The City Council of the City of Hastings, Minnesota met in a
year end meeting on Monday, December 31, 1984 at 4:00 p.m. in the Council
Chambers of the City Hall.
Members Present: Councilmen Nesbitt, Klimek, Pike, Plan, Kulzer,
Trautmann, Werner, and Mayor Stoffel.

The Mayor called for additions or corrections to the minutes
of the meeting of December 17, 1984 and hearing none declared the minutes
approved as presented.

The Mayor declared the public hearing open at 4:08 p.m.
for the proposal on approving a Tax Increment Financing District
in the Industrial Park. All persons wishing to speak on the matter
were given the opportunity to do so. Mr. Birchen questioned who
would pay the bonds should the Company default. The City Administrator/
Clerk explained that the County would liquidate the property at a
public auction. No one else wished to speak on the issue. The
Mayor declared the public hearing closed at 4:09 p.m.

Moved by Councilman Werner, seconded by Councilman
Kulzer to adopt Resolution No. 112-84 requesting the County
Auditor to certify the original assessed value of the real
property within the boundary of the City of Hastings Tax
Increment Financing Economic Development District for the
Industrial Park Proposal. Ayes, 6; Naye, Trautmann. Copy
of Resolution on file.
Moved by Councilman Nesbitt, seconded by Councilman
Klimek to adopt Resolution No. 113-84 designating and estab-
lishing a Development District pursuant to the provision of
Section 472 A. 13 inclusive of Minnesota Statutes on an adopted
developed district plan and a development program for said
development district. Ayes, 6; Naye, Trautmann. Copy of
Resolution on file.
Moved by Councilman Pike, seconded by Councilman
Nesbitt to adopt Resolution No. 114-84 establishing a Tax
Increment Financing Ecomonic Development for the Industrial
Park Proposal pursuant to Minnesota Statutes Section 273.71
to 273.78 inclusive and adopting a Finance Plan for said
Tax Increment Financing District. Ayes, 6; Naye, Trautmann.

Plan to adopt Resolution No. 115-84 authorizing payment of
1984 bills as listed including a reimbursement to Mayor
Lu Stoffel for expenses in the amount of $250.00. Ayes, 7;

for garbage tipping fees to customers. Ayes, 7; Nayes, None.

Werner to remove from the table the matter of the salary adjust-
ment for four (4) non-union employees. Ayes, Trautmann and Werner;
Nayes, Nesbitt, Klimek, Pike, Plan, and Kulzer. Motion to remove
from table fails.
