August 3, 1970
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, August 3, 1970 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Hallberg, Driscoll,
Fischer, Mayer and Mayor Rotty.
Members absent:
Councilmen Kane and Christenson.

Minutes of the last meeting were read and approved.
Moved by Councilman Driscoll, seconded by Councilman Mayer to
approve a Popcorn License for Al Plaisted at 1205 Vermillion Street for
a period of one year beginning July 24, 1970. Ayes, all; Nays, none.
Moved by Councilman Hallberg, seconded by Councilman Fischer
to pass the second reading of an Ordinance entitled "AN ORDINANCE OF THE
CITY OF HASTINGS MAKING ILLEGAL THE ISSUANCE OF WORTHLESS CHECKS, AND
IMPOSING A PENALTY FOR VIOLATION THEREOF." Ayes, all; Nays, none.
Moved by Councilman Fischer, seconded by Councilman Hallberg to
pass the second reading of an Ordinance entitled "AN ORDINANCE TO ESTABLISH
AMBIENT AIR QUALITY STANDARDS AND AIR POLLUTION CONTROL REGULATIONS FOR
THE CITY OF HASTINGS, DAKOTA COUNTY, MINNESOTA" in accordance with Air
Pollution Control Regulations adopted by the Minnesota Pollution Control
Agency (MPCA) on July 3, 1969 and in accordance with Minnesota Statutes
1967; Section 116.07 the State of Minnesota Air Pollution Control (APC)
Regulations. Ayes, all; Nays, none.
Moved by Councilman Hallberg, seconded by Councilman Driscoll
to hold over, until August 17, 1970, the second reading to amend the
Ordinance entitled "AN ORDINANCE OF THE CITY OF HASTINGS, MINNESOTA ESTAB-
LISHING REGULATIONS GOVERNING USE OF THE HASTINGS CITY DUMP AND PROVIDING
A PENALTY FOR VIOLATION THEREOF" dated November 4, 1968 to allow the
City Council to set Dump hours, fees and regulations by resolution. Ayes,
all; Nays, none.

Moved by Councilman Driscoll, seconded by Councilman Hallberg
to approve the following partial payment for work performed on the 1970
Improvement Program: Ayes, all; Nays, none.
Alexander Construction Co. $14,699.62
Councilman Driscoll introduced the following resolution and
moved its adoption:
RESOLUTION ACCEPTING WORK & ORDERING FINAL PAYMENT
WHEREAS, pursuant to a written contract signed with the City of
Hastings on the 20th day of April, 1970, Marvin Rehbein Contracting, Inc.
having satisfactorily completed their share of the 1970 Improvement Program,
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Hastings, Minnesota:
The work completed under said contract is hereby accepted and
approved, and
BE IT FURTHER RESOLVED, that the City Clerk and Mayor are hereby
directed to issue a proper order for the final payment of $4,597.37 on
such contract, taking the contractor's receipt in full.

National Academy Retraining Session on August 5 thru 7, 1970 at Bismarck,
North Dakota. Ayes, all; Nays, none.

the following wage scale be set effective August 1, 1970: Ayes, all;
Nays, none.
