The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, July 2, 1984 at 7:30 p.m. in the Council
Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike,
Plan, Kulzer, Trautmann, and Mayor Stoffel.

Members Absent:
Councilman Werner.
The Mayor called for additions or corrections to the minutes
of the meeting of June 18, 1984. It was noted by Councilman Karnick that
in the minutes of June 18, 1984, that the Diseased Tree Program should
be referencing boulevard trees only. With this correction noted the
minutes were approved as presented.

The Mayor opened the public hearing at 7:34 p.m. to
consider an alley vacation for Lots 4 and 5, Block 65, Original
Town of Hastings. Everyone wishing to speak on the issue was
given the opportunity to do so. Mr. Roger Sandleman spoke
on behalf of Our Saviour's Lutheran Church. He stated that
the church would be willing to enter into a snow and service
agreement with the City for these lots. No one else wished
to speak on the issue. The Mayor closed the public hearing
at 7:38 p.m.
Moved by Councilman Trautmann, seconded by Council-
man Kulzer to accept the Planning Commission's recommendation
and deny vacating a portion of alley between Lots 4 and 5,
Original Town of Hastings. A snow and service agreement will
be drafted and entered into with Our Saviour's Lutheran Church
for these lots. Ayes, 7; Nayes, None.

Moved by Councilman Pike, seconded by Councilman
Plan to adopt Resolution No. 56-84 awarding the bid for a
bituminous parking lot for Vermillion Falls Park to the
apparent low bidder, Ace Blacktop, Incorporated, in the
amount of $9,920.00. Ayes, 7; Nayes, None. Copy of
Resolution on file.
Moved by Councilman Trautmann, seconded by Council-
man Karnick to accept the Planning Commission's recommendation
and deny the rezoning request for the Cornerstone Bible Church
from I-I to R-3. Ayes, 7; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Pike to authorize the City Staff to prepare a street
dedication of the property in question. Council will review
this along with estimated costs at the next regular City
Council meeting. Ayes, 6; Nayes, Karnick.
Moved by Councilman Trautmann, seconded by Council-
man Kulzer to approve a minor subdivision - Mark Reddemann -
1013 Zweber Lane. Ayes, 7; Nayes, None.

Representatives from the Hastings Cable TV Company
were in the audience and they introduced Marie Boldon, tqeir
new Systems Manager for the Hastings Office.
There was Council discussion regarding the perform-
ance audit and the Council accepted the audit as presented.
Moved by Councilman Trautmann, seconded by Council-
man Kulzer to hold a hearing at the next regular City Council
meeting to discuss the status of the building at 117 East 2nd
Street (Red Buoy) and to discuss the renewal of the Liquor
License for same. The persons having an interest in that
building will be notified by registered mail. Ayes, 7; Nayes,
None.

Moved by Councilman Karnick, seconded by Councilman
Nesbitt to agree with the recommendation of the Industrial Park
Advisory Board which approved the sale of four (4) acres of
land to the Hastings Bus Company but denied the request that
the City pay for blacktopping along the rail road bedding from
Spiral Boulevard to their property on the north side. Ayes,
7; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Plan to recommend the appointment of Earl Beltz to the Charter
Commission. The City Attorney will notify the Chief Judge of
District Court of Council's recommendation. Ayes, 7; Nayes,
None.

Moved by Councilman Pike, seconded by Councilman
Klimek to authorize the Mayor and Clerk to apply for a
"No Interest" loan, not to exceed $30,000 for a feasibility
study of a solid waste incinerator and to authorize the
Mayor to write a letter of intent to the Department of Admin-
istration of the State of Minnesota that the City is interested
in obtaining any surplus property currently adjacent to the
Industrial Park for the possibility of an Energy Park. Ayes, 7;
Nayes, None.
Moved by Councilman Plan, seconded by Councilman
Kulzer to hire Steve Eggert, effective June 26, 1984, as
the City's Animal Patrol Officer at the rate of $4.00 per
hour for patrolling. This position has a six month probationary
period as do all City Employees. Ayes, 7; Nayes, None.
Moved by Councilman Trautmann, seconded by Councilman
Klimek to authorize City Staff to enter into a contract, effective
July 3, 1984, with the St. Croix Animal Shelter, Incorporated,
for the purpose of admitting and boarding impounded animals.

Trautmann to have the City of Hastings contribute $200 toward
the Joint Comparable Worth Study under the auspices of the
Metropolitan Area Management Association. Ayes, 7; Nayes,

Committee for July 11, 1984 at 6:30 p.m. in the City Hall
Council Chambers.

man Plan to approve the request by the Eagles Auxilary to play
bingo during Rivertown Days at Roadside Park. The days
scheduled are July 28th and 29th from noon to 4:00 p.m. Ayes,

Nesbitt to approve the firm of Bonestros, Rosene, Anderlik,
and Associates, Inc., St. Paul, Minnesota, as the consulting
firm for the feasibility study/design of an additional water
storage facility in Hastings. Ayes, 6; Nayes, Trautmann.

man Nesbitt to authorize the Historic Hastings Mural Committee
to conduct a raffle for the purposes of raising funds for the
Mural. The $50 raffle fee is waived. Ayes, 7; Nayes, None.
Jeff Rother was in the audience requesting that COMMENTS FROM AUDIENCE
a specific lot in the City limits be cut for weeds.
Mr. Ron Bathrick had questions of the Council
regarding the Northwest Ponding Basin.
Councilman Klimek stated that there will be a
Safety Committee meeting of the Council on Tuesday, July 24,
1984 at 7:00 p.m. at the City Fire Station.
