The City Council of the City of Hastings, Minnesota met
in a regular meeting on Monday, August 20, 1984 at 7:30 p.m. in the
Council Chambers of the City Hall.

Members Present: Councilmen Nesbitt, Klimek, Pike, Plan,
Trautmann, Werner, and Mayor Stoffel.
Members Absent:
Councilmen Karnick and Kulzer.
The Mayor called for additions or corrections to the minutes
of the meeting of August 6, 1984 and hearing none declared the minutes
approved as presented.
The City Administrator/Clerk, Gary E. Brown, gave PUBLIC HEARING -
a review to the Council on the current status of the Hastings HYDROELECTRIC PLANT
Hydroelectric Plant and informed the Council of the developer'sRESOLUTION NO. 63-84
request to reschedule the public hearing for the September 17,
1984 regular City Council meeting.

Moved by Councilman Pike, seconded by Councilman Klimek
to schedule the Public Hearing for the September 17, 1984 regular
City Council meeting and to adopt Resolution No. 63-84 for the
City of Hastings to try and obtain a permit and license directly
from the Federal Energy Regulatory Commission to operate a Hydro-
electric Plant. Ayes, 6; Nayes, None. Copy of Resolution on
file.

Moved by Councilman Trautmann, seconded by Council-
man Pike to table the 2nd Reading of the Ordinance Amendment
concerning public land dedication requirement - cash in lieu
of land until the September 17, 1984 regular City Council
meeting. Ayes, 6; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Klimek to pass the 1st Reading of an ordinance amendment
zoning the recently annexed territory to an R-3 Zone.
Moved by Councilman Nesbitt, seconded by Councilman
Werner to amend the main motion to include setting a public
hearing for the September 4, 1984 regular City Council meeting
and that the Marshan Township residents, located contiguous
to the territory, be notified of the meeting. Ayes, 5; Abstain-
ed, Pike.
The vote on the main motion was then taken. Ayes, 5;
Abstained, Pike.
Moved by Councilman Pike, seconded by Councilman
Plan to set a public hearing for the October 1, 1984 regular
City Council meeting for the purpose of authorizing Dakota
County HRA to develop a Housing Plan and Program to Institute
the single family mortgage revenue bond program. Ayes, 6;
Nayes, None.

Moved by Councilman Plan, seconded by Councilman
Trautmann to table the proposed rate adjustment for the
Universal Tier I service until a public hearing could be
held at the September 4, 1984 regular City Council meeting,
while reserving its future regulatory rights with regard to
Tier II and Tier III. Ayes, 6; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Pike to set a public hearing for the September 4, 1984
regular City Council meeting to consider an ordinance amend-
ment prohibiting vehicles crossing double yellow lines. Ayes,
6; Nayes, None.
Moved by Councilman Plan, seconded by Councilman
Klimek to change the Council date for the next regular meeting
from Monday, September 3, 1984 to Tuesday, September 4, 1984
due to the 3rd being a legal holiday. Ayes, 6; Nayes, None.

Mr. John Anderson, Chairman of the 1984 Rivertown Days
Committee, gave a review of the activities. He suggested that
possibly for the 1985 activities that the Chamber and Rivertown
Committee would try to coordinate things more closely with the
City. The Mayor on behalf of the City Council commended Mr.
Anderson and his Committee for their work, time, and effort
to coordinate all of the 1984 Rivertown Day Activities, and
presented him with a Certificate of Recognition.

Moved by Councilman Trautmann, seconded by Councilman
Nesbitt to adopt Resolution No. 65-84 expressing the City's
interest in 67.8 acres of farm land owned by the Veterans
Home (State of Minnesota) for possible development of an
Energy Park. Ayes, 6; Nayes, None. Copy of Resolution on
file.
Moved by Councilman Trautmann, seconded by councilman
Plan to approve the purchase agreement contract in general.

Moved by Councilman Trautmann, seconded by Council-
man Klimek to adopt Resolution No. 66-84 setting a bond sale
date for the Ramsey/Tyler Street Project for the September 4,
1984 regular City Council meeting. Ayes, 6; Nayes, None.

Moved by Councilman Plan, seconded by Councilman
Klimek to accept the resignation of Ralph Ambrose as a
volunteer fire fighter. The Council expresses its thanks
and appreciation to Mr. Ambrose for his serviceR. Ayes,

Moved by Councilman Werner, seconded by Councilman
Pike to authorize the advertisement for bids for the repair
of the Fire Station, Police Station, and Street Department
Roofs. Ayes, 6; Nayes, None.

Moved by Councilman Pike, seconded by Councilman
Plan to call a special meeting of the City Council for
September 10, 1984 at 7:00 p.m. in the Council Chambers of
the City Hall to discuss the intent of Master Incorporated
moving into the Industrial Park. Ayes, 6; Nayes, None.
Moved by Councilman Nesbitt, seconded by Councilman
Pike that Barr Engineering~ regarding the partial payment to
Barbarossa and Sons for the Northwest Ponding Basin and Storm
Sewer Project, be requested to do the following in an expeditious
manner and provide the information back to the City Council:
l) Delineate what yet needs to be done; 2) What is being
requested or suggested yet; and 3) What are the estimated
costs. Ayes, 6; Nayes, None.
Moved by Councilman Werner, seconded by Councilman
Nesbitt to table the Minnesota Department of Transportation's
request for a City letter regarding the Trunk Highway 55 con-
struction along Roadside Park until the September 4, 1984
regular City Council meeting. Ayes, 6; Nayes, None.

Moved by Councilman Trautmann, seconded by Councilman
Plan to ratify the Mayor's appointment of Lyle Northrup to the
Hastings Industrial Park Advisory Board. His term would expire
on January 31, 1988. Ayes, 6; Nayes, None.
Moved by Councilman Nesbitt, seconded by Councilman
Plan to have the Mayor draft a letter to Northern States Power,
Minnegasco, and United Telephone Company to see if they have
an interest in providing a drop box for Hastings' residents
rather than each bill having to be mailed separately. Ayes, 6;
Nayes, None.

Councilman Nesbitt reported that the Kiwanis had KIWANIS REQUEST -
approached him with regard to the Lindeman home on East 4th LINDEMAN HOUSE
Street home and he was requesting that the Operations Committee
review the Lindeman property to see if the City has any inter-
est in the acquisition and/or maintenance of the building.

Moved by Councilman Nesbitt, seconded by Councilman REFORESTATION PROGRAM
Klimek to authorize the Staff to develop and submit to the
Council a reforestation program. Ayes, 6; Nayes, None.
The Operations Committee of the Council will meet
in an early meeting on September 4, 1984 at 6:30 p.m. in the
Council Chambers of the City Hall.
