HomeMy WebLinkAbout07-20-70 546 Hastings, Minnesota July 20, 1970 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, July 20, 1970 at 8:00 o'clock P.M. in the Council Chambers of the City Hall. Members present: Councilmen Soleim, Novak, Kane, Hallberg, Christenson, Driscoll, Fischer and Mayor Rotty. Members absent: Councilman Mayer. ----., Minutes of the last meeting were read and approved. Moved by Councilman Hallberg, seconded by Councilman Driscoll to delete the first and second readings on June 15 and July 6, 1970 of and amendment to an Ordinance entitled "AN ORDINANCE OF THE CITY OF HASTINGS, MINNESOTA, ESTABLISHING REGULATIONS GOVERNING USE OF THE HASTINGS CITY DUMP AND PROVIDING A PENALTY FOR VIOLATION THEREOF". The reason for deletion ~ that the City Council desires to set the hours, fees and regulations of the City Dump by resolution. Ayes, all; Nays, none. Moved by Councilman Fischer, seconded by Councilman Christenson to pass the first reading of an Ordinance entitled "AN ORDINANCE OF THE CITY OF HASTINGS MAKING ILLEGAL THE ISSUANCE OF WORTHLESS CHECKS, AND IMPOSING A PENALTY FOR VIOLATION THEREOF." Ayes, all; Nays, none. Moved by Councilman Driscoll, seconded by Councilman Fischer to approve the following partial payments for work performed on the 1970 Improvements Program: Ayes, all; Nays, none. McLean Construction Co. $14,683.90 40,768.65 Moved by Councilman Hallberg, seconded by Councilman Kane that Phila Matsch be hired as a full-time Water Department Clerk at a monthly rate of $490.00 effective August 1, 1970. Ayes, all; Nays, none. -- I I The City Council and the Teamsters Union Local #664 reached an impasse on a wage scale for the Police Department of the City. John Skeate, Business Representative of Local #664 is requesting adjustment panel proceedings as set forth under Minnesota Statutes, Section 179.57, and has appointed Mr. Alexander Gallus as their representative on the panel. Moved by Councilman Soleim, seconded by Councilman Fischer that Cyrus F. Smythe be appointed to the adjustment panel as the City of Hastings representative. Ayes, all; Nays, none. Moved by Councilman Fischer, seconded by Councilman Hallberg to pass the first reading of an Ordinance entitled "AN ORDINANCE TO ESTABLISH AMBIENT AIR QUALITY STANDARDS AND AIR POLLUTION CONTROL REGULATIONS FOR THE CITY OF HASTINGS, DAKOTA COUNTY, MINNESOTA" in accordance with Air Pollution Control Regulations adopted by the Minnesota Pollution Control Agency (MPCA) on July 3, 1969 and in accordance with Minnesota Statutes 1967; Section 116.07 the State of Minnesota Air Pollution Control (APC) Regulations. Ayes, all; Nays, none. Moved by Councilman Hallberg, seconded by Councilman Fischer to pass the first reading of an amendment to an Ordinance entitled "AN ORDIN- ANCE OF THE CITY OF HASTINGS, MINNESOTA, ESTABLISHING REGULATIONS GOVERN- ING USE OF THE HASTINGS CITY DUMP AND PROVIDING A PENALTY FOR VIOLATION THEREOF"dated November 4, 1968 to allow the City Council to set Dump hours, fees and regulations by resolution. Ayes, all; Nays, none. ----., I Moved by Councilman Fischer, seconded by Councilman Kane to approve expenses for Walter Petersen, Chairman of the Planning Commission, John Davidson, City Engineer and the Recreation Committee to attend a Special Workshop for Outdoor Recreation Grant Programs at Bloomington on July 31, 1970. Ayes, all; Nays, none. Mr. Gordon Oehrlein approached the City Council in regards to opening the Truax Grocery Store on West 4th Street. The City Clerk indicated 547 that this had not been brought before the Council since a petition for 75% adequacy was required and the petition originally circulated was only 50% adequate. The City Attorney then stated that the second method of sub- mitting a petition was by a sole owner, which was done by Mr. Oehrlein. This petition is now before the Council. Moved by Councilman Hallberg, seconded by Councilman Fischer that an informal hearing be held on August 17, 1970 at 7:00 o'clock P.M. and that all persons within a two block radius of the property involved, which is Lot 2, Block 27, Addition 13, be notified of the hearing. Ayes, all; Nays, none. I Moved by Councilman Fischer, seconded by Councilman Driscoll that the bills as audited be approved and the City Clerk be instructed to issue warrants for the same.
