The City Council of the City of Hastings, Minnesota met
in a regular meeting on Monday, October 1, 1984 at 7:30 p.m. in the
Council Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike,
Plan, Kulzer, Trautmann, Werner, and Mayor
Stoffel.
Members Absent:
None.
The Mayor called for additions or corrections to the minutes
of the meeting of September 17, 1984 and the special meeting of September
19, 1984 and hearing none declared the minutes approved as presented.
The Public Hearing was opened by the Mayor at 7:32
p.m. Mr. Mark Ulfers of the Dakota County HRA explained the
program to the City Council. All persons were givert the
opportunity to speak on the matter. No one wished to do so.
The Mayor closed the Public Hearing at 7:47 p.m.
Moved by Councilman Pike, seconded by Councilman
Plan to pass the 1st Reading of an ordinance authorizing
the Dakota County Housing and Redevelopment Authority to
exercise, on behalf of the City of Hastings, the powers
conferred by Minnesota Statutes Section 462C.Ol to 462C.08
relating to Planning and Implementation of a single family
mortgage revenue bond housing program. Ayes, 7; Abstained,
Nesbitt.
Moved by Councilman Pike, seconded by Councilman
Werner to adopt Resolution No. 76-84 for a Housing Plan in-
cluding the 1985 Single Family Residential Revenue Bond
Program for the City of Hastings pursuant to Minnesota
Statutes, Chapter 462C. Ayes, 7; Abstained, Nesbitt.

Trautmann to pass the 2nd Reading of the Ordinances amending
Section 2.04, Subdivision 5, Sub-section B of the City Code
having to do with special use permits; amending section 10.07
Subdivision 7, Sub-section A of the City Code having to do
with general requirements for the Industrial Park; amending
Section 10.19, Subdivision 3 of the City Code having to do
with Industrial Park Zoning Regulations. The City Council
also set a public hearing for the October 15, 1984 regular
City Council meeting. Ayes, 8; Nayes, None.

Moved by Councilman Karnick, seconded by Councilman
Kulzer to pass the 1st Reading of an ordinance which would
amend the zoning ordinance by increasing the following require-
ments square footage to 8,100; the front 15', side 10', and
rear 20' setbacks for mobile homes. The Planning Commission
will review and make a recommendation to the City Council on
this matter. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Werner to approve the Home Occupation Permit for Gerald
Anderson at 1947 Maple Street to operate a chimney sweep
business out of his home. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Councilman
Plan to approve the home occupation permit for Thomas E. Nolan
at 1016 Tyler Street to make and sell picture frames and prints
at his home. Ayes, 8; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Werner to approve the preliminary plat on Louis Lane -
Dave Tanner. Ayes, 8; Nayes, None.

Moved by Councilman Werner, seconded by Councilman
Plan to pass the 2nd Reading of an ordinance amending section
3.20, subdivision 6 of the City Code having to do with beer,
liquor, and wine licensing regulations. The Council set a
public hearing for the October 15, 1984 regular City Council
meeting. Ayes, 8; Nayes, None.
The City Attorney, Don Fluegel, gave the City Council
an update on the status of the Hydroelectric Plant which involved
the licensing, financing, the selling of power, etc.. There was
no action by the City Council.
Moved by Councilman Klimek, seconded by Councilman
Nesbitt to appoint the following election judges to serve for
the 1984 General Election: Jo Erickson, 217 West 19th Street;
Sue Pellant, 1806 Westview Drive; Sue Hendrickson, 1111 Southview
Drive; Lillian Schaffer, 1600 Spring Street; Rita Fasbender,
2021 Ashland Street. The Council also increased the wage for all
judges to $4.00 per hour with the head judges receiving $4.50
per hour. The City Will also provide a supper for the judges
in each ward. Ayes, 8; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Klimek to set a public hearing to consider the sale of excess
property located on Prairie Court for the October 15, 1984
regular City Council meeting. The Preliminary Plat will be
referred to the Planning Commission for a recommendation to the
Council at the next regular meeting. Ayes, 6; Nayes, Karnick
and Werner.

Moved by Councilman Pike, seconded by Councilman
Kulzer to accept the title back for the land purchased by Industrial
Investors' a partnership consisting of Neil Siewert, Arnold S. Kahn,
and Jame; Featherstone. Industrial Investors has contacted the City
and expressed their interest in not paying off the contract for deed.
The value of land has increased sufficiently to offset the delinquent
taxes on the property which the City will be required to pay. Ayes,
8; Nayes, None.

of the Red Buoy, located at 117 East 2nd St. The bids will be
accepted at the regular City Council meeting of October 15, 1984.
The entire amount of the cost for repair of this building will be
certified for collection to the property owners on next year's
taxes. Ayes, 8; Nayes, None.

WHEREAS, also at this time they set a public hearing for the
Federal Revenue Sharing Funds for the October 15, 1984 regular City
Council meeting.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City
of Hastings, Minnesota:

That the City Administrator/Clerk is hereby directed to set
the budget for the year 1985 at the sum of $3,374,204 and that he directs
the Dakota County and Washington County Auditor that the sum of $1,926,118
be levied upon the taxable property within the limits of the City of
Hastings, Minnesota.
Adopted by the City Council of the City of Hastings, Minnesota
this 1st day of October, 1984.
Councilman Kulzer seconded the motion to adopt said resolution
and the same was passed by the following vote: Ayes, 8; Nayes, None.
A complete itemized copy of the 1985 budget is on file in the
