Members Present: Councilmen Karnick, Nesbitt, Klimek, Fike, Plan", _Kulzer.. 'I'rau tmann. Werner_j and Mayor Stoffel. ,...-- Members Absent: None. The Mayor called of the meeting of March 5, approved as presented. for additions 0r corrections to the minutes 1984 and hearing none declared the minutes (\) CD c.o o CD c::( The Mayor declared the public hearing open at 7:33 p.m. The City Administrator/Clerk explained that the public hearing had not been published and was no longer required, due to the County holding the necessary hearings. The Mayor closed the public hearing at 7:34 p.m. ,...-- Moved by Councilman Trautmann, seconded by Council- man Pike to approve the preliminary plat - 2220 Cannon St.. The preliminary plat is approved subject to the condition that: 1) A developers agreement is entered into with the City. 2) That a 33 strip of land from 24th Street to the South City limits be dedicated for Street and Utility pur- poses. 3) That all deferred assessment and connection charges for the property be paid. This is also subject to the condition that the applicant pay cash (1,778.20) in lieu of land for park dedication requirements and that the drain- age, utility, and street layout plans are feasible; however, a temporary cul-de-sac must be constructed on the West end of the proposed 24th Street extended. Moved by Councilman Karnick, seconded by Councilman Trautmann to pass the 1st reading of the rezoning of the Bohlken Estates - 2220 Cannon Street from an Agricultural zon1ng district to an R-2 zoning district. Moved by Councilman Pike, seconded by Councilman Plan to approve the parking arrangement being proposed by Mr. Paul Murphy whereby five (5) parking stalls would be leased from Loeschs Bar and Grill - 412 Vermillion Street and four (4) parking stalls would be leased from Ace Hardware - 427 Vermillion Street. These stalls would be marked and the lease reviewed in March of 1985. Ayes, 8; Nayes, None. Moved by Councilman Werner, seconded by Councilman Kulzer to approve a home occupation permit for a beauty shop at 1612 Westview Drive - Lynn Heusser. Ayes, 8; Nayes, None. Moved by Councilman Werner, seconded by Councilman Karnick to pass the 3rd and final reading of the ordinance #155, amending portions of the City code pertaining to the removal of ice and snow from public sidewalks. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Council- man Klimek for the City of Hastings to adopt a memorial tree planting program to reforestate the parks system. The program would follow the guidelines as set forth: 1) Public will fill out a form and send a tax deductible check. 2) They could designate the park in which they would like to see the tree planted. However, Parks Department Staff would determine the actual planting location. 6) A plaque, with the name of the individual or designee will be mounted on a board at City Hall in recognition of the contribution. 4) The 11ldivid1.:lil1 win be notified of- the type of tree plarttedartd ;its location. March 19, 1984 The City Administrator/Clerk explained that the Liquor License Referendum was still on hold until the first meeting in April. Moved by Councilman Werner, seconded by Councilman Trautmann to 1) approve an increase of $1 per month, per home effective April 1, 1984 and 2) to approve the annual permit for the Hastings Sanitary Disposal, Inc. Ayes 8; Nayes, None. Moved by Councilman Pike; sec9nded_hy~GoDncilman~_ Trautmann to adopted resolution #29 - 84 authorizing the request for bids for $1,150,000 for 1984 General Obligation Improvement Bonds. Moved by Councilman Trautmann, seconded by Council- man Kulzer to adopted resolution #30 - 84 authorizing the, request for General Obligation Refunding Bonds in the amount of $650,000. Moved by Councilman Trautmann, seconded by Council- man Plan to have the City of Hastings proceed with an Abatement Order at 117 East 2nd Street (the Red Buoy). This order will be in effect from March 19, 1984 and inclusive of 60 days. C9PY of Resolution on file. Ayes, 8; Nayes, None. Moved by Councilman Plan, seconded by Councilman Pike to accept the resignation of Kevin Henriksen, effective immediately, as a volunteer fire fighter. The Council expresses its appreciation for Mr. Henriksen's services. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Kulzer to extend the probation of volunteer fire fighter, William King, Jr. by six (6) months due to Mr. King's not having completed the medical training which is required. Ayes, 8; Nayes, None. [] Moved by Councilman Trautmann, seconded by Council- man Plan to amend the Fire Department rules and regulations as follows: Section VI: Membership - #3; within one (1) year, all Fire Fighters to successfully complete; an American Red Cross Advanced First Aid Course or better, NFPA 1001 Fire Fighter One Course, and an American Heart Association CPR Course. Failure to maintain current medical certificates and annual CPR recertification shall result in appropriate dis- ciplinary actions. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Plan to accept the resignation of Glen Hoffard effective April 6, 1984 as an Engineering Aide to the City of Hastings, and to authorize staff to advertise for a replacement. The Council expresses its thanks to Mr. Hoffard for his years of service. Ayes, 8; Nayes, None. Moved by Councilman Plan, seconded by Councilman Klimek to appoint the City Administrator/Clerk as the representative from the City of Hastings to the Dakota County Community Development District Committee. This Committee would be reviewing CDBG entitlement funds. The City Planner will be the designated representative from the City of Hastings when one is on staff. Moved by Councilman Pike, seconded by Councilman Kulzer to accept the staffs recommendation approving Pine- River One-Way and proceed with the six (6) step program out- lined in the Corridors study. PINE-RIVER-PRAIRIE CORRIDOR STUDY There was a complaint from a resident that lives on COMMENTS FROM AUDIENCE West 4th Street that a semi-trailer was being operated out of a garage on that street. They City Attorney recommended that the complaints be directed to the Police Department for citations. There was Council discussion regarding the assess- ment policy adopted at the March 5, 1984 regular City Council Meeting. Councilman Nesbitt requested to go on record stating his outrage that the two parts of town be treated so differ- ently with regard to the newly adopted assessment policy. Moved by Councilman Nesbitt that the assessment policy that was in effect prior to the March 5, 1984 regular City Council Meeting once again be the policy. The motion died for lack of a second. Moved by Councilman Klimek, seconded by Councilman Pike to accept the Mayors recommendation appointing Pat Bye to the Historical Preservation Commission with her term to exp1re 12-31-85. Ayes, 8; Nayes, None. HISTORICAL COMMISSION APPOINTMENT The Mayor asked each Council member if they had COUNCIL PRIORITIES priorities for 1984 for their specific wards. Ward I - Storm water run off from 10th Street flowing to Lake Isabel be corrected. Ward II - River street pot holes, sewer and water facilities. Ward III - possibly seal coating the streets and rejuvinate some of the streets. Ward 4 - 15th street pot holes. Moved by Councilman Werner, seconded by Councilman HANDICAPPED PARKING Kulzer to designate the following handicapped parking in the duwntown area; All four corners of Sibley Street and 2nd Street, and on the SE corner of 2nd and Ramsey, on the side of the Post Office. All of these stalls would be designated on either Sibley or Ramsey Street. The two designated handicap parking stalls in the downtown City parking lot are to be removed. Ayes, 8; Nayes, None.
