The City Council of the City of Hastings, Minnesota met
in a Special Meeting on Tuesday, October 23, 1984 at 5:00 p.m. in
the Council Chambers of the "City Hall.

Members Present: Councilmen Karnick, Nesbitt, Klimek,
Plan, Trautmann, Werner, and Mayor
Stoffel.
Members Absent:
Councilmen Kulzer and Pike.
Councilman Pike arrived at 5:30 p.m.
The purpose of the meeting was to discuss the City of
Hastings' intent to construct a Hydroelectric Power Plant on Lock and
Dam No.2.

The City Administrator/Clerk and the City Attorney made a
presentation regarding the proposal to construct a Hydroelectric Power
Plant on Lock and Dam No.2; and reviewed with the Council a letter
received from Northern States Power Company. The letter indicated
N.S.P.'s interest in purchasing power and outlined specific require-
ments of the City and of N.S.P. A requirement of one percent (1%)
of the bond issue ($90,000) was discussed. Staff was directed to
investigate whether or not the entire amount would be paid if the
proposal did not proceed. The City Administrator/Clerk was directed
to further negotiate with the City of Hibbing regarding the purchase
of the license. There was further discussion regarding the relation-
ship with the Hastings Hydroelectric Company (James Hansen and Norman
Silberdick). All action was deferred to Wednesday evening, October
24, 1984 at 5:00 p.m.

Moved by Councilman Klimek, seconded by Councilman
Trautmann to adjourn the meeting at 6:25 p.m., to the meeting
of Wednesday, October 24, 1984 at 5:00 p.m. to be held in the
City Council Chambers of the City Hall. Ayes, 7; Nayes, None.
