February 2, 1970
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, February 2, 1970 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Kane, Christenson,
Driscoll, Fischer, Gunderman and Mayor Rotty.
Members absent:
Councilman Hallberg.

Minutes of the last meeting were read and approved.
The City t1erk presented affidavits showing the due publication
of. the notice of a Public Hearing for the zoning of property, pursuant to
an Ordinance entitled "AN ORDINANCE FOR THE PURPOSE OF PROMOTING HEALTH,
SAFETY, ORDER, CONVENIENCE AND GENERAL WELFARE BY REGULATING THE USE OF
LAND, THE LOCATION, SIZE, USE AND HEIGHT OF BUILDINGS, THE ARRANGEMENT OF
BUILDINGS ON LOTS, THE DENSITY OF POPULATION AND DESIGNATING THE BOUNDARIES
OF DISTRICTS FOR SAID PURPOSES WITHIN THE CITY OF HASTINGS, MINNESOTA, ALL
IN ACCORDANCE WITH A COMPREHENSIVE PLAN" dated August 6, 1956 as hereinafter
described to Residential 3:
Lots 1 to 14 inclusive, and that portion of Lot A adjacent
to Lots 9 and 10, King Midas Addition, except the North 35
feet of the West 150 feet of Lot 1.
All persons present were given an opportunity to be heard in refer-
ence to the zoning. When no one appeared, the Mayor declared the Public
Hearing closed.
Moved by Councilman Fischer, seconded by Councilman Gunderman to
pass the first reading on the zoning of the above described property. Ayes,
all; Nays, none.
Moved by Councilman Fischer, seconded by Councilman Novak that
the City Clerk be and hereby is authorized and directed to advertise for
bids for the following equipment, specifications on file in the City Clerk's
Office, bids to be opened February 16, 1970 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall. Ayes, all; Nays, none.

Three (3) 1970 Model Squad Cars for the Police Department.
Councilman Gunderman introduced the following resolution and
moved its adoption:
RESOLUTION ON T.H. 291 (E. 18th ST.)
WHEREAS the Commissioner of Highways has prepared plans, special
provisions and specifications for the improvement of a part of Trunk High-
way Number 291 renumbered as Trunk Highway Number 291 within the corporate
limits of the City of Hastings from T.H. 61 to the Hastings State Hospital
and
WHEREAS said plans are on file in the office of the Department
of Highways, Saint Paul, Minnesota, being marked, labeled, and identified
as S.P. 1924-02; and
WHEREAS said special prov~s~ons are on file in the office of the
Department of Highways, Saint Paul, Minnesota, being marked, labeled and
identified as S.P. 1924-02, which, together with the Minnesota Department
of Highways Specifications for Highway Construction, dated January 1, 1968
and supp1imented July 1, 1969, on file in the office of the Commissioner
of Highways, constitute the specifications for said improvement of Trunk
Highway Number 291 renumbered as Trunk Highway Number 291; and

WHEREAS copies of said plans and special provisions as so marked,
labeled and identified are also on file in the office of the City Clerk; and
WHEREAS the term "said plans and special provisions" as herein-
after used in the body of this resolution shall be deemed and intended to
mean, refer to, and incorporate the plans and special provisions in the

foregoing recitals particularly identified and described.
NOW, THEN, BE IT RESOLVED that said plans and special prov~s~ons
for the improvement of Trunk Highway 291 renumbered as Trunk Highway Number
29l within the limits of the City of Hastings be and hereby approved.
BE IT FURTHER RESOLVED THAT the elevations and grades as shown
in said plans and special provisions be and they are hereby approved and
consent is hereby given to any and all changes in grade occasioned by the
construction of said Trunk Highway Number 291 renumbered as Trunk Highway
Number 291 in accordance with said plans and special provisions.
Adopted by the City Council this 2nd day of February, 1970.

Councilman Christenson seconded the motion to adopt said resolu-
tion and the same was passed by the following vote: Ayes, all; Nays, none.
Moved by Councilman Novak, seconded by Councilman Fischer to
approve expenses for Wallace H. Erickson, Leone Melby and Joanne Cobian to
attend the University of Minnesota Clerks and Finance Officers School on
March l2 and 13, 1970 in Minneapolis. Ayes, all; Nays, none.
Moved by Councilman Fischer, seconded by Councilman Novak that
the bills as audited be approved and the City Clerk be instructed to issue
warrants for the same. Ayes, all; Nays, none.
