The City Council of the City of Hastings, Minnesota met
in a regular meeting on Monday, November 7, 1983 at 7:30 p.m. in
the Council Chambers of the City Hall.
Members Present: Councilmen Karnick, Nesbitt, Klimek, Pike,
-- Plan, Kulzer, Trautmann, Werner, and Mayor
Stoffel.
Members Absent: None.
The Mayor called for additions or corrections to the minutes
of the meeting of October 17, 1983 and hearing none declared the minutes
approved as presented.
The Mayor called for additions or corrections to the minutes
C\.I of the meeting of October 24, 1983 and Councilman Trautmann noted that
under Resolution No. 63-83 that the vote was Ayes, 8; Nayes, None.
(!) It should be corrected to read Ayes, 6; Nayes, None. With this

0 The Mayor opened the public hearing at 7:31 p.m. PUBLIC HEARING -
CO The City Administrator/Clerk explained that the hearing for $850,000 I.D.R.B.
<t the proposed Industrial Development Revenue Bonds had been
cancelled due to the Company obtaining other funds. The
Mayor closed the public hearing at 7:32 p.m.
The Mayor declared the public hearing on T.H. 55 PUBLIC HEARING -
and T.H. 61 to Westview Drive open at 7:33 p.m. The City TH 55 AND 61 TO
Administrator/Clerk provided proof of affidavit of pub1ica- WESTVIEW DRIVE
-- tion. The Acting City Engineer gave a presentation on the
matter. The City Council had discussion on the issue.
Everyone wishing to speak on the issue was given the
opportunity to do so. The Mayor closed the public hearing
at 8:09 p.m.

zoning of County Road 42 and Pleasant Drive open at 8:12 p.m. REZONING OF COUNTY ROAD

Pike to table the 2nd Reading of the rezoning of County Road AND PLEASANT DRIVE

The Mayor declared the public hearing open at 8:25 PUBLIC HEARING - ALLEY
p.m. to consider an alley vacation for Block 87 - Town of VACATION - BLOCK 87 -
Hastings. The City Administrator/Clerk provided proof of TOWN OF HASTINGS
affidavit of publication. Everyone wishing to speak on the
issue was given the opportunity to do so. The Mayor closed

Moved by Councilman Nesbitt, seconded by Councilman USE OF CITY PHONES -
Pike to authorize the local National Guard Unit to use the NATIONAL GUARD
City Hall phones on Wednesday evenings between the hours of
6:00 p.m. and 8:30 p.m. from now until April, 1984. The
purpose of the phone usage would be for contacts to be made
in the community for recruitment. Ayes, 8; Nayes, None.

until further research can go in to the actual need for an

Plan to adopt Resolution No. 75-83 entering the City of WAKOTA MUTUAL
Hastings into a joint cooperative agreement for use of fire AID AGREEMENT
and emergency medical services for personnel and equipment
with the Wakota Mutual Aid Association. Ayes, 8; Nayes,

Moved by Councilman Werner, seconded by Councilman RESIGNATION - VOLUNTEER
Pike to accept the resignation of volunteer fire fighter FIRE FIGHTER -
Keith Jenneke effective October 24, 1983. The Council KEITH JENNEKE
expresses its thanks to Mr. Jenneke for his services. This
motion also includes the Safety Committee of the Council
reviewing the staffing of the full time and the volunteer

Pike to authorize the purchase of one police squad car from POLICE SQUAD CAR
O'Brien Chevrolet-Cadillac. The quoted price is $10,900

)RDERLY ANNEXATION - The City Administrator/Clerk gave the City Council a
~SHAN TOWNSHIP brief review and update of the current happenings with regard
to the orderly annexation with Marshan Township. n
~XECUTE CONTRACT - Moved by Councilman Werner, seconded by Councilman
+9'ERS BUS DRIVERS Kulzer to execute a contract with the 49'ers bus drivers
as follows:
1. Increase the full time Trac Drivers $.12 per hour (equal to
2%) additional monies to bring them up to an 8% increase
effective January 1, 1983 or to $6.71 per hour.
2. Increase the part time Trac Drivers, Twyla Geiken, to rate of
pay of $5.71 per hour which would be a $.69 per hour increase
effective January 1, 1983.
3. Provide for an increase of 6% on September 1, 1984 to the two
(2) full time and one (1) part time Trac Driver as an adjust-
ment to their 1984 salary which would be in addition to an
increase that would be negotiated by the 49'rs for 1984.
4. Amend Article 9.2 by inserting thereto: For Trac Drivers only, \
normal work day shall be 6:00 a.m. to 2:00 p.m. for permanent
full time employees and 2:00 p.m. to 6:00 p.m. for permanent
part time employees.
5. Amend Article 13 - overtime, to include a provision for Trac 1-
Drivers (only) to receive compensatory time off, which would
read as follows: Employees who are assigned to work by the LJ
Administrative Assistant in excess of the normal work day or
the normal work week shall be compensated at the rate of one
and one half (l~) times the employees basic hourly wage rate
for all hours worked in the excess of the normal work day or
normal work week, or shall receive equlva1ent compensatory
time off at the rate of one and one half (l~) hours for each
hour worked to be banked by the employee to a maximum of forty-
hours (40). The employees must request use of compensatory
time off in the same manner as they request vacation. If an
employee is terminated from his/her employment he/she will be
given adequate notice in order to use the accumulated compen-
satory time or if the employer choses, he/she will be comp-
ensated for accumulated compensatory time earned. Employees
who are assigned work by the Administrative Assistant in excess
of the normal work day or work week will be done so on a seniority
basis. Those requesting to take off compensatory time will be
granted that time based on a seniority basis.

AND TRUNK STORM SEWER - Kulzer to authorize the City Staff to pay property owners the
