The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, June 4, 1984 at 7:30 p.m. in the Council
Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike,
Plan, Kulzer, Trautmann, Werner, and Mayor
Stoffel.
Members Absent: None.
The Mayor called for additions or corrections to the minutes
of the meeting of May 21, 1984 and hearing none declared the minutes
approved as presented.

The Public Hearing was opened by the Mayor at
7:31 p.m. to consider the sale of excess property located on
Louis Lane. Everyone wishing to speak on the issue was given
the opportunity to do so. No one spoke on the issue. The
Mayor closed the public hearing at 7:32 p.m.
PUBLIC HEARING -
'LOUIS LANE EXTENSION
The Public Hearing was opened by the Mayor at 7:32 PUBLIC HEARING -
p.m. to review an alley vacation of the east-west alley, in ALLEY VACATION -
Lots 1, 2, 3, 6, 7, and 8, Block 65, Original Town of Hastings~OUR SAVIOURS LUTHERAN
Our Saviours Lutheran Church. Mr. Sylvester Raway opposed the CHURCH
alley vacation due to the church not owning all of the property
abutting the alley of Block 65. Mr. Glenn Erickson, representing
the church, clarified that the requested vacation is for only that
portion of alley abutting property owned by Our Saviours Lutheran
Church. The Mayor closed the public hearing at 7:34 p.m.

Moved by Councilman Nesbitt, seconded by Councilman
Pike to vacate all the alley in Block 65, Original Town of
Hastings. Motion was withdrawn.
Moved by Councilman Trautmann, seconded by Council-
man Werner to adopt Resolution No. 51-84 allowing a partial
alley vacation, Lots 1, 2, 3, 6, 7. and 8 of Block 65, Original
Town of Hastings - Our Saviours Lutheran Church. Ayes, 7;
Nayes, Nesbitt. Copy of Resolution on file.
Moved by Councilman Nesbitt, seconded by Councilman
Pike to set a public hearing for the July 2, 1984 regular
City Council meeting to vacate the remainder of the alley
located in Block 65, Original Town of Hastings. Ayes, 8;
Nayes, None.

The Public Hearing was opened by the Mayor at 7:46
p.m. to review the location site for the new library. Mr.
Jlin Schneider, Jill Behnke, Elizabeth Hjermstad, Claire
Mathews,Burt Goderstad, Dick Graham, Jim Haas, Mrs. Kilbride,
Dick Bond, and Joan Voelker, all spoke on the matter of the
new library site location. Their questions, concerns, and
comments were related to the location of the new library site.
Everyone wishing to speak on the issue was given the opportunity
to do so. The Mayor closed the public hearing at 8:00 p.m.
Moved by Councilman Trautmann, seconded by Council-
man Pike to eliminate Roadside Park from future discussions
and plans for the library site. Ayes, 7; Nayes, Karnick.
Moved by Counci.lman Pike, seconded by Councilman
Trautmann to Adopt Resolution No. 52-84 awarding the high bid
of $81,000 for the excess property of Louis Lane to David
Tanner. Ayes, 7; Nayes, Kulzer. Copy of Resolution on file.

Moved by Councilman Trautmann, seconded by Councilman
Klimek to use money from the Parks Department Funds, and not
the Federal Revenue Sharing Funds, as stated in the NRRC Budget
for the shelter at Vermillion Falls Park. The NRRC will purchase
Park Department vehicles with the $25,000 of Federal Revenue
Sharing Funds. Ayes, 8; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Klimek to adopt Resolution No. 53-84 awarding the bid to the
low bidder, Al Sieben Construction, in the amount of $21,911
for 45' Octagon Shelter at Vermillion Falls Park. Ayes, 8;
Nayes, None.

Moved by Councilman Klimek, seconded by Councilman
Karnick to authorize the advertisement for bids for the
Vermillion Falls parking lot. Bids to be opened on June 21,
1984 and awarded at the July 2, 1984 regular City Council
meeting. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Plan to award the bid to the low bidder, Holst Construction.
Motion was withdrawn.

