HomeMy WebLinkAbout02-06-84 Hastings, Minnesota February 6, 1984 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, February 6, 1984 at 7:30 p.m. in the Council Chambers of the City Hall. 95 Members Present: Councilmen Karnick, Klimek, Pike, Nesbitt, Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of January 16, 1984. Councilman Nesbitt requested that the motion for Ordinance #152 included having the City Administrator/Clerk and Mayor sign the PRD Contract. With this correction the minutes were approved as presented. N W W o m ~ The Mayor opened the public hearing at 7:33 p.m. to consider the ordinance amendment converting existing houses to three or more units in the R-2 Zoning District. All inter- ested persons were given the opportunity to speak. No one wished to speak on the issue. The Mayor closed the public hearing at 7:34 p.m. Moved by Councilman Trautmann, seconded by Council- man Werner to pass the 2nd Reading of the ordinance amendment that the conversion of existing homes to three or more units be permitted in the R-2 Zoning District provided that they meet all building code requirements and that two off street parking stalls be provided per unit. This applies to conversion of existing units, not new construction. Ayes, 6; Nayes, Nesbitt and Kulzer. Moved by Councilman Pike, seconded by Councilman Karnick to adopt Resolution No. 10-84 accepting and awarding the bid for one (1) Street Department half ton pickup truck, to Joe O'Brien Chevrolet-Cadillac, the apparent low bidder, for the amount of $8,799.00 with trade-in and; adopting Resolution No. 11-84 accepting and awarding the bid for one (1) half ton pickup truck for the Waste Water Department to Schneider Buick, Incorporated, the apparent low bidder, in the amount of $7,298.00 with trade-in. Moved by Councilman Pike, seconded by Councilman Trautmann to adopt Resolution No. 12-84 authorizing the issuance, sale and delivery of $2,400,000 Industrial Revenue Bonds for the Regina Memorial Hospital. Ayes, 8; Nayes, None. Copy of Resolution on file. Moved by Councilman Pike, seconded by Councilman Nesbitt to appoint Joan Voelker and Peter Folch to the Planning Commission with terms to expire on 12-31-85. Ayes, 8; Nayes, None. The Council concurred with the letter of agreement, outlining the scope of services and fee schedule between the City of Hastings and Tom Loucks Associates, as presented in Mr. Louck's letter of January 23, 1984 to Mr. Brown, the City Administrator/Clerk. The Council requested that Mr. Louck's be in attendance at the Council meetings. Moved by Councilman Karnick, seconded by Councilman Klimek to accept the Planning Commission's recommendation to approve a special use permit for a gravel mining operation to Davies Excavation on East 10th Street subject to: 1) Houses to be constructed after the mining operation is completed shall have the mean sea level. 2) The final elevation in the northwest corner of the property should be raised approximately 3 feet to provide for greater protection from flood waters backing up PUBLIC HEARING - ORDINANCE AMENDMENT - CONVERSION OF EXISTING HOUSES TO THREE OR MORE UNITS IN THE R-2 ZONING DISTRICT 2ND READING - ORDINANCE AMENDMENT - CONVERSION OF EXISTING HOUSES TO THREE OR MORE UNITS IN THE R-2 ZONING DISTRICT RESOLUTION NO. 10&11-84 AWARD BIDS - STREET AlID WATER DEPT. Moved by Councilman Trautmann, seconded by Councilman Klimek that the City Council accept the Planning Commission's recommendation for approval to the Preliminary Plat for Pleasant Valley - County Road 42 and Pleasant Drive, subject to the following: 1) Before the Council finally approves the plat documentation shall be on file indicating the property owners to the south will be dedicating necessary road right-of-way for 'Street E.' 2) Before the Plat is finally approved, Street names consistant with Street naming policies must be approved. 3) That the draft development contract be updated and signed before the plat is finally approved. 4) That City Staff have the authority to approve minor changes to building design and site plan designs for the four plexes, but will bring back changes they feel inconsistant with the intent of the approval. Moved by Councilman Pike, seconded by Councilman Karnick to table the request for a minor subdivision for variances and duplexes at 12th and Oak Streets - Don Olson until the next regular City Council meeting on February 21, 1984. Ayes, 8; Nayes, None. Moved by Councilman Pike, seconded by Councilman Werner to approve the home occupation permit for a wood carving business at 924 West 14th Street - Andrew Klimek. Ayes, 7; Abstained, Klimek. PINAL PLAT AND VARIANCES - Moved by Councilman Pike, seconded by Councilman iIGHLAND HILLS ADDITION Klimek to approve the final plat and variance - Highland Hills Second Addition, contingent upon the Planning Commission's approval and no driveways off of Pleasant Drive. The plat would show limited access and conditioned upon no properties being allowed access on Pleasant Drive. The motion was also conditioned upon the Planning Commission's recommendation, denial of the Street off set variance on the grounds that the street off set would make it more difficult for people to locate their property lines and upon the plat being adjusted to reflect no street off sets and conditioned upon the payment of the interceptor sewer and plat review fees. Moved by Councilman Kulzer, seconded by Councilman Klimek to change the regular City Council meeting from February 20, 1984 to February 21, 1984 due to the 20th being a legal holiday. Ayes, 8; Nayes, None. The Mayor requested the Planning Committee of the Council to serve as a Sub-Committee to work with the Natural Resources and Recreation Sub-Committee to evaluate long and short range park development projects in our community. Moved by Councilman Werner, seconded by Councilman Kulzer to adopt Resolution No. 13-84 authorizing the City of Hastings to enter into a contract with the Metropolitan Transit Commission for the provision of exurb an funds for the 1984 calendar year. Transfer $56,616.68 from Engineering Fund to close the fund and to reopen as General/Engineering Fund. Transfer $12,381.62 from PERA-Social Security Fund to close the fund and to reopen as General/PERA-SS Fund. Transfer $180.47 from General Fund to Audit Fund to cover shortage and to close the fund and to reopen as General/Audit fund. Moved by Councilman Nesbitt, seconded by Councilman Kulzer to hold any payments to the Corps of Engineers until the following construction problems are resolved: 1) Recon- struct the nature trail which provides access to 85% of the project area for purposes of hiking, skiing, nature study, and environmental education. 2) Make provisions for adequate sand at the swimming beach - clean desireable beach sand which one normally finds on good swimming beaches. Moved by Councilman Pike, seconded by Councilman Klimek to authorize the Syttende Mai Committee to have a parade on the 17th day of May, 1984 to celebrate the Norwegian Independence Day. The parade would begin at 6:00 p.m. from St. Phillips Church, 15th and Pleasant, proceed down 15th Street to Walnut, down Walnut to Road- side Park. Ayes, 8; Nayes, None.
