of the City of Hastings of Minnesota met in a
April 16, 1984 at 7:30 P.M. in the Council
Councilmen Karnick, Nesbitt, Klimek, Pike,
Plan, Kulzer, Trautmann, Werner, and Mayor
Stoffel.
Members Present:
Members Absent:
None.
The Mayor called for~dditi~ns or corrections to the minutes of the
meeting of April 2, 1984. Councilman Trautmann noted a correction on the Regan
Bus Garage purchase. The motion should read that the Regan's will purchase
property in the Industrial Park and; that the School District purchase the
south parcel of land from the City known as the racquetball site. The minutes
were then approved as presented. The minutes of the Special meeting of April
9, 1984 were approved as presented.

The Public Hearing was opened by the Mayor at 7:33
P.M. to review an ordinance regulating the emptying of indiv-
idual sewage disposal system and providing for licensing of
those engaged in such business. Everyone wishing to speak on
the issue was given the opportunity to do so. No one spoke on
the issue. The Mayor closed the Public Hearing at 7:35 P.M.

The Public Hearing was opened by the Mayor at 7:35
P.M. to review the 1984 Municipal State Aid Street/Utility
Improvements. Mr. Allan Larson, the City Engineer, presented
the proposal which included Ramsey Street and Tyler Street
from 2nd Street to 4th Street. This included street construc-
tion, sidewalk construction, and storm sewer construction.
Mr. Gegen, Mr. Donndelinger, Mr. Huberty, Mrs. Heaser, Elmer
Sans toe , George Dummer, Mr. Breyer, Mr. Skip Soleim, Bill
Sylvander, Paul Kranz, Don Youngren, Mrs. Erickson, and Mr.
Meyer all spoke on the matter of the Street/Utility Improve-
ment project. Their questions, concerns, and comments were
related to the location of the storm sewer, the street width,
the drainage patterns, and the type of construction. Every-
one wishing to speak on the issue was given the opportunity
to do so. The Mayor closed the Public Hearing at 8:40 P.M.
This State Aid Improvement will be discussed at the regular
HRA meeting on April 19, 1984 and brought to the Council
meeting on May 7, 1984 for approval.
Moved by Councilman Pike, seconded by Councilman
Plan to pass the 3rd and final reading of Ordinance No. 156,
rezoning 10.46 acres from 'AI to IR-21 - 2220 Cannon Street.
Ayes, 8; Nayes, None.
Moved by Councilman Pike, seconded by Councilman
Kulzer to approve a minor subdivision of Lots 1 and 2 and the
north 18 feet of Lot 3 located at 1008, 1012, and 1016 Ramsey
Street. The 18 feet from Lot 3 would be divided and 9 feet
would be added to Lots 1 and 2 respectively. Ayes, 6; Nayes,
Councilmen Karnick and Trautmann. Motion passes.

Moved by Councilman Pike, seconded by Councilman
Klimek to adopt Resolution No. 37-84 with the City of Hastings
entering into a Community Education Joint Powers budget with
the School District 200. Ayes, 8; Nayes, None. Copy of
Resolution on file.
Moved by Councilman Trautmann, seconded by Council-
man Werner that the City of Hastings enter into a Joint Powers
agreement establishing a Watershed Management Commission for
the Vermillion River Watershed and adopting Resolution No.
39-84 approving the agreement. Copy of Resolution on file.
Ayes, 5; Nayes Councilmen Karnick, Nesbitt, and Kulzer.
Motion passes.

Moved by Councilman Trautmann, seconded by Council-
man Kulzer to table the setting of a Public Hearing-Library Site-
untilthemeetirigofMay 7th, so. the Council has an opportunity to
obtain more information. Ayes, 8; Nayes, None.
Moved by Councilman Nesbitt, seconded by Councilman
Kulzer to pass the 1st reading 'of an ordinance amendment
pertaining to parking and motor idling of semi-tractors in
residential areas. This ordinance would include a provision
that no more than one semi-tractor or semi-trailer would be
allowed to be parked at anyone residence. Ayes, 6; Nayes,
Councilmen Trautmann and Werner.

