January 19, 1970
The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, January 19, 1970 at 8:00 o'c1ock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Soleim, Novak, Christenson, Hallberg,
Driscoll, Fischer, Gunderman and Mayor Rotty.
Members absent:
Councilman Kane.
Minutes of the last meeting were read and approved.

Councilman Hallberg introduced the following resolution and moved
its adoption:
BIDS FOR ONE (1) ONE-HALF TON PICK-UP TRUCK
WHEREAS, pursuant to an advertisement for bids for furnishing the
City with one (1) One-half Ton Pick-Up Truck for the Waste Water Treatment
Plant, the bids were received complying with the advertisement:

WHEREAS, it appears that Schneider Motor & Implement Company is
the lowest responsible bidder,
NQW THEREFORE BE IT RESOLVED BY THE CITY COUNCI~ OF HASTINGS:
The Mayor and City Clerk are hereby authorized and directed to
enter into a contract with Schneider Motor & Implement for the purchase of
one (1) One-Half Ton Pick-Up Truck, according to the specifications therefore
approved by the City Council and on file in the office of the City Clerk.
The City Clerk is hereby authorized and directed to return forth-
with to all bidders the deposits made with their bids, after a contract has
been signed.
Adopted by the City Council this 19th day of January, 1970.

Councilman Fischer seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, all; Nays, none.
Councilman Gunderman introduced the following resolution and
moved its adoption:

WHEREAS, pursuant,to an advertisement for bids for furnishing the
City with one Two-Way Radid System for the Street Department, the following
bids were received complying with the advertisement:
Motorola Communications $3,398.90
General Electric Corporation 3,443.00
WHEREAS, it appears that Motorola Communications is the lowest
responsible bidder,

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HASTINGS:
The Mayor and City Clerk are hereby authorized and directed to
enter into a contract with Motorola Communications for the purchase of one
Two-Way Radio System according to the specifications therefore approved by
the City Council and on file in the office of the City Clerk.
The City Clerk is hereby authorized and directed to return forth-
with to all bidders the deposits made with their bids, after a contract
has been signed.

RESOLUTION - NOTICE OF HEARING ON ZONING
Notice is hereby given that the City Council of Hastings, Minne-
sota will meet in the Council Chambers of the City Hall at 8:00 o'c1ock
P.M. on Monday, February 2, 1970 for the purpose of:
An Amendment to Section 6 of "AN ORDINANCE FOR THE PURPOSE OF
PROMOTING HEALTH, SAFETY, ORDER, CONVENIENCE AND GENERAL WELFARE BY REGU-
LATING THE USE OF LAND, THE.LOCATION, SIZE, USE AND HEIGHT OF BUILDINGS,
THE ARRANGEMENT. OF BUI~DING5), THE DENSITY OF POPULATION AND DESIGNATING
THE BOUNDARIES OF HASTINGS, MINNESOTA, ALL IN ACCORDANCE WITH A COMPREHEN-
SIVE PLAN", passed and adopted August 6, 1956, zoning the following property
to Residential 3:
Lots 1 to 14 inclusive, and that portion of Lot A adjacent
to Lots 9 and 10, King Midas Addition, except the North 35
feet of the West 150 feftt of Lot 1.

Councilman Driscoll seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, all; Nays, none.
Councilman Driscoll introduced the following resolution and
moved its. adoption:
RESOLUTION ACCEPTING WORK
WHEREAS, pursuant to a written contract signed with the City of
Hastings on the 26th day of May, 1969, Bituminous Surface Treating Company
having satisfactorily completed their share of the 1969 Improvement Program,
NOW THEREFORE BE IT RESOLVED, by the. City Council of the City
of Hastings, Minnesota:
The work'comp1eted under said contract is hereby accepted and
approved. The final payment on this contract in the amount of $31.,249.55
was paid on October 20, 1969, taking the contractor's receipt in fu1~.
Adopted by the City Council this 19th day of January, 1970.

to R1:S0LU1ION RECEIVING PRELIMINARY REPORT AND
SETTING PUBLIC HEARING ON PROPOSED IMPROVEMENTS
WHEREAS, a preliminary report has been prepared by the City
Engineer with respect to the improvements described in the Notice of Hearing
hereinafter set forth, and
WHEREAS, said Engineer have advised this Council that the afore-
said improvement is feasible and should be made as proposed in the Notice
of Hearing thereon, and

WHEREAS, the Council considers it expedient to make the follow-
ing listed improvements,
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Hastings, Minnesota, as follows:
1. Said Feasibility Reports are hereby accepted and approved.
2. Said improvements are hereby combined and designated 1970
Improvements and shall be undertaken pursuant to the pro-
visions of Chapter 429, Minnesota Statutes 1961.
3. A Public Hearing relative to said improvements will be held
on February 16, 1970 at 7:00 o'clock P.M. in the Council
Chambers of the City Hall for the consideration of said
improvements, the nature of which, the estimated cost
thereof, the area proposed to be assessed therefore, are
described in the Notice of Hearing which shall be in
substanti~lly the following form and is made a part thereof.

The Council proposes to assess all or part of the cost for such
improvements against every lot, piece or parcel of land abutting upon
said improvements according to the special benefits received without re-
gard to cash valuation.
The estimated cost of said improvements is $499,700. (~~~~u~~~~)
Persons desiring to be heard in reference to the proposed
improvements may be heard at said time and place.

Dated this 19th day of January, 1970.
The City Clerk is hereby authorized and directed to cause said
notice to be given two publications in the official newspaper and to give
mailed notice to every property owner whose property is benefited by said
improvements. Such publications shall be one week apart and at least
three days shall elapse between the last publication and the date of
hearing. Mailed notice shall be given not less than 10 days before the
hearing, pursuant to provisions of Section 429.031, Minnesota Statutes
1961.

invest $100,000. from the Improvement Bonds of 1969 Construction Account
with the First National Bank of Hastings in Federal National Mortgage
Association securities. Ayes, all; Nays, none.
Moved by Councilman Driscoll, seconded by Councilman Gunderman
that the following permanent transfers be made as set in the 1970 Budget:

Moved by Councilman Gunderman, seconded by Councilman Hallberg
to approve the following 1970 monthly transfers to provide funds for pay-

Moved by Councilman Novak, seconded by Councilman Driscoll to
approve the Mayor's appointment of Werner Fasbender to the Police Civil
Service Commission. Ayes, all; Nays, none.
Moved by Councilman Gunderman, seconded by Councilman Fischer
that the Hastings State Hospital connection to the City of Hastings sewer
system be approved, and that the engineer would proceed with feasibility
studies for' this connection, subject to agreement with the present admin-
istration of the State Hospital facility. Ayes, all; Nays, none.
Moved by Councilman Hallberg, seconded by Councilman Gunderman

that the Engineer proceed with feasibility reports for a well, pump and
pump house to be constructed on the high pressure system in the area of
the ground storage tank on T.H. 55oto be constructed during the 1970
construction program. Ayes, all; Nays, none.
Moved by Councilman Soleim, seconded by Councilman Fischer that
the City establish a policy of paying 50% of the cost of sidewalks, the
remaining 50% to be assessed against the property. Ayes, Councilmen Soleim,
Hallberg, Christenson, Driscoll, Fischer and Gunderman; Nays, Councilman
Novak. Motion carried.

that the bills as audited be approved and the City Clerk be instructed to
issue warrants for the same. Ayes, all; Nays, none.
