The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, July 6, 1970 at 8:00 o'clock P.M. in the Council
Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Hallberg, Christenson,
Driscoll, Fischer, Mayer and Mayor Rotty.
Members absent: Councilman Kane.

Minutes of the last meeting were read and approved.

Moved by Councilman Hallberg, secorided by Councilkan Novak that
an Ordinance entitled "AN ORDINANCE FOR THE PURPOSE OF PROMOTING HEALTH,
SAFETY, ORDER, CONVENIENCE AND GENERAL WELFARE BY REGULATING THE USE OF
LAND, THE LOCATION, SIZE, USE AND HEIGHT OF BUILDINGS, THE ARRANGEMENT OF
BUILDINGS ON LOTS, THE DENSITY OF POPULATION AND DESIGNATING THE BOUNDARIES
OF DISTRICTS FOR SAID PURPOSES WITHIN THE CITY OF HASTINGS, MINNESOTA, ALL
IN ACCORDANCE WITH A COMPREHENSIVE PLAN" dated August 6, 1956 be amended
by the rezoning of the following property from Residential 1 to Residential
3 provided that, no buildings shall be constructed on any part of the re-
zoned tract until that part of the tract is platted, pass its third reading
to finally read as follows: Ayes, all; Nays, none.
TRACT A
All that part of the south 1/2 of the northeast 1/4 of Section 29, Tl15N,
R17, except the following described tracts:

Commencing at a point on the south line of the northeast 1/4 Section 29,
Tl15, R17, 510.0 feet west of the east 1/4 corner of said section thence
north and parallel to the east line of said section distance 280.0 feet to
the point of beginning; thence west and parallel to the south line of said
section distance 150.0 feet; thence south and parallel to the east line of
said section to its intersection with the south line of the north 1/2 of said
section; thence west along said line distance 320.85 feet; thence north and
parallel to the east line of said section to the north line of the south
280.0 feet of the south 1/2 of the northeast 1/4 of said section; thence
N 00 19' 00" W distance 149.75'; thence easterly 34.91 feet along a curve
concave to the north having a radius 1001.55 feet; and a central angle of
10 59' 50"; thence N 890 19' 00" E on tangent distance 46.04 feet; thence
easterly 404.80 feet along a tangent curve concave to the south having a
radius of 841.35 feet and a central angle of 290 41' 00"; thence southerly
70.25 feet along a curve concave to the east having a radius 287.34 feet
and a central angle of 140 00' 25"; thence south on tangent distance 59.83
feet to the point of beginning.

thence east along the south line of the north 1/2 of the northeast 1/4 to
its intersection with the centerline extension of Pleasant Avenue to the
actual point of beginning;'thence north and parallel with the west line of
the northeast 1/4 of said section distance 70.0 feet; thence northeasterly
along a curve concave to the east having a tangent of 100.0 feet and a
central angle of 560 30' 00"; thence northeasterly on tangent a distance
of 585.0 feet; thence deflecting ot the right 900 distance 290.0 feet; thence
south and parallel to the west line of the northeast 1.4 of said section
along a line to its intersection with the south line of the north 1/2 of
the northeast 1/4 of said section; thence west along said line to the point
of beginning.
TRACT D
Beginning at the southwest corner of the northeast 1/4 of said section;
thence east along the south line of the north 1/2 of the northeast 1/2
to its intersection with the centerline extension of Pleasant Avenue; thence
north and parallel with the west line of said northeast 1/4 distance 70.0
feet; thence northeasterly along a curve concave to the east having a tan-
gent of 100.0 feet and a central angle of 560 30' 00"; thence northeasterly
on a tangent distance of 1500.0 feet; thence northerly along a tangent curve,

Subject to any easements of records now on file and easements for roadway
purposes for public use as indicated by the City of Hastings.

WHEREAS, a petition to vacate State Street between Trunk Highway
No. 55 and West Seventh Street has been duly filed, published notice given
and a public hearing held all as required by the City Charter; and
WHEREAS, it now appears that it is in the best interests of the
City that the street not be vacated as it will be required when the area
is further developed; and
WHEREAS, the street, as presently existing is not now needed;
NOW, THEREFORE, BE IT RESOLVED:by the City Council of the City
of Hastings, Minnesota:
1. That the street not be vacated at this time.
2. That the traveled portion of the street be closed to traffic
under the supervision of the City Engineer.
3. That the street remain closed until further order of the
City Council.

that Andrew Zajac, having achieved a Class A Certification for Treatment
Plant Operator, be given ft $50.00 per month increase effective May 1, 1970.

The City Clerk read a letter from the Police Civil Service Commi-
sion, signed by the Chairman, Ted Riches recommending that Samuel A. Soren-
son by appointed as Patrolman for the City of Hastings Police Department
effective July 1, 1970 at a rate of $660. per month. Ayes, all; Nays,
none.

the following hourly rates be paid for Swimming Pool employees for the

RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR BIDS
BE IT RESOLVED, By the City Council of Hastings, Minnesota as
follows:
That it is advisable, expedient, and necessary that the City of
Hastings construct the following:
Well Pump and Pump House and appurtenances thereto on the three
and one-half acre site of the ground storage tank on T.H. 55, as are fully
described in the plans and specifications on file with the City Clerk of
Hastings, Minnesota;

AND WHEREAS, Pursuant to a resolution duly passed on the 19th
day of January, 1970, the City Engineer has prepared plans and specifica-
tions for said improvements and has presented such plans and specifications
to the City Council of Hastings, Minnesota for its approval;
NOW THEREFORE, BE IT RESOLVED, By the City Council of Hastings,
Minnesota:
1. That such plans and specifications, a copy of which plans
and specifications are on file in the office of the City Clerk of Hastings,
Minnesota, and which plans and specifications are made a part hereof by
reference herein, are hereby approved.
2. That the City Clerk shall prepare and cause to be inserted in
the official newspaper an advertisement for bids upon the making of such
improvements under such approved plans and specifications. The advertise-

ment shall be published one week and shall specify the work to be done
and shall state that the bids will be received by the City Clerk of the
City of Hastings, Minnesota until 2:00 o'clock P.M., Thursday, August 6,
1970, and be opened at this time, and be awarded at 8:00 o'clock P.M. on
Monday, August 17, 1970 in the Council Chambers of the City Hall. No
bids will be considered unless sealed and filed with the City Clerk and
accompanied by a cash depository, cashier's check, bid bond or certified
check payable to the City Clerk for five percent (5%) of the amount of
such bid.