Moved by Councilman Werner, seconded by Councilman
Kulzer to allow the Hastings Garden Club to distribute compost
on May 19, 1984 at Roadside Park. Ayes, 8; Nayes, None.
Moved by Councilman Trautmann, seconded by Council-
man Pike to adopt Resolution No. 38-84 recommending to the
Department of Economic Development that American Balance
Corporation be granted a direct loan as permitted'by Minnesota
Statute. Ayes, 8; Nayes, None. Copy of Resolution on file.
Moved by Councilman Trautmann, seconded by Council-
man Klimek to increase the monthly salary of the Industrial
Park Director, Wallace Erickson, to $665.00 per month retro-
active to April 1, 1984. This salary is to be taken from the
Industrial Park fund. Ayes, 8; Nayes, None.
Moved by Councilman Werner, seconded by Councilman
Plan to grant the Welcome Wagon Organization a raffle license.
Do to the Organization purchasing 'Welcome' flags for the
City of Hastings the $50.00 fee for the license will be
waived based on the fact that the proceeds of the raffle will
be given to the City of Hastings for the purchase of flags.

Moved by Councilman Trautmann, seconded by Council-
man Pike to adopt Resolution No. 40-84 declaring Louis Lane
as excess property. Ayes, 8; Nayes, None. Copy of Resolution
on file.

Pike to approve the bid proposal for Louis Lane.
Moved by Counciman Kulzer, seconded by Councilman
Nesbitt to table the matter of the bid proposal until the
May 7,1984 regular City Council meeting. Ayes, 6; Nayes,
Councilmen Trautmann and Werner. Motion passes.
Moved by Councilman Trautmann, seconded by Council-
man Pike to adopt Resolution No. 41-84 for a Joint Resolution
of the Township of Marshan and the City of Hastings for order-
ly annexation. A few legal descriptions need correction along
with minor language changes, and item number 9 referring to the
committee is to read: I three member committee with one elected
member from the City Council of the City of Hastings, one
elected member from the Township of Marshan, and one elected
member from the Dakota County Board Commission. This motion
also includes a request by the City for the Township of
Marshan to call a meeting prior to May 7, 1984 to pass and
adopt on this joint resolution. Ayes, 8; Nayes, None.

The Mayor appointed Councilman Trautmann, Council-
man Pike and Councilman Werner to be the committee to nego-
tiate with the School District for the Regan property.
Moved by Councilman Werner, seconded by Councilman
Plan to authorize the City of Hastings to lease a new Transit
vehicle which is handicapped accessible. The MTC will be
paying the entire cost of this lease for a period of one year
unless the City is able to purchase a vehicle with State and/
or Federal dollars prior to that time. Ayes, 8; Nayes, None.

man Kulzer to call a special meeting of the Council for April
23, 1984 at 5:00 P.M. to consider the award of bids for the
bond sale. Ayes, 8; Nayes, None.

BASIN PROJECT-AP-
PRAISED VALUES
Moved by Councilman Trautmann, seconded by Council-
man Nesbitt to pay the appraised values of the easements to
all land owners who voluntarily conveyed the necessary ease-
ments to the City for the Northwest Ponding Basin project.

MISCELLANEOUS BUSINESS
Councilman Kulzer:
1. A safety hazard on Eddy Street between 5th and 6th
Street a portion of the. road was soft, he reques ted
a 'No Parking' sign be placed on that street temporarily.
2. Wilson Park, he was questioning whether it would be put
back into shape this year.
3. Check into the possibility of eliminating parking between
the hours of 2:00 and 6:00 p.m. on all City streets.

Councilman Karnick:
1. The property behind the Le Duc Mansion needed clean up,
and the corner of 10th and Ramsey (the S.w. corner lot)
needed clean up.
Councilman Nesbitt:
l. Cars being parked with IFor Sale' s1gns on various public
streets and sidewalks.
2. To extend 5th to 7th for sidewalk to befinished in front
of Latto Hospital.
3. Employers support this as National Guards and Reserve
month.
Mayor Stoffel:
1. Indicated the bushes by the swimming pool needed cleaning
up.
2. the sidewalk on 2nd Street - City to send letter to County.
3. Brought to the attention of the Council the art sale at the
Country Club for the City Mural.
