March 16, 1970
The City Council of the City of Hastings, Minnesota met in a regu-
lar meeting on Monday, March 16, 1970 at 8:00 o'clock P.M. in the Council
Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Kane, Hallberg,
Christenson, Driscoll, Gunderman and Mayor Rotty.
Members absent: Councilman Fischer.
Minutes of the last meeting were read and approved.
Moved by Councilman Novak, seconded by Councilman Christenson to
pass the first reading to revoke an Ordinance entitled "AN ORDINANCE CREATING
AND ESTABLISHING A WATER HYDRANT RENTAL". Ayes, all; Nays, none.
Moved by Councilman Kane, seconded by Councilman Novak to pass the
first reading to amend Section 7 of an Ordinance entitled "AN ORDINANCE LICEN-
SING AND REGULATING THE SALE OF INTOXICATING LIQUORS WITHIN THE CITY OF
HASTINGS, DAKOTA COUNTY, MINNESOTA, REPEALING INCONSISTENT ORDINANCES AND
PROVIDING A PENALTY FOR THE VIOLATION THEREOF" to conform with 8: 00 0' clock
P.M. closing of Off Sale Liquor establishments. Ayes, all; Nays, none.
Moved by Councilman Christenson, seconded by Councilman Hallberg
that a $5.00 discount on ambulance bills paid within 10 days of the billing
date should be allowed, and this be made a part of the ambulance rate schedule
as set in the minutes of June 17, 1968. Ayes, all; Nays, none.
Moved by Councilman Soleim, seconded by Councilman Kane that the
Riviera Theatre be granted a theatre license for one year beginning April 1,
1970 for a fee of $50.00. Ayes, all; Nays, none.
Moved by Councilman Christenson, seconded by Councilman Driscoll
to grant gas fitters licenses to O'Connor Kranz, Hastings Hardware and the
Central Natural Gas Co. for one year beginning April 1, 1970 for a fee of
$15.00 each. Ayes, all; Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Hallberg that
the annual Financial Statement for the fiscal year ended December 31, 1969
for the City of Hastings as prepared by the City Clerk be and hereby is
accepted. Ayes, all; Nays, none.
The International Union of Operating Engineers Local 49 and the
Teamsters Union Local 664 petitioned the State Labor Conciliator to act in
a dispute with the City of Hastings.
Pursuant to these petitions, conferences have been scheduled to be
held in the Hastings City Hall.
Minnesota Statutes 179.52 obligates both parties to meet in good
faith with the Labor Conciliator in an attempt to reach a settlement to these
disputes.
Moved by Councilman Novak, seconded by Councilman Gunderman that
Wallace H. Erickson, Administrator, Clerk-Treasurer and Donald Fluegel, City
Attorney be appointed bargaining agents for the City of Hastings. Ayes, all;
Nays, none.
Moved by Councilman Soleim, seconded by Councilman Kane that the
City consent to the assignment by Martin Judge and Eleanor Mary Judge, his
wife, of the vendors' interest and lessee's interest in that certain contract
for deed and lease between Martin Judge and Eleanor Mary Judge, his wife, as
vendors, and lessees, and the City of Hastings, as vendee and lessor, dated
February 15, 1967 which assignment is from Martin Judge and Eleanor Mary
Judge to Judge's Electric & Refrigeration, Inc"a Minnesota Corporation. Ayes,
all; Nays, none.
Moved by Councilman Hallberg, seconded by Councilman Kane that the
City consent to the assignment by Bernard M. Husting to Husting Engstrom, Inc.,
a Minnesota Corporation, of the lessee's interest in that certain lease between
Bernard M. Husting as lessee and the City of Hastings, as lessor dated Febru-
ary 2, 1970. Ayes, all, Nays, none.

Moved by Councilman Hallberg, seconded by Councilman Soleim to pass
the first reading of an Ordinance of the City of Hastings entitled "AN ORDIN-
ANCE SPECIFYING TYPES OF LOClS ACCEPTABLE FOR USE ON APAR'lMENT, HOTEL AND
MOTEL DOORS". Ayes, all; Nays, none.
Moved by Councilman Hallberg, seconded by Councilman Christenson
that, due to the failure of one of the members of the Planning Commission to
attend meetings as required by the Ordinance governing the Planning Commission,
a vacancy be and hereby is declared to exist in the Planning Commission, and
persons interested in applying for appointment to fill said vacancy shall so
indicate in writing to the City Clerk prior to April 1, 1970. Ayes, all;
Nays, none.
Moved by Councilman Gunderman, seconded by Councilman Driscoll
that the bills as audited be approved and the City Clerk be instructed to
issue warrants for the same. Ayes, all; Nays, none.
