HomeMy WebLinkAbout03-05-84 Hastings, Minnesota March 5, 1984 103 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, March 5, 1984 at 7:30 p.m. in the Council Chambers of the City Hall. ~ Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: None. The Mayor called of the meeting of February approved as pTesented. for additions or corrections to the minutes 21, 1984 and hearing none declared the minutes N W m o m ~ The Mayor declared the public hearing open at 7:35 p.m. for the consideration of amending portions of the City Code dealing with prohibited places of snowmobile operations. Everyone wishing to speak on the issue was given the opport- unity to do so. The Mayor closed the public hearing at 7:37 p.m. Moved by Councilman Pike, seconded by Councilman Kulzer to pass the 3rd and final reading of ordinance #154 amending portions of the Cit~ Code dealing with prohibited snowmobile operations. Ayes, 8; Nayes, None. ~ The Mayor declared the public hearing open at 7:38 p.m. to consider the 1984 Municipal Street/Utility Improve- ments. The meeting was turned over to the Acting City Engineer, Allan Larson, who gave a review of the project; what is to be accomplished, estimated cost to the property owner, and the estimate cost to the City. All persons desiring to speak on the issue were given the opportunity to do so. The Mayor closed the public hearing at 8:25 p.m. Moved by Councilman Werner, seconded by Councilman Kulzer to order the following Municipal Street/Utility Improvements. Ayes, 8; Nayes, None. Copy of Resolution on file. 104 March 5, 1984 RESOLUTION NO. 24-84 RESOLUTION NO. 25-84 Moved by Councilman Werner, seconded by Councilman Pike to adopt Resolution No. 24-84 ordering improvements for the following: Ayes, 8; Nayes, None. Copy of Resolution on file. 1. Cannon Street - 23rd to 24th Streets Grading, gravel, surfacing, curb and gutter, sewer and water service. 2. Cannon Street - 24th to 25th Streets, with City participation Grading, gravel, surfacing, curb and gutter, sanitary sewer, water main n ~ 3. Cannon Street - 25th Street to South Corporate limits, with City participation Grading, gravel, surfacing, curb and gutter, sanitary sewer, water main. Moved by Councilman Trautmann, seconded by Councilman Kulzer to order the following improvement; 21st Street to T.R. 61 Railroad Spur - sanitary extension, grading, gravel, and 36 foot bituminous mat with structures. Ayes, 8; Nayes, None. Copy of Resolution on file. The Mayor asked for a motion for Barker Street, hearing none she declared the project to be dropped at this time. MINOR SUBDIVISION FOR Moved by Councilman Trautmann, seconded by Councilman VARIANCES AND DUPLEXES - Klimek to approve the minor subdivision, lot width and lot area DON OLSON - 12TH & OAK variances for Don Olson at 12th and Oak Streets. This would include water main construction from Oak Street - 11th and 12th Streets, with Mr. Olson ~yj~ an assessment amount of $3,568. Ayes, 8; Nayes, None. MINOR SUBDIVISION AND ALLEY VACATION - 319 WEST 3RD STREET - HUBERT J. SCHNEIDER ADDITIONAL LIQUOR LICENSE - REFERENDUM o Moved by Councilman Kulzer, seconded by Councilman Trautmann to set a public hearing for the April 2, 1984 regular City Council meeting for the minor subdivision and alley vacation request at 319 West 3rd Street - Hubert J. Schneider. Ayes, 8; Nayes, None. A Representative from the AmericINN was in attendance for the Council meeting. He requested that the Council not take any action on a referendum at this point, but continue to wait and see if a liquor license should become available. 2ND READING - ORDINANCE ~ENDMENT - SNOW REVOMAL Kulzer of the public ~UTHORIZE ADVERTISEMENT - DUTCH ELM TREE REMOVAL \CCEPT RESIGNATION - iJ'RRC MEMBER \PPOINTMENT - ~RRC MEMBERS ~PROVE APPLICATION - ~NTITLEMENT FUNDS Moved by Councilman Werner, seconded by Councilman to pass the 2nd Reading of the ordinance amending portions City Code pertaining to the removal of ice and snow from sidewalks. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Trautmann to authorize the advertisment for bids for the Dutch Elm Tree Removal for the 1984 Program. Ayes, 8; Nayes, None. Moved by Councilman Plan, seconded by Councilman Klimek to accept the resignation of Carolyn Chandler as a member of the Natural Resources and Recreation Commission. Ayes, 8; Nayes, None. u Moved by Councilman Werner, seconded by Councilman Kulzer to approve the appointment of Tom Lewanski and Scott Dodge as members of the Natural Resources and Recreation Commission with terms to expire 12-31-85. Ayes, 8; Nayes, None. Moved by Councilman Trautmann, seconded by Councilman Werner to authorize the Mayor and Clerk to formally make application for Block Grant Funds; requesting an amount of $200,000. This money would be used for possible acquisition of property in the downtown area for future development of new housing. The Administrative Committee requested that staff narrow the applicants down to five or six. Mr. Thomas Loucks, the Planning Consultant, will assist in the interview process of the top applicants. .......... I - ,\1 The Council was informed that 20 rolls of plastic would be purchased and kept on hand for emergency situations. FLOOD PROTECTION MATERIAL Moved by Councilman Trautmann, seconded by Councilman CIGARETTE LICENSE - Kulzer to approve a cigarette license for King's Cove. Ayes, KING'S COVE 8; Nayes, None. Moved by Councilman Werner, seconded by Councilman Plan to approve a 1984 gambling license and a cigarette license for the Eagles Club. Ayes, 7; Nayes, Nesbitt. Moved by Councilman Trautmann, seconded by Councilman Werner to adopt Resolution No. 26-84 ordering an Engineering Feasibility Study for additional water storage facility and authorizing requests for proposals from engineering firms to prepare said feasibility study. Ayes, 8; Nayes, None. '" It was recommended by the City Council that Allan Larson, the Acting City Engineer, attend the Regional Mutual Aid Association meeting and report back to the City Council. Moved by Councilman Pike, seconded by Councilman Klimek to authorize a 3.2% cost of living increase to the Merlin Wilbur, the Building Official, this would be effect- ive for the March 15, 1984 pay period. Mr. and Mrs. Thomas Reuter, 321 West 1st Street, requested that the City determine the status of their obtaining sewer service and having their well water checked. They also commented on the recent permit allowed for a duplex located at 306 West 2nd Street, is being used as a tri-plex. Further they expressed concern over the Michael Matsch property, 322 West 2nd Street, had highly combustible material on the site. ~ Councilman Nesbitt requested staff to look into the possibility of applying for entitlement funds from Dakota County HRA for 1985.
