Hastings, Minnesota May 21, 1984 135 The City Council of the City of Hastings, Minnesota met as the Board of Equalization at 6:30 p.m. in the City Hall Council Chambers of the City Hall. The City Administrator/Clerk read into the record the names of persons who could not attend who were interested in directing their assessments to the County Assessor: Louise Featherstone, Dewey Molter, Gordon Daggett, and Harold Kolehma. All interested persons were directed to the County Assessors for consultation. The Board of Equal- ization meetinp had been duly called and held. Members Present: Councilmen Karnick, Nesbitt, Pike, Kulzer, and Trautmann. Members Absent: Councilmen Klimek, Plan, Wernpr, ann Mayor Stoffel. The meeting adjourned at 7:15 p.m. The Welcome Wagon was present at the Council meeting at 7:30 p.m and drew the name of the winning raffle ticket. The Welcome Wagon had been selling raffle tickets to purchase welcome flags for the City of Hastings. C\J CD (D o (!) <( The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, May 21, 1984 at 7:37 p.m. in the Council Chambers of the City Hall. Members Present: Councilmen Karnick, Nesbitt, Pike, Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: Councilman Klimek. The Mayor called for additions or corrections to the minutes of the meeting of May 7, 1984 and the Emergency Meeting of May 10, 1984. Hearing none declared the minutes were approved as presented. The Mayor opened the Public Hearing at 7:38 p.m. to review the proposed amendment to the R-2 Zoning District re- quirements converting anyone family dwelling built to a two or three family dwelling. Everyone wishing to speak on the issue was given the opportunity to do so. The Mayor closed the Public Hearing at 7:39 p.m. Moved by Councilman Plan, seconded by Councilman Kulzer to pass the 1st Reading of the ordinance amending Section 10.02, Subdivision 32 of the City Code, to define the term 'conversion' as the converting of anyone family dwelling (built prior to the adoption of Ordinance No. 146 - 2/9/84) to a two or three family dwelling. Ayes, 7; Nayes, None. The Mayor opened the Public Hearing at 7:40 p.m. to review the 1984 Municipal State Aid Streets/Utility Improvements. Mr. Allan Larson, the City Engineer, presented the proposal. A number of the residents in the area spoke on the matter of the street and utility improvement project. Their questions, concerns, and comments were related to the location of the storm sewer, the street width, the sidewalk width, the drainage patterns, and the type of construction. Everyone wishing to speak on the issue was given the oppor- tunity to do so. The Mayor closed the public hearing at 8:21 p.m. Moved by Councilman Karnick, seconded by Councilman Kulzer to adopt Resolution No. 49-84 ordering plans and spec- ifications for the 1984 Municipal State Aid Street and Utility Construction. PUBLIC HEARING PROPOSED AMENDMENT TO R-2 ZONING DISTRICT 1ST READING - PROPOSED AMENDMENT TO R-2 ZONING DISTRICT PUBLIC HEARING - 1984 MUNICIPAL STATE AID STREETS/UTILITY CONSTRUCTION RESOLUTION NO. 49-84 ORDER PLANS AND SPECS 1984 MUNICIPAL STATE AID CONSTRUCTION 136 May 21, 1984 MINOR SUBDIVISION - 2651 GLENDALE ROAD - KLUENDER LAKE ISABEL UPDATE 3RD READING - ORDINANCE NO. 158 - SEMI TRACTOR IN RESIDENTIAL AREA APPOINTMENT - CABLE COMMISSION MEMBER APPROVE CABLE FRANCHISE FEE WAIVER PETITION LANDMARK INVESTORS - DOWNTOWN DEVELOPMENT 1ST READING - ORDINANCE AMENDMENT - HRA LOAN PROGRAM ACCEPT RESIGNATION - TRANSIT DRIVER .!!,c 11"1II The Hastings HRA participation would be as follows: a) Storm Sewer Construction - 20% were applicable (4th Street North to Mississippi River) b) Sidewalk Construction - 20% c) Street Construction - 10% for a 44' wide bituminous street from 3rd to 4th Street The City of Hastings participation would be as follows: a) 20% for the drainage area south of 4th Street to 5th Street. This participation will cost approx- imately $10,680.00 and will come from the City's General Taxes. 1- The center 24' assessment concept will be used to develop the assessment rate for street construction. This assess- ment rate will come from State Aid Funds. Ayes, 7; Nayes, None. Copy of Resolution on file. Moved by Councilman Trautmann, seconded by Councilman Plan to approve the Minor Subdivision for 2651 Glendale Road. Ayes, 7; Nayes, None. Mr. Jim Cooper was in the audience and he gave the City Council an update on the Lake Isabel Restoration Project. Moved by Councilman Kulzer, seconded by Councilman Nesbitt to re-establish the present Task Force Committee into the Lake Isabel Restoration Project Steering Committee. Ayes, 7; Nayes, None. Moved by Councilman Nesbitt, seconded by Councilman Pike to pass the 3rd and final reading of Ordinance No. 158 amending portions of the City Code pertaining to parking and motor idling of semi-tractors in residential areas. Ayes, 5; Nayes, Trautmann and Werner. Motion passes. o Moved by Councilman Pike, seconded by Councilman Nesbitt to ratify the Mayor's appointment of Christine C. Rayner to the Cable Commission to fill the unexpired term of Corolyn Mortenson (12-31-84). Ayes, 7; Nayes, None. Moved by Councilman Plan, seconded by Councilman Trautmann to approve the Hastings Franchise Fee Waiver Petition and forward it to the Federal Communications Commission for review. Ayes, 7; Nayes, None. Mr. Jack Hoesch1er addressed the City Council with alternatives to the development of the downtown area and the River front. Mr. Murry Laub of Master Inc. also had some suggestions for the tax increment district and the Hastings Industrial Park. Moved by Councilman Kulzer, seconded by Councilman Plan to pass the 1st Reading of an ordinance amendment allowing for an HRA Loan Program. A statement should be added to the ordinance stating that this is for the HRA Redevelopment Tax Increment District only. Ayes, 5; Nayes, Trautmann and Werner. Motion passes. [j Moved by Councilman Plan, seconded by Councilman Kulzer to accept the resignation of Victoria Majeski as a City Transit Driver effective May 21, 1984 and to authorize the advertisement to fill a vacancy if necessary. The Council expresses its thanks and appreciation for Ms. Majeski's services. The Council expresses its thanks and gratitude to Mr. Patnode for his services. Ayes, 7; Nayes, None. Moved by Councilman Kulzer, seconded by Councilman Werner to adopt Resolution No. 50-84 directing condemnation of land needed for public purposes of a City Parks Depart- ment Garage and Maintenance Facility. Bids to be awarded at the June 4, 1984 regular City Council meeting.
