HomeMy WebLinkAbout12-17-84 Hastings, Minnesota December 17, 1984 219 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, December 17, 1984 at 7:30 p.m. in the Council Chambers of the City Hall. r-i Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of December 3, 1984 and hearing none declared the minutes approved as presented. C\I CD CD o CD <t The City Administrator/Clerk explained to the Council that due to the technicality of performing a Tax Increment District and the publication requirements the public hearing would not be held this evening but would be rescheduled for another meeting. The Mayor declared the public hearing open at 7:34 p.m. for the purpose of considering an ordinance amending the Mobile Home Park Requirements. All persons wishing to speak on the issue were given the opportunity to do so. No one wished to speak on the matter. The Mayor closed the public hearing at 7:35 p.m. r-- The Mayor declared the public hearing open at 7:36 p.m. to consider an ordinance amending section 2.61 of the City Code providing for the disbursements of funds by check or electronic transfer. All persons wishing to speak on the issue were given the opportunity to do so. No one wished to speak on the matter. The Mayor closed the public hearing at 7:37 p.m. The Mayor declared the public hearing open at 7:38; p.m. The purpose of the public hearing was to consider an ordinance amendment establishing a street improvement assess- ment policy. All persons wishing to speak on the issue were given the opportunity to do so. No one wished to speak on the matter. The Mayor closed the public hearing at 7:39 p.m. The Mayor declared the public hearing open at 7:39 p.m. for the purpose of discussing the City of Hastings application for Transit Section 18 Funds. Everyone wishing to speak on the issue was given the opportunity to do so. No one wished to speak on the matter. The Mayor closed the public hearing at 7:40 p.m. Moved by Councilman Pike, seconded by Councilman Klimek to pass the 2nd Reading of an ordinance amending the City's mobile home park regulations. PUBLIC HEARING - TAX INCREMENT DISTRICT INDUSTRIAL PARK PUBLIC HEARING - MOBILE HOME REQUIREMENTS PUBLIC HEARING - ORDINANCE AMENDMENT - TRANSFER OF FUNDS PUBLIC HEARING - STREET IMPROVEMENT ASSESSMENT POLICY PUBLIC HEARING - SECTION 18 FEDERAL FUNDS - TRANSIT 2ND READING - ORDINANCE AMENDMENT - MOBILE HOME PARK REQUIREMENTS Moved by Councilman Trautmann, seconded by Council- REZONING REQUEST - man Klimek to rezone from an agricultural district to an R-3 l60TH STREET - residential district the twenty-seven (27) acre parcel lying HASTINGS CONSTRUCTION adjacent to l60th Street recently annexed- to the City. Several residents from the Marshan Township spoke in opposition to the rezoning. Ayes, Klimek and Trautmann; Nayes, Karnick, Nesbitt, Plan, Kulzer, Werner; and Abstained, Pike. Motion to rezone fails. The Mayor will appoint a committee to study the issue consisting of Councilman Plan, Kulzer, and Nesbitt, with further committee appointments to include the developer and residents. Moved by Councilman Pike, seconded by Councilman Trautmann to rezone five (5) acres to an R-3 Zone. Ayes, Klimek, Pike, Trautmann, and Werner; Nayes, Karnick, Nesbitt, Plan, Kulzer and Mayor Stoffel. Motion to rezone fails. l 220 December 17, 1984 UTILITY EASEMENT VACATION - LINCOLN LANE MINOR SUBDIVISION - 901 EAST 2ND STREET 3RD READING - ORDINANCE #169 - TRANSFER OF FUNDS CABLE COMMISSION APPOINTMENTS RESOLUTION NO. 104-84 SUBURBAN RATE AUTHORITY ACCEPT RESIGNATION - VOLUNTEER FIREFIGHTER AUTHORIZE ADVERTISEMENT NRRC VACANCIES RESOLUTION NO. 105-84 MN FUND GRANTS - MASTER'S INC. SET PUBLIC HEARING - TAX INCREMENT DISTRICT INDUSTRIAL PARK HYDROELECTRIC PROJECT Moved by Councilman Trautmann, seconded by Councilman Werner to pass the 1st Reading of an ordinance amending the general requirements and performance standards for a planned residential development unit. The amendment would include that the City Council and the Planning Commission review and approve all PRD's as well as the Council having approval of the actual contract and holding public hearings. The motion and the second were withdrawn. The Staff was directed to take the matter under advisement and it will be addressed at the next regular City Council Meeting. n \ ---_/ Moved by Councilman Werner, seconded by Councilman Kulzer to set a public hearing for the January 7, 1985 regular City Council meeting to consider the vacation of the interior utility easements of Lots 7, 8, & 9, Block 4, Pleasant Valley Addition. Ayes, 8; Nayes, None. Moved by Councilman Plan, seconded by Councilman Karnick to approve a minor subdivision for 901 East 2nd Street. Ayes, 8; Nayes, None. Moved by Councilman Werner, seconded by Councilman Karnick to set a public hearing for the January 7, 1985 regular City Council meeting to consider the vacation of the Franklin Street for the entire length of the Block. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Werner to pass the 3rd and final reading of Ordinance #169 amending Section 2.61 of the City Code providing for the disbursement of funds by check or electronic transfer. Ayes, 8; Nayes, None. c Moved by Councilman Plan, seconded by Councilman Kulzer to appoint Jerry Rosendahl for his second term expiring December 31, 1986 and Christine Rayner for here first term expiring December 31, 1986 to the Hastings Cable Commission. Ayes, 8; Nayes, None. Moved by Councilman Werner, seconded by Councilman Nesbitt to designate Gary E. Brown as the Director and Dianne Latuff as the alternate Director of the Suburban Rate Authority. Moved by Councilman Werner, seconded by Councilman Nesbitt to adopt Resolution No. 105-84 requesting the Depart- ment of Economic Development that Master's Inc. be granted a direct loan. Moved by Councilman Klimek, seconded by Councilman Pike to approve a time extension for the Ramsey/Tyler Street Construction Project to Frazer Construction until May 15, 1985. Ayes, 8; Nayes, None. Rose Marie Bignell addressed the Council regarding parking on 3rd Street in front of her residence. She stated she can't park in front of her residence because the public and business people are parking their vehicles there all day. Staff was directed to review the situation and make a recommendation to the City Council. Moved by Councilman Plan, seconded by Councilman Werner to adopt Resolution No. lll-84 recognizing the retirement of Council Members Richard Pike, Edward Karnick, and Andrew Klimek and expressing its greatful appreciation and thanks on behalf of the citizens of the Community. The Mayor presented each retiring Council Member with a certificate of recognition. Ayes, 8; Nayes, None. Copy of Resolution on file. o Moved by Councilman Trautmann, seconded by Council- man Pike to authorize the City Planner, Chip Gerlock, salary be increased to $27,500; the Assistant Fire Chief, Jerry Rosendahl, salary be increased to $28,500; and the Building Inspector, Merlin Wilbur, salary to be increased to $28,500, effective December 1, 1984. The Administrative Assistant salary to be discussed at the next meeting. Moved by Councilman Nesbitt, seconded by Councilman Kulzer to table the matter of salary adjustments.
