The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, August 6, 1984 at 7:30 p.m. in the Council
Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike,
Plan, Kulzer, Trautmann, Werner, and Mayor
Stoffel.

Members Absent:
None.
The Mayor called for additions or corrections to the minutes
of the meeting of July 16, 1984. Councilman Trautmann noted that there
was a typographical error, changing a date from August 5th to August 6th.
The minutes were then declared approved as presented. The Special Meeting
of July 30, 1984 minutes were approved as presented.

The Mayor opened the public hearing at 7:31 p.m.
The purpose of the public hearing was to amend the City Code
pertaining to public land dedication requirements. The City
Planner reviewed the proposed ordinance amendment. All persons
were offered the opportunity to address the matter, Mr. Jim
Sieh questioned properties presently being developed and how
it would affect them and stated his opinion that all platted
properties should be treated equitably. No one else wished
to speak on the issue. The Mayor closed the hearing at 7:32
p.m.

Moved by Councilman Trautmann, seconded by Councilman
Pike to table the 2nd Reading of the Ordinance Amendment per-
taining to public land dedication requirements until the next
regular City Council meeting when input can be received from
the public at large and developers. Staff will be preparing
letters and/or contacting developers for input at the next
regular meeting. Ayes, 7; Naye, Nesbitt.
Moved by Councilman Werner, seconded by Councilman
Plan to table the application for rip rap at 1st and Franklin
Streets. The City Staff Engineering Department was directed
to determine the alternatives and report back to the Council
at the next regular meeting. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Plan to approve a home occupation permit at 509 West 6th
Street for Cheryl Sanders for the purpose of a mail order
business out of her home. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Pike that the City of Hastings not purchase the property
at 108 and 110 West 5th Street, presently being offered by
Mr. Roland G. Groth. Ayes, 3; Naye, Karnick, Nesbitt, Plan,
Kulzer, and Werner. Motion fails.
The Planning Committee of the City Council will work
with Staff and discuss the matter of the property at 108 and 110
West 5th Street and report back to the full Council. Councilman
Nesbitt requested Staff contact the proper persons for general
yard cleanup.
Moved by Councilman Plan, seconded by Councilman
Werner to adopt Resolution No. 61-84 directing Dianne Latuff,
Administrative Assistant, to act as Deputy Clerk for the
elections. Ayes, 8; Nayes, None. Copy of Resolution on
Moved by Councilman Karnick, seconded by Councilman
Kulzer to designate the following as the Election Judges for
the 1984 Primary and General Election. It is noted that the
following three (3) churches and school are allowing the use
of their facilities again. Ayes, 8; Nayes, None.

Klimek to pass the 2nd Reading of an ordinance amendment pro-
hibiting the crossing of double yellow lines when parking a

Moved by Councilman Pike, seconded by Councilman
Nesbitt to accept the Administrative Committee's recommendation
and renew the City of Hastings' hospitalization, life, and long
term disability insurance through the Norgaard Agency, with
Fireman's Fund and Canada Life. The LTD insurance would be
increased to $2,500 but not to exceed 60% of the employee's
gross monthly wage and there would be a provision for thirty days
open enrollment. This would extend the current contract with
Fireman's Insurance and Canada Life Insurance from September 1,
1984 through August 31, 1985. Ayes, 8; Nayes, None.

Moved by Councilman Trautmann, seconded by Councilman
Karnick to authorize the City Staff to purchase a reversible
snow plow from the STPI Corporation for the purchase price of
$2,675. Ayes, 8; Nayes, None.
Moved by Councilman Plan, seconded by Councilman
Karnick to accept the Natural Resources and Recreation Commission's
recommendation changing the name of Eastside Park to Lake Isabel
Park. Ayes, 8; Nayes, None.

Kulzer to accept the resignation effective August 2, 1984
from Mike Ellis as a volunteer fireman and an ambulance
attendent. The Council expresses its thanks and appreciation
to Mr. Ellis for his service. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Nesbitt to authorize Staff to offer Mr. Neil Siewert $70
per acre for the exact amount of acres being disturbed for
the past three (3) years on which the City stockpiled dirt on
his property. Ayes, 8; Nayes, None.

The Council set an Administrative Committee meeting
for 6:45 p.m. on August 20, 1984 to discuss and review the
City's personnel policy.
Moved by Councilman Klimek, seconded by Councilman
Kulzer to accept the Safety Committee's recommendation and
authorize the advertisement for ten (10) volunteer fire
fighters from both the rural and the City. Ayes, 8; Nayes,
None.
Moved by Councilman Klimek, seconded by Councilman
Pike to approve the parking lot expansion for the Ice Arena
which consists of developing a lot 195 feet by 230 feet. The
cost of this expansion is approximately $15,000 with the
sources coming from Federal Revenue Sharing Funds and from
Ice Arena budget. Ayes, 7; Naye, Werner.

Nesbitt to reconsider the application for rip rap for the
City of Hastings at 1st and Franklin Streets. Ayes, 8; Nayes,
None.
Moved by Councilman Werner, seconded by Councilman
Plan to accept the Engineering recommenddtion to rip rap the
front slope, fill in lot and place a drainage culvert at 1st
and Franklin Streets if the work could be done at minimal
cost and appropriate D.E.Q. Permits obtained. Ayes, 8; Nayes,
None.

Moved by Councilman Nesbitt, seconded by Councilman AGREEMENT FOR ENGINEER-
Pike that the City of Hastings enter into an agreement for ING - WATER STORAGE
engineering services for an additional water storage facility FACILITY
with Bonestroo, Rosene, Ander1ik, and Associates, Incorporated.
The contract would be entered into with the changes referenced
in the memo dated August 1, 1984 to the above mentioned firm
from the City Engineer. The agreement will be signed when
language is satisfactory to staff and to the Engineering
Firm. Ayes, 8; Nayes, None.

The Mayor declared a five (5) minute recess.
There was considerable Council discussion and input
from the Public at large pertaining to the matter of partial
payment to Barr Engineering for the N.W. Ponding Basin and
Storm Sewer Project.
It was determined that City Staff and Council
Members of the 2nd Ward would walk through the project and
prepare a punch list.
Moved by Councilman Kulzer, seconded by Councilman
Nesbitt to waive the sprinkling ban currently in effect within
the City of Hastings for all persons within the N.W. Ponding
Basin and Trunk Storm Sewer Construction Project. Ayes, 8;
Nayes, None.

PERFORMANCE REVIEW
Councilman Pike reported to the full Council that
the Administrative Committee had met on two (2) separate occasions
discussing the City Building Inspector. It was the recommendation
of the Administrative Committee to not recommend any additional
increase for 1984 and requested that a performance evaluation be
done once again on this employee before January 1, 1985.

amount of $32,295.20 for the N.W. Ponding Basin and also Barr
