The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, May 7, 1984 at 7:30 p.m. in the Council
Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike,
Plan, Kulzer, Trautmann, Werner, and Mayor
Stoffel.
Members Absent:
None.
The Mayor called for additions or corrections to the minutes
of the meeting of April 16, 1984 and the Special Meeting of April 16,
1984, the Special Meeting of April 23, 1984 and the Emergency Meeting
of April 25, 1984. Hearing none the minutes were approved as presented.
Moved by Councilman Pike, seconded by Councilman
Klimek to hold over the awarding of the bid for the 1984
Construction Program until the May 21, 1984 regular City
Council meeting. Ayes, 5; Nayes, Councilmen Nesbitt, Kulzer,
and Werner. Motion passes.
Moved by Councilman Trautmann, seconded by Councilman
Nesbitt to approve the final plat for Pleasant Valley as
recommended by the Planning Commission. Ayes, 8; Nayes,
None.
Moved by Councilman Trautmann, seconded by Councilman
Pike to set a public hearing for the June 4, 1984 regular
City Council meeting to discuss the alley vacation in Block
65, Original Town of Hastings - Our Saviour's Lutheran Church.
Ayes 8; Nayes, None.
Moved by Councilman Nesbitt, seconded by Councilman
Kulzer to set a public hearing for the May 21, 1984 regular
City Council meeting to consider an amendment to the 'R-2'
Zoning District requirements. Ayes, 8; Nayes, None.
Mr. Jack Hoeschler of Landmark Investors and Mr. Rick
Christenson of Winsor Faricy Architects, St. Paul, made a
presentation to the City Council and the public regarding the
development for the downtown area located between Sibley and
Tyler Streets, north of the alley between 1st and 2nd Streets.
Mr. Sig Hjermstad read a statement regarding his mother's
opposition to selling her home.
State Representative Harry Sieben reviewed with the
City Council the past leg1s1ative session and how it reflected
with Hastings.

Nesbitt to authorize the repair and/or replacement of necessary STORM WINDOWS
storm windows in the City Hall Council Chambers. The money for
this repair would be taken from the Revenue Sharing Funds. Ayes,
8; Nayes, None.
Moved by Councilman Plan, seconded by Councilman
Nesbitt to pass the 2nd Reading of the ordinance amending
portions of the City Code pertaining to the parking and
motor idling of semi-tractors in residential areas. Ayes,
6; Nayes, Councilmen Trautmann and Werner. Motion passes.
Moved by Councilman Pike, seconded by Councilman
Kulzer to authorize the advertisement for bids for Louis Lane
excess property. The motion would include incorporating
language into the request for offers that would allow for a
sale of approximately thirty (30) feet to the property owners
of Lots 5 and 6. The bids are to be submitted by 4:00 p.m. on
June 4, 1984. Ayes, 8; Nayes, None.

Federal Savings and Loan of Grand Rapids; Dain Bosworth, Inc.
of Minneapolis. Ayes, 8; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Werner to pass the 3rd and final reading of Ordinance No. 157
regulating the emptying of individual sewage disposal and
providing for the licensing for the engaged in such business.

It was the consensus of the Council to set a public
hearing for the Library Site for the June 4, 1984 regular City
Council meeting.
Moved by Councilman Werner, seconded by Councilman
Kulzer to accept the resignation of Wayne Beckwith from the
Natural Resources and Recreation Commission, with the Council's
thanks and appreciation for his services, and authorize the
advertisement for filling the vacancy. Ayes, 8; Nayes, None.
Moved by Councilman Werner, seconded by Councilman
Trautmann to adopt Resolution No. 44-84 recognizing the letter
of completion of Cable Construction in the initial CST, authorizing
City Staff to conduct and review a performance evaluation, release
Telephone and Data Systems from the letter of Construction Guaranty,
and reduce the security fund from $10,000 to $2,000. Councilman
Trautmannn requested a message be put on the Local Government Access
Channel regarding the handling of complaints. Copy of Resolution

SET MEETING - PRESENTATION It was the consensus of the Council to set a meeting

L. Law and Associates, and Stanton and Associates; for performing
an analysis of the City's non-union positions.

order the portable video equipment necessary for the production
of programming and playback of pre-recorded programs for the

Werner to adopt Resolution No. 45-84 supporting an independent
management study of the Metropolitan Waste Control Commission.

Pike to refer the matter of the Haven Homes request for a pro-
posed street extension to the Planning Commission. Ayes, 8;

Plan to reduce the assessed value of Parcel 19-02100-022-74
from $2,280 to $38. Ayes, 8; Nayes, None.

Moved by Councilman Pike, seconded by Councilman
Nesbitt to mark private property Dutch Elm Diseased Trees
upon request only and that the property owner remove these
trees within thirty (30) days. If the property owners neglect
to remove the trees, City Staff will order the trees removed
by the City Contractor. The charge for the removal shall be
assessed to the property owner. Ayes, 8; Nayes, None.
Moved by Councilman Werner, seconded by Councilman
Klimek to authorize the hire of John Downey as the Engineering
Aid III with an effective employment date of May 14, 1984. This
position is subject to a six (6) months probationary period, as
are all City Employees, and is an established union position.

