June 1, 1970
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, June 1, 1970 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Kane, Hallberg,
Christenson, Driscoll, Fischer, Mayer and
Mayor Rotty.
Members absent: None.

Minutes of the last meeting were read and approved.
Councilman Soleim introduced the following resolution and moved
its adoption:
RESOLUTION ACCEPTING BID - DELIVERY OF GASOLINE
WHEREAS, pursuant to an advertisement for bids for tank wagon and
station delivery of regular and premium gasoline, bids were received, opened
and tabulated according to law and the following bids were received comply-
ing with the advertisement:

NOW THEREFOR BE IT RESOLVED BY The City Council of Hastings:
1. That Erickson Oil Company be awarded the contract for Station
Delivery of Premium Gasoline and Local Oil Company be awarded the contract
for Bulk Delivery of Regular Gasoline for one year beginning July 1, 1970,
as being the lowest bidders.
2. The Mayor and City Clerk are hereby authorized and directed to
enter into a contract with Erickson Oil Products and Local Oil Company for
Premium Station Delivery and Regular Bulk Delivery, respectively, according
to the specifications therefore approved by the City Council and on file in
the office of the City Clerk.
Adopted by the City Council this 1st day of June, 1970.

Councilman Fischer seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, all; Nays, none.
At the last regular meeting of the City Council of May 18, 1970,
it was reported that a formal hearing had not been held on the property
to be assessed for the improvement of East 18th Street. Accordingly, the
Council set a hearing thereon for July 15, 1970. Since the last meeting
it has been determined that a formal hearing has, in fact, been held on

April 21, 1969 and continued on May 5, 1969. Thus the hearing scheduled
for July 15, 1970 is not necessary. Moved by Councilman Driscoll,
seconded by Councilman Christenson to recind the motion at the prior
meeting setting a hearing for July 15, 1970. Ayes, all; Nays, none.
The City Clerk presented affidavits for a notice of Public
Hearing for the vacation of the following public street:
State Street between T.H. 55 and West Seventh Street
Moved by Councilman Kane, seconded by Councilman Fischer that
the hearing be continued to July 6, 1970 at 8:00 o'clock P.M. Ayes, all;
Nays, none.

that the third reading to rezone the Leo Schumacher property from Resi-
dential 1 to Residential 3 be held over until a final plat is received.
Ayes, Councilmen Soleim, Novak, Kane, Hallberg, Driscoll, Fischer and
Mayer; Nays, Councilman Christenson. Motion carried.
Moved by Councilman Driscoll, seconded by Councilman Kane to
pass the third reading of an Ordinance entitled AN ORDINANCE ESTABLISHING
FIRE EMERGENCY LANES". Ayes, all; Nays, none.
The City Council of the City of Hastings does ordain:
The Fire Chief is hereby authorized to order the establishment
of fire lanes on public or private property as may be necessary in order
that the travel of fire equipment may not be interfered with, and that
access to fire hydrants or buildings may not be blocked off. When a
fire lane has been ordered to be established, it shall be marked by a
sign bearing the words "No Parking - Fire Lane: or a similar message.
When the fire lane is on public property or a public right-of-way, the
sign or signs shall be erected by the City, and when on private property,
they shall be erected by the owner at his own expense within 30 days
after he has been notified of the order. Thereafter no person shall park
a vehicle or otherwise occupy or obstruct the fire lane.
Penalty - Any person violating any provision of this ordinance,
or of any code or standard referred to herein, or any order made pur-
suant thereto, shall be guilty of a misdemeanor-and subject to a fine
not exceeding $100, or imprisonment for a period not exceeding 90 days
with costs of prosecution in either case to be added. Each day's viola-
tion after notice thereof shall constitute a separate offense.

Separability - Should any section, paragraph, sentence or word
of this ordinance or of any code or standard referred to herein be de-
clared invalid for any reason by a court of competent jurisdiction, such
decision shall not affect the validity of the ordinance, code or standard
as whole or any part thereof other than the part so declared to be invalid.
This ordinance shall be in full force and affect upon adoption
and publication thereof.

RESOLUTION
WHEREAS the City has been negotiating with representatives for
the Hastings Police Department regarding wages and related matters,
AND, WHEREAS agreement has not been reached,
AND, WHEREAS it appears to be in the best interest of the City
and the employees of the Police Department to put into effect the follow-
ing pay schedule and related matters,

INSURANCE BENEFITS
All employees will continue to be covered under the hospital-

medical-surgical insurance plan adopted by the City. Full cost of
employee coverage to be paid by the City. Cost of dependent coverage
to be paid by the employee. All regular employees will also receive a
$5,000 life insurance policy with the full cost of the premiums to be
paid by the City.
Unifom Allowance

Uniform allowance for a new employee will be set at $100. for
leather goods and weapons and $250. for clothing allowance for the first
year. Equipment shall remain the property of the City until after the
six month probationary period. Clothing allowance after the first year will
Sick Leave and be $162.50 per year.
Other Leave of Absence
All employees of the City shall be entitled to accumulate one
day of sick leave for each month of employment and allowed accumulation
of sick leave up to one hundred twenty (120) days. Employees shall bank
an additional one-half (1/2) day per month after the accumulation of the
120 days to be used only in cases of very prolonged illnesses. Sick
leave will be granted for actual sickness, temporary physical disability,
quarantine and death in the immediate family. The City may require a
doctor's certificate on sick leave claims of three days or more.
Severance Pay
If an employee retires at age 65, or as otherwise provided by
law, or is forced to retire due to physical condition not allowing him
to continue gainful employment, but not if discharged or resigns by the
request of the City, after ten (10) years of service, they will receive
35% of unused sick leave, based on their then current hourly rate, as
severance pay. The one-half day per month accumulated after the 120
days, will not be considered for severance pay purposes.

BE IT FURTHER RESOLVED that other related matters not listed in
the foregoing paragraphs shall remain the same as in 1969 with the Police
Department.

Beverly Cochran be hired as part-time secretary for the Engineering depart-
ment effective May 26, 1970 at an hourly rate of $2.35. Ayes, all; Nays,
none.

that Ben Sontag's plat of 40 acres in the SE 1/4 of the SW 1/4 of Section
29, Tl15, R17 be referred to the Planning Commission. Ayes, all; Nays,
