HomeMy WebLinkAbout04-02-84 Hastings, Minnesota April 2, 1984 111 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 2, 1984 at 7:30 P.M. in the Council Chambers of the City Hall. Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: None. ,--- , The Mayor called for additions or corrections to the minutes of the meeting of March 19, 1984 and hearing none declared the minutes approved as presented. The Mayor declared the Public Hearing open at 7:31 P.M. The City Administrator/Clerk provided proof of affidavit of publication. Everyone wishing to speak on the issue was given the opportunity to do so. The Mayor closed the Public Hearing at 7:33 P.M. C\J CD (.D o (D <t Moved by Councilman Kulzer, seconded by Councilman Nesbitt to adopt resolution No. 32-84 vacating a portion of alley located adjacent to Lot 4, Block 23, Original Town of Hastings (319 West 3rd Street), and to approve a minor sub- division of Lots 3 and 4, Block 23, Original Town of Hastings. Ayes, 8; Nayes, None. Copy of Resolution on file. Moved by Councilman Trautmann, seconded by Council- man Pike to adopt Resolution No. 33-84 awarding the bid for the removal of diseased trees to the apparent low bidder Hoffman McNamara Company. This is subject to the disposal of brush at the City Landfill site; provided that this can be accomplished by City staff. Ayes, 8; Nayes, None. Copy of Resolution on file. -- Moved by Councilman Klimek, seconded by Councilman Plan to pass the second reading of the ordinance amendment rezoning 10.46 acres from 'A' to an 'R-2' zoning district- 2220 Cannon Street. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Council- man pike that if the area of land known as the Louis Lane extension would ever be declared excess property the street would be made into a cul-de-sac with allowance for extension. The northerly edge of cul-de-sac not being within 100 feet of southerly edge of Lots 7 & 8. All costs would be borne by the developer. Mr. Mark Reddemann presented the Council with a petition with 62 signatures on it opposing a thru street from Louis Lane to 15th Street and supporting an extension of Louis Lane temporary cul-de-sac north to provide access to lots located along the Country Club. Ayes, 8; Nayes, None. There was considerable Council discussion regarding additional variances for the construction of two (2) duplexes at 12th and Oak Street-Don Olson. There was no Council action. Moved by Councilman Werner, seconded by "Councilman Trautmann to have the City of Hastings become a member of the National League of Cities. The dues of $741 for 1984 would be taken out of the unreserved fund balance. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Klimek to have the City staff contact three (3) or four (4) firms and invite them down for presentations to the Council regarding the preparation of non-union job responsibilities ranking. Ayes, 5; Nayes, Councilmen Karnick, Nesbitt, Kulzer, and Werner. Motion passes. Moved by Councilman Karnick, seconded by Councilman to adopt Resolution No. 34-84 designating Gary Brown Director of the suburban rate authority and Dianne as the Alternate Director for 1984. Moved by Councilman Kulzer, seconded by Councilman Nesbitt to accept the Mayor's recommendation to appoint Arden Sanstead as a Housing and Redevelopment Authority member. Her term would expire on 4-2-89. Ayes, 8; Nayes, None. IJ Moved by Councilman Trautmann, seconded by Council- man Werner to approve the annual taxi cab renewal license for three (3) vehicles for Adams Taxi. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Council- man Klimek that the City of Hastings make an offer to the Regan's with regards to the purchase of the bus garage site at 10th and Pine. The offer would be for $200,000 contingent upon: 1) that the Regan's purchase land in the Industrial Park and 2) that the School District purchase the south parcel of land from the City known as the Racquetball site. Ayes, 7; Nayes, Councilman Nesbitt. Moved by Councilman Karnick, seconded by Councilman Werner to pass the 1st reading of an ordinance amendment licensing septic tank haulers and calling for a Public Hearing for the regular City Council meeting of April 16, 1984. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Council- man Werner to eliminate Roadside Park as one of the selections for the library site. Ayes, Councilmen Trautmann and Werner; Nayes, 6. Motion fails. o Moved by Councilman Kulzer, seconded by Councilman Klimek to set a Public Hearing on the three (3) sites selected by the library site selection committee and solicit public input for additional sites. Moved by Councilman Trautmann, seconded by Council- man Nesbitt to table the motion to set a Public Hearing for the selection of a library site until further Council discus- sion at the next regular City Council meeting. Ayes, 8; Nayes, None. Moved by Councilman Nesbitt, seconded by Councilman Kulzer to pass the 1st reading of an ordinance amendment pro- hibiting semi-tractor parking in R-l and R-2 zones. Moved by Councilman Werner, seconded by Councilman Trautmann to adopt Resolution No. 35-84 approving the plans and authorizing advertisement for bids for the 1984 construc- tion program. Moved by Councilman Werner, seconded by Councilman Plan to set a Public Hearing for the April 16, 1984 regular City Council meeting for the Municipal State Aid Street and Utility Improvement on Ramsey on Tyler Streets. C\J CD CD o (D <t r-- I I ! -- April 2, 1984 113 Moved by Councilman Pike, seconded by Councilman Plan to accept the Administrative Committee recommendation to hire Frank Gerlock as the City Planner at an annual starting salary of $25,000. This position is subject to a six (6) month probationary period. Mr. Gerlock is to be contacted and his employment date is to commense as soon as possible. Ayes, 8; Nayes, None. HIRE CITY PLANNER Councilman Pike suggested the City Council meet in a special session to discuss next years contract with the City Administrator on Monday evening, April 9, 1984 at 5:15 P.M. The Press was so notified. ADMINISTRATORS EMPLOY- MENT CONTRACT The City Council discussed the Garden plots and determined that they would continue with the same procedure as they had last year. GARDEN PLOTS Councilman Trautmann requested that the Police COUNCIL DISCUSSION Department step up their patrolling on 2nd Street to elimi- nate some of the illegal crossing in the center of the block on that street. Cou~cilman Kulzer brought up his concerns regarding some unsitely areas in the downtown area. It was suggested that this cleanup be coordinated with the Spring cleanup. Councilman Nesbitt requested staff to look into the possibility of having either a stop sign, 'caution' sign or a 'watch for children' sign on 8th Street between Spring and Forest. Councilman Nesbitt also requested that the drainage problem on Forest between 6th and 7th to be checked into. Councilman Trautmann requested that Pleasant Street between 13th and 14th be checked into for breakage.