The Mayor tabled the appointment of a Cable
Commission Member until the regular City Council meeting
of May 21, 1984.
Moved by Councilman Werner, seconded by Councilman
Kulzer to adopt Resolution No. 46-84 authorizing a public
auction of abandoned property (bicycles) for Tuesday, May
22, 1984 at 6:00 p.m. at the Hastings National Guard Armory.

Moved by Councilman Trautmann, seconded by Council-
man Pike to authorize the closing of 2nd Street on Sunday,
July 29, 1984 from 12:00 noon until 4:00 p.m. for the Riverbend
Car Club and the Rivertown Festival Committee to sponsor an
antique car show. Ayes, 8; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Karnick to approve the 1984-85 Local #320 Fire Contract as
reflected in the minutes of the Special Meeting of April
16, 1984. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Plan to authorize the advertisement for bids for the con-
struction of a shelter in Vermillion Falls Park. The City has
received a grant of $10,000 from the State of Minnesota to help
subsidize this project. Ayes, 8; Nayes, None.
Moved by Councilman Karnick, seconded by Councilman
Klimek directing the City Attorney and Staff to prepare an
ordinance for the purpose of establishing a small/medium
commercial rehabilitation loan program with an interest
reduction provision to be administered by the HRA. Ayes, 8;
Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Pike to adopt Resolution No. 47-84. This resolution
supercedes Resolution No. 41-84, due to various amendments,
and authorizes the Mayor and City Clerk to enter into a Joint
Resolution with the Township of Marshan and the City of Hastings
for an Orderly Annexation. Ayes, 8; Nayes, None. Copy of
Resolution on file.
The City Engineer informed the Council that Mn/DOT
is calling a hearing for the May 30, 1984 at 9:30 a.m. in the
Hastings City Hall, giving all parties an opportunity to be
heard on the denial of the City of Hastings' variance from
State Aid design standards on diagonal parking along 2nd Street.
Moved by Councilman Trautmann, seconded by Council-
man Kulzer to set a public hearing for the 1984 Municipal
State Aid Streets/Utility Improvements for the May 21, 1984
regular City Council meeting. Ayes, 8; Nayes, None.
The City Administrator explained that the author-
ization for bids for crushing 20,000 yards of sand would be
tabled until the next regular City Council meeting.
After discussion between City Council and City Staff
regarding the assessment policy for City participation on City
streets for rehabilitation/reconstruction. The matter was
referred to the Operations Committee for further study.
Moved by Councilman Trautmann, seconded by Council-
man Karnick to authorize the advertisement for bids for an
excess amount of black dirt that is located in the Industrial
Park, next to the Computer Tool and Engineering Firm. Ayes,
8; Nayes, None.
Per Section 1.03 of the City Charter, the Charter
Commission has filed a report with the City Council designating
new ward boundaries as follows. This report was read at the
Council meeting and shall become effective thirty (30) days
from date of reading.

Ward 1:
Ward 1 shall consist of the area within the city limits lying
east of a line beginning at the intersection of the n9rth
boundary of the city in Denmark Township, Washington County,
and the Washington - Dakota County line on the Mississippi
River, proceeding downstream to Trunk Highway 61; then south
along Trunk Highway 61 to Trunk Highway 55; then west along
Trunk Highway 55 to 11th Street; then west along 11th S.treet
to Ashland Street; then south along Ashland Street to County
Highway 47, together with the area within the city limits
lying south of County Highway 47.

Ward 2:
Ward 2 shall consist of the area within the city limits lying
west of the Washington - Dakota County boundary on the Mississippi
River, proceeding downstream to Trunk Highway 61, lying west of
Trunk Highway 61 from the County boundary to Trunk Highway 55;
and lying north of a line from Trunk Highway 55 to Walnut Street;
then proceeding south on Walnut Street to 10th Street; then pro-
ceeding west on 10th Street to Pine Street; then proceeding north
on Pine Street to Trunk Highway 55; then proceeding west on Trunk
Highway 55 to the west boundary of the city limits.
Ward 3:
Ward 3 shall be bounded on the north by the south boundary line
of Ward 2 described above; on the west by the west boundary of
the city limits; on the south by a line along 15th Street from
the west city limits to Pine Street; then proceeding south on
Pine Street to 18th Street; then proceeding east along 18th
Street to Ashland Street; on the east by Ashland Street from

Councilman Nesbitt: Still need a public meeting to
discuss the assessment policy for the Northwest Ponding Basin
in the 2nd Ward.
Mayor Stoffel: Reported that the speakers at Lake
Rebecca were too loud.
Councilman Karnick: Sited debris in the southwest
lot of 10th and Ramsey and requested snow pile clean up of debris
remaining at 18th and Sibley.
Councilman Werner: Congratulated City Engineer, Allan
Larson, on passing his ProfessiQna1Engineer.sLicen~i11g. ':rest.
