The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, December 3, 1984 at 7:30 p.m. in the Council Chambers of the
City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, Plan,
Kulzer, Trautmann, Werner, and Mayor Stoffel.
Members Absent:
None,
The Mayor called for additions or corrections to
the minutes of the meeting of November 19, 1984 and hearing
none declared the minutes approved as presented.
A group of students from the University of Minnestoa
archictectural class under the direction of John Cunningham
were present and made three proposals to the City Council
with regard to the development of the City of Hastings. The
City Council directed John Grossman, Main Street Project
Manager, to be the contact person between the architectural
class and any interested citizens that have input with
regard to these proposals, as well as supplying information
to the City Council.
The Mayor declared the public hearing open at 8:01
p.m. for the purpose of considering the City of Hastings
application for a $250,000 Federal State Economic Recovery
Fund application for the Master, Incorporated company to
locate their business in the Hastings Industrial Park. The
affidavit of publication was read into record. The hearing
had been properly called. All persons wishing to speak on
the issue were given the opportunity to do so. Mr. Michael
Laub of Master, Incorporated described the project. He stated
that they anticipate employing four hundred people in the
first year, and that they are going to be needing approximately
ten acres for the construction of a 100,000 square foot build-
ing and future expansion. They are anticipating bringing about
40,000 square feet of the manufacturing plant from St. Paul
to the Hastings site. Of the 100,000 square foot newly con-
structed building, they are anticipating approximately 90,000
square feet to be manufacturing. Dick Bond questioned the
company with regard to putting the building up for bids or
considering hiring a local contractor to do the construction,
since City money is being used to assist the construction.
Tom Berg questioned Mr. Laub on the salary that they will be
paying their employees as well as the number of employees
they anticipate hiring. Lyle Northrup spoke on comparison
of wages of other employees within the Hastings area. He
queried the rationale of not forming an Industrial Park
Tax Increment District, his rationale being that if the land
was left vacant what would the tax benefit be to the City?
He expressed his views explaining the benefits to the City
as it relates. to the turn-around of dollars in hiring of
employees. These individuals purchase goods and products
and the dollars turn around many times. He strongly urged
the City use the funding resources available to them to
encourage development in the Industrial Park. Tom Berg
questioned the reasoning behind starting a Tax Increment
Financing District in the Industrial Park and he questioned
that people who are hired here may not necessarily live in
the community. Mr. Murray Laub stated that a precedent
had been set by his company with regard to the business.
The business was here and established when the Laubs took over.
They feel that the City could assist in their relocation
construction plans because of Master's initial incentive to
stay within Hastings, expand the business, and hire approx-
imately a hundred new employees. Mayor Stoffel stated that
she had spoken to Mr. Schiller of the Hastings Job Service,
and he had stated that approximately 60 percent of the
people that come in to the job service for employment are
unskilled or untrained persons. These would be individuals
that Master would be looking for in their hiring. No one
else wished to speak on the issue. The Mayor closed the public
hearing at 8:35 p.m.

Klimek to adopt Resolution 100-84 authorizing the Mayor to
apply to the Minnesota Department of Energy and Economic
Development for a $250,000 grant for the construction of the

Moved by Councilman Kulzer, seconded by Councilman
Pike to set a public hearing for the December 17, 1984
regular City Council meeting regarding the designation of a
municipal development district pursuant to Minnesota Statute
Chapter 472 A, Municipal Development District Act and establish-
ment of a Tax Increment Financing District pursuant to
Minnesota Statutes, Section 273.71-78 inclusive in the City
of Hastings, Minnesota. Ayes, 7; Nayes, Trautmann.

Moved by Councilman Werner, seconded by Councilman
Pike to adopt Resolution 101-84 accepting and awarding the bid
for the infrared heating system at the Civic Ice Arena. The
bid was awarded to Swanson's Plumbing and Heating, the apparent
low bidder in the amount of $15,700. The bid came in $5,220
over budget, so the excess monies will be taken out of the
Federal Revenue and Debt service account. Ayes, 8; Nayes, none.

Moved by Councilman Trautmann, seconded by Council-
man Kulzer to accept the Planning Commission's recommendation
to amend the City's Mobile Home Park Regulation to the
following: (1) Total square footage increased to 5,000
square feet minimum and a maximum of 5 units per gross acre,
(2) Front yard setback increased to 15 feet, (3) Sideyard
setback increased to 10 feet, (4) Rear yard setback will
remain the same at 10 feet, (5) The patio requirement be
deleted, (6) That two off-street parking places be required
instead of the required one at present, (7) The park dedica-
tion requirement be increased from 8 percent to 10 percent.
(8) That the maximum lot coverage be limited to 25 percent
by the principal structure, (9) That the total square foot-
age be 6,500 square feet for a double wide mobile home.

Kulzer to adopt Resolution 102-84 approving the application
of the City of Hastings for fiscal year 1985 Dakota County
Community Development Block Grant funding for the 2nd Street

Nesbitt to accept the Planning Commission's recommendation
and deny amending the zoning ordinance allowing for kennel-
ing of animals in a commercial zoning district. Ayes, 8;
Nayes, none.
Moved by Councilman Pike, seconded by Councilman
Kulzer to approve a variance requested for a single family
home to be converted to a two family residence at 330 East
18th Street - Don Keller. Ayes, 7; Nayes, Werner.
Moved by Councilman Nesbitt, seconded by Council-
man Klimek to approve the final plat for Pleasant Valley
2nd Addition - Jack Christenson. Ayes, 8; Nayes, none.
Moved by Councilman Trautmann, seconded by Council-
man Werner to pass the second reading of an ordinance amend-
ing Section 2.61 of the Hastings City Code dealing with the
disbursements of funds and allowance of accounts. The
Council also set a public hearing for this ordinance amend-
ment for the December 17, 1984 regular City Council meeting.

Plan to set a public hearing for the December 17, 1984
regular City Council meeting for the consideration of
Section 18 Funds/Federal Funds to be used for the purchase
of capital equipment for the transit system. Ayes, 8;

City Attorney Don Fluegel, explained to the
Council that he had reviewed the options for a re-election
due to the 29 persons who registered and voted in the 4th
Ward by mistake. He had contacted the Attorney's General
Office, Secretary of State's Office, the Dakota County
Attorney's Office and the League of Minnesota Cities and
the opinion of all was that the City was powerless to act
because the seven (7) days of contest had passed.
Moved by Councilman Kulzer, seconded by Councilman
Werner to set a public hearing for the December 17, 1984
regular City Council meeting to consider an ordinance amend-
ment establishing a street improvement assessment policy.

Moved by Councilman Trautmann, seconded by Council-
man Pike to hire the firm of Robert Johnson & Associates, the
apparent low quote submitted, to do the necessary appraisals
on properties located along T.H. 55 for the proposed con-

STUDY

man Pike to have the City of Hastings work in the conjunction
with the Metropolitan Managers Association with regard to the
Comparable Worth Study. The City's estimated cost for this
study would be approximately $5,000 to $7,500. Ayes, 8;