Moved by Councilman Trautmann, seconded by Councilman
Karnick to have the City Engineer notify Holst Construction to
stop work with terms stated by Legal Council, and to hold a
Special Meeting of the City Council on Thursday, June 7, 1984
at 6:30 p.m. to discuss the issue. Ayes, 8; Nayes, None.

Moved by Councilman Werner, seconded by Councilman
Trautmann to pass the 2nd Reading of an Ordinance amending
Section 10.02, Subdivision 32 of the City Code, to define
the term 'Conversion' as the converting of anyone family
dwelling (built prior to the adoption of Ordinance No. 146 -
2/9/84) to a two or three family unit. Ayes, 8; Nayes, None.
Moved by Councilman Werner, seconded by Councilman
Trautmann to reject the draft Joint Powers Agreement for the
Lower St. Croix Watershed. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Plan to approve the 2nd Reading of the ordinance amendment
allowing for a HRA Loan Program. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Councilman
Klimek to approve the real estate abatement for Parcel Number
19-13200-140-00, Charles Kranz. Ayes, 8; Nayes, None.
Moved by Councilman Plan, seconded by Councilman
Kulzer to hire Twy1a Geiken as a full-time transit driver,
effective June 18, 1984. Ayes, 8; Nayes, None.

Moved by Councilman Werner, seconded by Councilman
Kulzer to hire Sharon Moes as a part-time transit driver, effect-
ive June 18, 1984. Ayes, 8; Nayes, None.
No action was taken at this time for selecting a
firm for the Non-Union Employee Analysis.
Moved by Councilman Klimek, seconded by Councilman
Trautmann to enter into a joint agreement with the Minnesota
Highway Department for the Compromise Agreement on Second
Street. Ayes, 8; Nayes, None.

Councilman Klimek stated that a meeting of the
Council Safety Committee will be set at a later date and
time.

Moved by Councilman Pike, seconded by Councilman
Plan to approve Staffs Recommendation that the City enter
into an agreement with Republic Leasing for a period of
~2 months, with the approximate cost of $950 per month,
for the lease of one (1) vehicle; the City to be reimbursed
by the MTC. Ayes, 8; Nayes, None.
Moved by Councilman Nesbitt, seconded by Council-
man Pike to notify A1 Sieben to return forthwith all of the
materials he borrowed for his Birchwood Townhouse Project
on 5th and Ash Streets and to have the low spot filled
on T.H. 55 with suitable material, thus creating a saleable
spot for the future. Ayes, 8; Nayes, None.

Kulzer to stabilize the slope same as before the project

Werner to authorize advertisement for bid for sand. Bids
to be opened on June 15, 1984 and awarded at the June 18,
1984 regular Council meeting. Motion was withdrawn.

Kulzer to authorize advertisement forbids for sand. Bids
to be opened on June 15, 1984 and awarded at the June 18,
1984 regular City Council meeting. Ayes, 5; Nayes, Karnick,
Nesbitt, and Trautmann. Motion passes.
Ron Bathrick, 401 West 3rd Street, spoke in regard
to problems he as been having contingent upon the Northwest
Ponding Basin being put in. Councilman Trautmann recommended
that Staff and Legal Advisors meet and discuss the problem
and resolve the situation by bringing a statement to the
Council at the next regular Council meeting of June 18, 1984
of the Council.
Moved by Councilman Trautmann, seconded by Council-
man Nesbitt to appropriate $1,600 for patrolling, by Police
Reserve with the descretion of the Police Chief, Lake Rebecca
and Jaycee Park. Funds to come from the Lake Rebecca
Construction Account Interest Earned. Ayes, 7; Nayes,
Karnick.

man Werner to pay all bills as audited. Ayes, 8; Nayes, None.
