W
Councilman Soleim introduced the following resolution and moved
its adoption:
RESOLUTION FOR HEARING ON PROPOSED ASSESSMENTS

WHEREAS, by resolutions passed by theCity Council on May 5, 1969,
June 16, 1969 and February 16, 1970, the City Clerk and City Engineer were
directed to prepare a proposed assessment of the cost of the following
improvements:
1969 IMPROVEMENTS
East l8th Street and LeDuc Drive from T.H. 61 to State Hospital
Complete grading, gravel base construction, concrete curb and
gutter, concrete sidewalks and necessary storm drainage.

Area assessments for part of the above construction are proposed
to be levied against all or part of the property located within the follow-
ing described area:
Beginning at the Northwest corner of Section 29, Tl15N, R17W,
thence Easterly along the North line of said Section 29, 2640 feet more
or less to the North 1/4 corner of said Section 29, thence northerly
along the north-south 1/4 sectio~ line of Section 20, T1l5N, Rl7W to the
north-west corner of Lot 1, Block 1, Liddles Riverdale Addition, thence
southeaater1y along the northeasterly line of Lidd1es Riverda1e Addition
which line is located 200 feet northeast of the centerline of C.S.A.H.

AND WHEREAS, the Clerk has notified the Council that such pro-
posed assessments have been completed and filed in his office for public
inspection and the proposed amount to be assessed is $244,470.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HASTINGS,
MINNESOTA:

1. A hearing shall be held on the 5th day of October, 1970 at
7:00 P.M. in the City Hall to pass upon such proposed assessments and at
such time and place all persons owning property affected by such improve-
ments will be given an opportunity to be heard with reference to such
assessments.
2. The City Clerk is hereby directed to cause a notice of the
hearing on the proposed assessments to be published in the official news-
paper and he shall state in the notice the total cost of the improvement.
Adopted by the City Council this 8th day of September, 1970.

Councilman Novak seconded the motion to adopt said resolution and the same
was passed by the following vote: Ayes, all; Nays, none.
Moved by Councilman Novak, seconded by Councilman Fischer to
delete the approval o~ the On Sale and Su~dax Liquor License i~sued to
Stanley T. Horowicki dba/The Hastings House, 411 VE;!rmillion Street from
the Council minutes of June 1, 1970. Ayes, all; Nays, none.
Reverend Lester Fair presented plans for Senior Citizen housing.
Moved by Councilman Soleim, seconded by Councilman Kane that these plans
be referred to the Planning Commission. Ayes, all; Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Christenson
to approve a Sunday On Sale Liquor License for the Fraternal Order of
Eagles, 1220 Vermillion Street, effective immediately. Ayes, all; Nays,
none.
Moved by Councilman Fischer, seconded by Councilman Christenson
to appreve expenses for Clarence Latch to 'attend. the Fire Chief Fall
Conference in St. Paul on September 20 and 21, 1970. Ayes, all; Nays,
none.
Moved by Councilman Fischer, seconded by Councilman Soleim to
establish painted turn lanes and restricted parking along Pine Street
from West 10th Street to West 14th Street, in accordance with traffic
patterns established by the City Engineer. Ayes, all; Nays, none.
Moved by Councilman Fischer, seconded by Councilman Kane that
the bills as audited by approved and the City Clerk be instructed to issue
warrants for the same. Ayes,a11; Nays, none.
