HomeMy WebLinkAbout01-16-84 Hastings, Minnesota January 16, 1984 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, January 16, 1984 at 7:30 p.m. in the Council Chambers of the City Hall. 89 Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike, Plan, Kulzer, Trautmann, Werner, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of January 3, 1984 and hearing none declared the minutes approved as presented. Moved by Councilman Werner, seconded by Councilman RESOLUTION NO. 5-84 Klimek to adopt Resolution No. 5-84 accepting and awarding AWARD BID - SURVEY the bid for one (1) 1984 Survey Panel Truck for the Engineer- PANEL TRUCK - ing Department from Joe O'Brien Chevrolet, Hastings, Minnesota,ENGINEERING DEPARTMENT the apparent low bidder. C\J to to o CD <I: Moved by Councilman Trautmann, seconded by Council- 1ST READING - ORDINANCE man Kulzer to accept the Planning Commission's recommendation AMENDMENT - CONVERSION that conversions of existing homes to three or more units be OF EXISTING HOUSES TO permitted in the R-2 Zoning District provided that they meet THREE OR MORE UNITS all building code requirements and that two off street parking IN THE R-2 ZONING stalls be provided per unit. This applies to conversions of DISTRICT existing units, not new construction. Ayes, 7; Naye, Nesbitt. Moved by Councilman Kulzer, seconded by Councilman Werner that the City Council adopt Resolution No. 9-84 accepting the recommendation of the NRRC approving the final grant application for Phase II of the Vermillion Falls Park Development Project, with the elimination of trail lighting, and based on the following estimates. Ayes, 8; Nayes, None. Moved by Councilman Nesbitt, seconded by Councilman Klimek to pass the 3rd and Final Reading of Ordinance Amend- ment #152, rezoning County Road 42 and Pleasant Drive. Mr. Mike Simacek was the spokesman for the group. He expressed concern over the Council's consideration of a ban for the use of snowmobiles in the City limits. He ex- plained that there are approximately l,OOO snowmobiles within the corporate limits which would probably account for approximately 2,000 riders. He explained that the Snowmobile Club does have their own patrol which work in cooperation with the local Police Department in an attempt to resolve complaints that are coming in to the City regarding the snowmobiles. They will try and expand their patrol. Their was no action taken by the City Council. r-~ Moved by Councilman Trautmann, seconded by Councilman Klimek that rather than establishing the positon City Treasurer and Deputy Treasurer in Ordinancef6rmthat the Council will pass and adopt Resolution No. 6-84 establishing the position of a City Treasurer and Deputy Treasurer to be appointed on an annual basis. Moved by Councilman Pike, seconded by Councilman Kulzer to approve the reduction of the building value of Parcel 19-81700-070-07 by 25% due to vacancy factor for the 1984 assess- ment payable in 1983. The market value would be reduced from $265,100 to $221,900. And reduce the assessed value from $109,493 to $90,917. Ayes, 8; Nayes, None. Their was discussion by the Council regarding the petition received from residents opposing the extension of Louis Lane. There is no intent of extending Louis Lane at this point and time. The petition will be placed on file and brought forward when such an extension is proposed. Moved by Councilman Pike, seconded by Councilman Nesbitt to accept the negotiated wage increase for the 49'rs Union for 1984. The wage increase is 5% as follows. Amendment 1 of the 49'rs contract would still be in effect for the Transit Drivers on September l, 1984. Ayes, 8; Nayes, None. Sick leave may be used, if necessary, as earned, but vacat~ 1ea~ shall not be available to the employee until successful completion of the probationary period. Benefits eligibility shall be determined from the employment date. If employment terminates prior to comple- tion of the initial probationary period, no payment for accrued vacation or sick leave shall be allowed. Section 44. Vacation Leave. Eligibility for Vacation Leave: Vacation leave is authorized absence from duty, with pay, granted all permanent employees. AUTHORIZE ADVERTISEMENT FOR CITY PLANNER AUTHORIZE HIRING OF A CONSULTANT PLANNING Moved by Councilman Trautmann, seconded by Council- man Kulzer to authorize City Staff to seek outside consulting services for the Planning work that they feel would fit the criteria until such time as a new Planner is hired. The City Administrator indicated he would keep the Council informed as to the costs. Ayes, 8; Nayes, None. Councilman Werner reviewed the Highway 55 study along with snow removal on City sidewalks, and suggested that we hold additional 6:30 p.m. meetings to cover the two options that were presented and thereby narrow down the option for the Council to vote on at a later date. COUNCIL COMMITTEE REPORTS Councilman Werner reviewed the sidewalk snow removal procedures. Discussion centered around the possibility of estab- lishing certain priority segments of sidewalks, such as around the schools. Moved by Councilman Werner, seconded by Councilman ORDERLY ANNEXATION Klimek to authorize the Annexation Committee to inform Marshan Township that the City Council will pursue Annexation by ordinance by March 1, 1984 with the Municipal Board if an agreement is not reached, regarding the Orderly Annexation discussion.
