The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, November 19, 1984 at 7:30 p.m. in the Council
Chambers of the City Hall.

Members Present: Councilman Nesbitt, Klimek, Pike, Plan, Kulzer,
Trautmann, Werner, and Mayor Stoffel.
Members Absent:
Councilman Karnick.
The Mayor called for additions or corrections to the minutes of
the meeting of November 5, 1984 and the Special Meeting of November 7,
1984 and hearing none declared the minutes approved as presented.

Moved by Councilman Werner, seconded by Councilman
Klimek to authorize the advertisement to fill the
vacancies for two (2) members to the Hastings Charter
Commission. Ayes, 7; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Nesbitt to adopt Resolution No. 98-84 amending Resolution
No. 93-84 regarding the development, transmission, and
distribution of electrical power at the proposed hydro-
electric power plant on Lock and Dam No.2. Ayes, 7;
Nayes, None. Copy of resolution on file.

Nesbitt to adopt Resolution No. 97-84 authorizing the
application for transfer of the FERC license from
the City of Hibbing to the City of Hastings for the
proposed hydroelectric plant at Lock and Dam No.2.
Ayes,7; Nayes, None. Copy of resolution on file.
Moved by Councilman Trautmann, seconded by Councilman
Werner to adopt Resolution No. 99-84 approving the defeas-
ance program for certain general obligation bonds of the
City. Ayes, 7; Nayes, None. Copy of resolution on file.
Moved by Councilman Pike, seconded by Councilman
Nesbitt to adopt the change and additions to the rules and
regulations for the Hastings Fire Department as recommended
by the Membership Committee, changing Section VIII,
penalties, Article 1, absenteeism. Ayes, 6; Abstained,
Werner.
PROPOSED CHANGE
a. Records shall be kept by quarter of the year (3 months)
as kept by Secretary Dispatcher being used for pay purposes.
All members shall attend a minimum of 3 fire drills per
quarter. Make-up drills will be available and mandatory.

All members shall be allowed to miss a maximum of 10%
of all emergency calls power quarter based on individual
calls while in service.
Any member failing to meet the prescribed minimum
requirements for that quarter shall automatically be
placed on probationary status for the next quarter.
During the next quarter, if the member meets all
requirements, he shall automatically be reinstated to full
status.
Further, if the member fails to meet the minimum
requirements during the second quarter, he shall be auto-
matically terminated from the membership of the Hastings
Fire Department.

Section VIII, Penalties, Article l, Absenteeism, Subdivision
Paragraph a:
a. Volunteer absenteeism. The Failure of any volunteer
member to attend the regular drills or meetings or to fail to
respond to calls, unless excused, will be grounds for discharge.
Section VIII, Penalties, Article 1, Absenteeism:
c. Excused and unexcused absenteeism defined as follows,
but not limited to:

l. Excused from officer in charge of call.
2. Emergency call to work.
3. Family emergencies defined as necessary for
firefighter to be at the family emergency.
4. Illnesses.
5. Funerals within the family structure.
6. A bona-fide pager malfunction.

l. Not carrying your pager.
2. Not checking out with the dispatcher.

Kulzer to pass the first reading of an ordinance amending
Section 2.61, which deals with the disbursements of funds and
allowance of accounts. Ayes, 7; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Kulzer to amend Resolution No. 90-84 awarding the bid to
Joe O'Brien Chevrolet-Cadillac for the purchase of one (1)
Ton Four-Wheel Drive Truck for the Parks Department. This
amendment would increase the bid by $682. due to a price
increase affecting all 1985 gasoline Chevrolet truck models
with GVWR exceeding 8,500 pounds. Ayes, 7; Nayes, None.

Moved by Councilman Kulzer, seconded by Councilman
Klimek to set a public hearing for the December 3, 1984 regular
City Council meeting to consider the application for Federal/
State Economic Recovery Funds in the amount of $250,000 for
the Master's Incorporated Company. Ayes, 7; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Werner to pass the 1st Reading of an ordinance establishing
a Street Improvement Assessment Policy. Ayes, 6; Nayes, Nesbitt.
Moved by Councilman Werner, seconded by Councilman
Plan to authorize the advertisement for snow removal on City
Sidewalks. Ayes, 2; Nayes, Nesbitt, Klimek, Pike, Kulzer,
and Trautmann. Motion fails.
